About this file
This is a Questions and Answers document for solicitation FA252126QB120, addressing clarifications on automatic door maintenance services at Patrick Space Force Base, Florida. The requirement is set-aside for small business and involves preventive maintenance, inspections, testing, and repair services for approximately 67 automatic-door units across 28 line items. The contract begins October 1, 2026, with a firm-fixed-price preventive maintenance CLIN and separate Over & Above repair CLINs capped at $5,000 per contract year for repairs exceeding the preventive maintenance scope.
Key operational details include: preventive maintenance covers specified small parts up to $12.00, lubricants, rollers, springs, and other components at no additional cost; all repairs identified during quarterly preventive maintenance visits require prior Contracting Officer authorization and separate quotes before work commences; emergency service calls are limited to three per year unless representing a complete building access failure; materials must be billed at actual cost with contractor-calculated markup on the Over & Above CLIN; and Service Contract Act wage determination requirements apply. The question submission deadline is September 17, 2026. Financial institution information is not required with initial quotations but may be requested during responsibility determination. Offers should be submitted in PDF or Word format in accordance with solicitation documents, and all required specifications and door-type quantities are contained in the Performance Work Statement and SAM.gov posting.

Auto Doors Maintenance Q and A There will Not be a site visit for this requirement
1. Parts included in Preventive Maintenance: Section 1.1.2.1 lists lubricants, rollers, springs, program chips, sealant, bumper pads, sweeps, astragals, and limit switches as being provided at no additional cost to the Government, and also states that the contractor shall bear the cost of small parts costing $12.00 or less.
Does the $12.00 threshold apply to the specifically listed components as well? If one of these components exceeds $12.00, may it be billed under the applicable Over & Above CLIN?
Answer: That’s where a separate quote would be needed before work commences.
2. Repairs discovered during PM: For repairs identified during a quarterly PM visit that are outside the included PM scope, may those repairs be billed against the applicable Over & Above CLIN, including repairs under $2,000?
For repairs under $2,000, is prior COR authorization required before performing the work, or should the contractor complete the repair during the scheduled visit when parts are available and then bill it against the Over & Above CLIN?
Answer: Authorization is always required. Again, a Quote would be needed.
4. Does the maximum of three emergency service calls per year represent the Government's estimated or historical anticipated volume of emergency calls, or is it intended as a contractor performance limitation?
Answer: We are limiting emergency calls unless it’s a 100% emergency (no entry or exit to the building).
5. If more than three emergency service calls are required during a performance year, how would calls beyond the stated maximum be authorized and compensated?
Answer: Historically, this has never happened.
6. For an emergency service call requiring repair parts or corrective work beyond the initial response, should the contractor price that work under the applicable Over and Above repair CLIN after receiving the required authorization?
Answer: Correct
7. The solicitation lists a questions due date of September 17, 2025. Please confirm whether the intended questions deadline is September 17, 2026.
Answer: The deadline is September 17, 2026, and has been corrected in the solicitation named “Amendment 1”
8. The solicitation references the place of performance as “PSFB and VSFB,” while the Performance Work Statement appears to identify automatic doors at Patrick Space Force Base. Please confirm whether all performance under this requirement is at Patrick SFB or whether any work at another installation is required.
Answer: The only place of performance is PSFB and has been corrected in the solicitation named “Amendment 1”.
9. We did not identify FAR 52.219-14, Limitations on Subcontracting, in the solicitation package. Please confirm whether the clause applies to this total small-business set aside and whether work performed by a similarly situated small-business subcontractor may be counted toward the applicable performance requirement.
Answer: Yes, RFO 52.219-14, Limitations on Subcontracting, applies to this solicitation. Work performed by a similarly situated small-business subcontractor will be counted toward the applicable performance requirement, in accordance with RFO 52.219-14(e)(1).
10. The solicitation requests financial institution names, addresses, points of contact, and written authorization for the Government to contact them. Please confirm whether this information must be submitted with the initial quotation or only if requested during the responsibility determination process.
Answer: The financial institution information (names, addresses, POCs, and authorization for Government contact) is not required with the initial quotation. It is only required if the contracting officer requests it during the responsibility determination process.
11. Are we allowed to bid on this important project or does it have to be a veteran or minority owned entity?
Answer: This requirement has been set-aside for small business
12. In order to accurately price services, I have the door list but do not know how many of each door type there? Meaning, how many automatic Dual Slider or Swing, and how many Single Slider or Swing doors are there? There are different prices for these door types.
Answer: This information has been added to the PWS
13. Is the start date for the contract October 1, 2026?
Answer: Yes
14. Parts/material pricing and markup: For parts and materials that are properly billable under the Over & Above CLIN, is contractor markup permitted? If so, is there a required method or limitation for calculating the markup?
Answer: The contractor is responsible for calculating and supporting all costs billed under the Over & Above (O&A) CLIN. The Government does not prescribe a markup formula. Materials must be billed at actual cost
15. $5,000 Over & Above NTE: Does the $5,000 NTE represent the maximum cumulative amount available for all Over & Above repairs during each contract year, or may additional funding be added to the CLIN if repair requirements exceed $5,000 during that period?
Answer: This is the max
16. Please confirm the contract periods and CLIN schedule, including the base period, all option periods, and any extension period.
Answer: This information is the SAM.gov post
17. Please confirm the current workload list is the complete evaluated requirement: 28 line items / 67 automatic-door units. Are any additional doors, buildings, or locations anticipated during the performance period?
Answer: The door list is on the PWS
18. For the firm-fixed-price preventive-maintenance CLIN, please clarify what labor, travel, consumables, small parts, scheduled repairs, emergency response, and repair parts must be included.
Answer: The contractor is responsible for calculating and supporting all costs billed under their proposed quote. The Government does not prescribe a formula.
19. Are manufacturer certifications, AAADM certification, specific technician licenses, or minimum insurance limits required beyond the PWS requirements? If so, please identify the applicable attachment or clause.
Answer: Only those items listed on the PWS are required.
20. Please confirm the required quote format, required representations/certifications, submission method and email address, and whether a completed SF-1449 or other signed forms are required.
