About this file

This is a Questions and Answers document for federal contract opportunity FA252126QB090. The Q&A addresses two key inquiries regarding delivery schedule requirements and evaluation criteria for this solicitation.

The document clarifies that offerors may propose their actual manufacturer lead time as part of a compliant technical quote, with delivery schedule evaluated as one of the stated evaluation factors under provision 52.212-2 (technical acceptability, price, and schedule) rather than as a pass/fail requirement. Offerors must clearly identify that proposed timeframes reflect manufacturer lead time to enable accurate government evaluation of schedule impacts. The government confirms it is using the Revolutionary FAR Overhaul (RFO) rather than legacy FAR provisions. Additionally, proposing a longer lead time than the stated 60-day delivery requirement will not automatically render an offer nonresponsive, allowing offerors flexibility in scheduling while maintaining technical compliance and enabling comparative evaluation across all three criteria.

Q&A

Notice ID: FA252126QB090

Received Question and Answers (as of 28 July 2026)

1. May offerors propose their actual manufacturer lead time as part of a compliant technical quote, with delivery schedule considered as one of the stated evaluation factors under provision 52.212-2 (technical acceptability, price, and schedule) rather than as a pass/fail requirement?

Response: Offerors may propose their actual manufacturer lead time as part of a compliant technical quote. Offerors must clearly identify that the proposed timeframe reflects manufacturer lead time so the Government can evaluate schedule impacts accurately.

The Government is not using the legacy FAR; we are required to use the Revolutionary FAR Overhaul (RFO). See the clauses on the RFQ.

2. Is the 60-day delivery requirement a firm requirement that will render an offer non-responsive if a longer lead time is proposed?

Response: Proposing a longer lead time will not automatically render an offer non-responsive. See Question 1.
