About this file

This is a Questions & Answers document for federal contract FA252126QB056, Target Drones Training, issued on 18 May 2026.

The document addresses seven questions from potential offerors regarding contract execution and pricing for Group 2 Unmanned Aircraft System (UAS) target drone training to be conducted for the 301st Rescue Squadron at Patrick Space Force Base during 22–26 June 2026. Key operational details confirmed include: (1) the Government will support a Pre-Deployment Site Survey with date to be determined; (2) dry training days involve two sorties maximum with single targets, two-hour vulnerability windows during 1200–1400 and 1700–1900 hours; (3) live fire days involve one sortie with two targets per sortie and a three-hour vulnerability window during 1300–1600 hours; (4) the contractor must provide the Remote Pilot-in-Command throughout operations; (5) contractor hand-delivery satisfies FOB Destination, Shipping Included requirements, with the contractor liable for equipment damage or unavailability during transport; (6) pricing must be submitted as a single CLIN 0001 with the option to provide a detailed breakdown as an attachment to the award; and (7) travel costs may be itemized separately and must comply with U.S. General Services Administration per diem rates, also appearing as an attachment to the award.

FA252126QB056, Target Drones Training Questions & Answers Document 18 May 26

Question 1

Pre-Deployment Site Survey (PDSS). Request authorization to conduct a PDSS at Patrick SFB prior to 22 June 2026 to confirm the launch and recovery footprint, vehicle and equipment staging, briefing space, LiPo battery storage, RF coordination touchpoints, and Atlantic recovery procedures. Will the Government support a PDSS, and if so, what is the preferred timeframe and point of contact for coordination?

Answer 1

Yes, can support. Date TBD.

Question 2

Projected operations window. PWS Section 5.0 establishes a 22–26 June 2026 period of performance with flexibility for weather and range scheduling. Please provide additional detail on the projected daily operations window: daily start and end times, number of sorties per training day, approximate sortie duration, whether any night operations are anticipated, and any required range hot/cold cycles. This will allow the contractor to align crew rest, manning, and equipment turn cycles with the 301st RQS training plan.

Answer 2

Dry days, 2 sorties max, single target, 2 hour vuls, expected 1200-1400 and 1700-1900.

Live fire days, 1 sortie, 2 targets per sortie, second launch after intercept, 3 hour vul, expected 1300-1600.

Question 3

Simultaneous aircraft on station. PWS 2.1 specifies four (4) Group 2 UAS targets across the exercise. How many UASs does the 301st RQS require airborne simultaneously during each training sortie — one at a time, multi-ship, or scaling across the four training days? This question drives Remote Pilot-in-Command manning, frequency coordination, and range safety planning.

Answer 3

Dry days, 2 sorties max, single target, 2 hour vuls, expected 1200-1400 and 1700-1900.

Live fire days, 1 sortie, 2 targets per sortie, second launch after intercept, 3 hour vul, expected 1300-1600.

Question 4

UAS operation responsibility. PWS 2.2 directs the contractor to "transport, assemble, launch, operate, and recover" the UAS. Please confirm whether the contractor is responsible for flying the UAS (i.e., providing the Remote Pilot-in-Command) throughout the exercise, or whether the 301st RQS intends to provide Government pilots and the contractor's role is limited to equipment provision and launch/recovery support.

Answer 4

Contractor will provide PIC.

Question 5

Shipping and FOB. Contractor intends to hand-deliver all Skyride platforms, ground support equipment, and consumables to Patrick SFB by contractor-owned vehicle. There is no third-party freight involved. Please confirm that "FOB Destination, Shipping Included" is satisfied by contractor hand-delivery, with mobilization costs captured in the travel and labor line items, and that no separate shipping line item is required.

Answer 5

The contractor can quote shipping within the final price. Note “Fob Destination” will be noted on award as the contractor will be liable for any damage/unavailability of equipment during transport. The Government will not be liable and/or take responsibility for any equipment provided by the contractor.

Question 6

CLIN structure. The solicitation lists a single CLIN 0001 "Group 2 UAS Drone Training — 1 Each." May the offeror present pricing as sub-CLINs (platforms, labor, travel) for transparency, with a consolidated total, or is a single lump-sum entry required?

Answer 6

The award will be for one CLIN as noted on the solicitation to allow for invoicing once service is completed. The contractor is allowed to provide/show a breakdown of their quote as this will be included as an attachment to the award.

Question 7

Travel. May travel be priced as a separate line item billed at actuals with a Not-to-Exceed cap, or must travel be rolled into the firm-fixed price?

Answer 7

As noted in question 6, travel can be broken down and must be in accordance with the travel/per diem rates listed on the U.S. General Services Administration website.

Additionally, this can be provided/shown on the quote which will be included as an attachment to the award.
