Question Submittal Form Two (2)
Request for Qualifications Number: FA252123SPACE Project Number: N/A
Project Title: SpacePort Architect and Civil Engineering A-E Requirement
RFQ Section Submission Instructions and Evaluation & Selection Criteria
1. Question:
The Standard Form 330 fillable template provided with the solicitation is extremely restrictive regarding the amount and type of information and graphics an offeror can provide the Government. However, the provided template also indicates that the form is “authorized for local reproduction”. Please confirm that Offerors may locally develop SF 330s in lieu of using the provided fillable template if the Offeror’s locally reproduced SF 330 complies with the current SF 330 template sections and format. For SF330 Section H (Narrative of
Qualifications), does all this information need to be submitted on duplicated versions of the
SF330 Section H forms or can it be submitted in an accompanying Word document? Form does not currently allow for graphics, indexing, or tables.
Answer: Yes, contractor submitted SF330s shall mirror the overall format of the government provided SF 330.
2. Question:
Is there a mandated font/size we are to use in the proposal? We do not see formatting requirements for the SF330 package. For SF330 Part I and Part II sections, please confirm a
10-point font minimum for the response text (unless otherwise specified by SF330 template instructions) and a 9-point font minimum for all tables and charts is acceptable.
Answer: Font/Size is Arial 11 point with the exception of Font/Size Arial 10 point for charts and tables.
3. Question:
Do SF 330 Part IIs count against the 100 page limit? Alternatively, please define which
SF Form 330 sections count towards the 100-page limit.
Answer: Part I (Sections A, B, C, D, E, F, G and H) are included in 100 page limit.
4. Question:
Section F in the GSA’s SF330 template provides space for up to 10 projects. Please confirm bidders can submit a maximum of 10 projects.
Answer: Contractors may submit a maximum of 10 projects.
5. Question:
The submission instructions state “Part I Section E Block 19, Relevant Projects shall not be more than five (5) years old from date of this posting.” Please confirm this recency requirement applies to all projects in Section F too.
Answer: Confirm, yes 5 years from posting date, which was 17 July 2023 through
16 July 2018.
6. Question:
In the July 27 Questions and Answers, Question 2 asked “If the government will not accept CPARs in lieu of PPQs, will the government accept previously completed PPQs from within the last 12 months?” The government answered “Yes, as long as the PPQ is received by the customer that endorsed it and not the contractor submitting the RFQ.” Please clarify that all
PPQs (newly created and/or reused within the last 12 months) must be submitted by respondents back to the government.
Answer: Yes, PPQs MUST be submitted by the respondent/customer that endorsed it.
7. Question:
Typically, the government provides specific page count limitations for Sections E and F.
Please provide guidance on the maximum pages allowed per Section E project, Section F resume, and total pages allowable in each of Sections E and F.
Answer: Maximum of 20 pages for Section E and 20 pages for Section F.
8. Question:
The solicitation does not specify the quantity of personnel required by discipline. If we provide more than one person’s resume in any discipline, will the government view this staffing approach favorably?
Answer: Key Personnel is in section 2.5.5, page 7–12 of the Statement of Work.
Expectation is at minimum one key personnel per discipline.
9. Question:
The solicitation does not stipulate formatting requirements for Section D organizational chart. Please confirm one page measuring 8.5”x11” inches is required.
Answer: No limit on size of Section D organizational chart.
10. Question:
The solicitation does not state joint venture (JV) documentation requirements. Please confirm required JV documentation to consist of SBA letter of approval and JV addendum applicable to SPACE.
Answer: See SF 330, page 3, Section I. Authorized Representative 31 and 32. “An authorized representative of a joint venture or the prime contractor must sign and date the completed form”.
“Joint ventures selected for negotiations must make available a statement of participation by a principal of each member of the joint venture”.
Joint Venture must have a Unique Entity ID/Cage Code specifically related to the JV.
A Joint Venture Agreement will be needed if selected for negotiations.
11. Question:
SOW Section 2.5.5.2 references both a Project Director and Engineering Manager. Are these two separate named positions that require individual Section E resumes in the SF330 response?
Answer: See section 2.5.5.1, the Project Director and Engineering Manager are two separate positions.
12. Question:
Please confirm a Communications Engineer possessing a Registered Communications
Distribution Designer (RCDD) certification satisfies qualification requirements for SOW
Section 2.5.5.19 Communications Engineering (CommE).

Answer: Yes, hard copy package with a coiled binder is acceptable.
14. Question:
