QUESTIONS AND ANSWERS

1) Question: Can the government release copies or links for the following documents as listed in the Statement of Objectives, paragraph “5. References”? We have been unable to obtain the documents via an internet search.
Answer: Yes, see attached documents.
• Neumann, C. J., 1971: Thunderstorm forecasting at Cape Kennedy, Florida, utilizing multiple regression techniques, NOAA Technical Memorandum NWS SOS-85
• Panor, J., 2020: Correlation of mean wind speed in the 45 WS lightning flow regimes to lightning probability at CCAFS/KSC, FIT Intern Report, TBD pp
• Watson, L. 2022: Lightning Probability Upgrade Presentation to 45 WS, InitWeather Final Report
2) Question: Does this work require a facilities clearance?
Answer: No, all performance will take place at vendor’s place of business.
3) Question: Will the entirety of the work be done at Canaveral Air Force Station, FL?
Answer: No, all performance will take place at vendor’s place of business.
4) Question: Based on the SOO Description 1, does the existing tool already contain "a web-based, HTML-based, or Excel-based application", or would the contractor be building one from scratch?
Answer: Awardee will need to build it into an HTML format. It currently resides on the 45 WS MIDDS terminals.
5) Question: Is there a possibility of contact/discussion with tool originators?
Answer: All information pertaining to the tools origin is contained in reference document “Watson, L.
