Repair Various Pavements
Attachment 8.1
Question 01 - Please confirm that this work will disturb less than an acre of road service, therefore a SWPPP is not required.
Government Response: Disturbed area will be less than 1 acre, 43,560 SF. A SWPPP is not required.
Question 02 - Section 32 12 16.16 part 2.1.3 calls for the requirement of a Material Transfer Vehicle (MTV). The purpose of an MTV is to allow the paver to continuously be rolling and not start and stop every time a truck is emptied. None of the project areas will require more than a truck of asphalt per pass. MTV are typically reserved for long continuous projects. Please confirm an MTV is not required.
Government Response: Specification indicates the use of a Material Transfer Vehicle is optional; however, given the size of the patches, agree with contractor’s assessment, a MTV will not be required.
Question 03 - Section 32 12 16.16 part 2.1.4.2 call for automatic grade controls on the paving equipment. Although the equipment may have these abilities, utilizing these sort of controls are not practical for patches as described in the contract documents. Please confirm these devices are not required to be utilized.
Government Response: The government agrees with contractor’s assessment. Automatic grade controls on the paving equipment will not be required.
Question 04 - Section 32 12 16.16 makes reference to joint density requirements. Joint density is typically only taken on airfields as it is an FAA requirement. On this project the joints will be new asphalt abutting existing asphalt.
How are we to get joint density when one side of the joint was not installed under this contract? Keep in mind joint densities are never taken in FDOT for patch work.
Government Response: The government agrees with the contractor’s assessment. Joint densities will not be required; however contractor is advised, per Paragraph 3.4, joints shall be constructed in accordance with FDOT Standard for Roads and Bridges Construction, current standard, section 330-8, Joints.
Question 05 - Section 32 12 16.16 part 3.1. outlines testing requirements. These requirements far exceed the practicality of asphalt testing for this project. If you look at working one area per day, then on many days one would have to produce more asphalt to test then would be placed on the road. Would following FDOT testing requirements be acceptable? i.e. No density testing on anything less than 500’ long, no material testing on projects less than 2,000 tons.
Government Response: The government agrees with the contractor’s assessment. The QC testing in paragraph
3.1.3 and testing for laboratory air voids, para. 1.1.1, and 1.1.2 will not apply for this project but may be performed at the contractor’s discretion. However, given Hangar Rd is a critical haul route, per para. 1.1.3, one mat density tests for each repair will be required for Repairs 4, 5, and 6.
Question 06 - Section 32 12 16.16, part 3.9.4.1.2 discuss the requirements for an FDOT rolling straight edge. FDOT does not perform straightedge, rolling or static on road patches. Can this requirement be deleted?
Government Response: Yes, the government agrees with the contractor’s assessment; the rolling straightedge will not be required for this project.
