b. This project requires nine (9) individual repairs to asphalt paving ranging in size from 9 to 255 SY. Milling of existing asphalt is required for 7 of the 9 repairs; the remaining two repairs are to be saw cut at the perimeters, and asphalt is to be removed. All 9 repairs are shown on the contract drawings. General Note 7 of the contract drawings indicates a 4’ width repair of the grass shoulder adjacent to pavement repairs. Contractor is to assume repair of grass shoulder will require scraping of existing shoulder, grading of soil, and installing Bahia sod. Grass shoulder repairs are to be graded and contoured so drainage flows away from roadway.

c. Performance Period: Performance period for this contract is 90 calendar days to include 15 days non-access/no-dig that may occur due to launch events or launch hardware transports. All submittals, work requirements, 30 days between temporary and permanent striping, pre-final inspection, final inspection and completion of punch list items are to be completed within the 90 day performance period.

2. PRIMARY AND CRITICAL WORK COMPONENTS AND TASKS

The following paragraphs highlights critical components of the project:

a. Construction General Permit, SECTION 01 57 19, Paragraph 3.2.1: The disturbed area due to the grass shoulder repairs and pavement repairs is approximately 4,400 SF, less than 1 Acre; a Construction General

Permit will not be required for this project.

b. Hot Mix Asphalt (HMA) Production and Placement, SECTION 32 12 16:

(1) Acceptance/Rejection Criteria: This is a “pay for acceptance” project. Acceptance/Rejection criteria are given in Paragraph 1.1. Acceptance/Rejection of the work will be based on In-place Density, and

Smoothness. Grade or Laboratory Air Voids will not be an acceptance criteria for this project. Only three mat density tests will be required, one random test at Repair 4, 5, and 6. Acceptance for smoothness will take into consideration for limitations associated with constructing small HMA areas/patches.

(2) Acceptance/Rejection Testing: Testing In-place Density will be performed by an independent commercial laboratory hired by the contractor and shall be submitted on a daily basis, or otherwise as determined by the government. Acceptance testing for smoothness will be conducted by the contractor and witnessed by the government and may be completed near the completion of the project.

(3) Quality Control and Quality Control Testing: Quality Control as given in Paragraph 3.1.3 will be performed at the discretion of the contractor.

c. Pavement Markings: Reference Section 32 17 23, Pavement Markings, Part 2, Contractor shall use FS TT-P-

1952, Type III traffic paint and FS TT-B-1325, Type I, Gradation A reflective media, or approved equal. As a component of the MOT plan, Contractor is to perform early painting (temporary painting) of asphalt pavements for all Hangar Road repairs (Repairs #1 - #6) in accordance to Section 32 17 23, paragraph 3.2.2. These markings for Repairs #1 - #6 shall have paint and beads applied at half the normal application rate and a second application at the normal rate at least 30 days after completion of the asphalt pavement surface. All other pavement repairs

(Repairs #7 - #9) do not require early painting and may be permanently painted at least 30 days after completion.

d. Maintenance Of Traffic Plan:

(1) With the Accident Prevention Plan (APP), the Contractor is to prepare and submit a Temporary Traffic

Control/Maintenance of Traffic (TTC/MOT) plan. The TTC/MOT plan is to be specific to the project and in

ATCH 6 (2 of 2) accordance with FDOT TTC/MOT Standards. The TTC/MOT plan will describe/show temporary traffic controls through the work zones during active work hours and disturbed traffic areas during non-operational hours, per current FDOT Design Standards and Part 6 of the Manual on Uniform Traffic Control Devices (MUTCD).

(2) The contractor shall be responsible for the installation, removal and field maintenance of TTC devices as work progresses for all milling and resurfacing activities, grass shoulder repairs, and any operation where traffic will be slowed or rerouted due to contractor operations.

(3) Any road or lane closures must be approved by the Contracting Officer or Contracting Officer Representative prior to the road or lane closure. In general, other than Work Zone and associated MOT Zone, all portions of travel ways are to remain open; unless approved by the Contracting Officer.

Contractor's Superintendent shall attend the coordination meetings. Subcontractor representatives shall attend as required. Discussion shall address the progress schedule, potential factors of delay, deficiencies, material delivery schedules, submittals, and safety issues. Prior to construction, a Traffic Safety Coordination meeting will be held with USSF Safety and Security Forces to review the contractor’s MOT plan and construction schedule. To facilitate the Traffic Safety Coordination meeting, Contractor shall describe his work plan and describe sequence of pavement resurfacing relative to roadway areas/ travel lanes, lane closures, equipment material staging and other pertinent information.

f. Schedule Constraints: There will be no work or lane closures on the southbound lanes of Hangar Road from

3:00 to 5:00 PM.

g. Submittals: The Submittal Register is provided in the specifications at the end of Section 01 33 00. The contractor is required to submit all submittals listed with a “G” in column (f). Prior to proceeding with work, Contractor is to submit all submittals listed as “preconstruction” under columns (d), mix design for asphalt repairs, and product data for pavement markings and beads.

h. Coordination of Project with Launch Operations and Launch Hardware Transports: All road work must be coordinated with launch operations and launch hardware transports. Given the scope of the work, de-conflicting construction and launch activities should be easily accomplished; however, the contractor is advised that launch hardware transports takes precedence over construction activities, and close coordination is key to avoiding construction delays.
