About this file
This document contains questions and answers regarding a solicitation for lift station repair services on Cape Canaveral Space Force Station in Florida. The solicitation involves repairing various lift stations, including providing all necessary temporary power and bypass pumps to ensure continuous sanitary sewer system operations. Two of the lift stations require replacement while keeping the existing stations operational, necessitating temporary power for the new stations during construction. The contractor must submit plans for pressure testing new piping and connecting new stations to force mains, and coordinate any necessary outages with the Contracting Officer. For other stations, bypass pumps with high/low floats will be needed to pump wastewater directly into force mains unless an alternative method is proposed. Offsets may be required on vertical pipes to avoid conflicts with hatch frames, and sketches and approval will be needed if offsets are placed higher than shown in design drawings. Clarification on potable water service connections will be provided after award, and temporary jumpers are not anticipated but coordination is required if needed. The solicitation was issued by the Department of the Air Force Space Command.

QUESTION AND ANSWER
Solicitation: FA252122B0004
Project Number: DBEH 20-1563 Project Description: Repair Lift Station Various
Cape Canaveral SFS, Fl

Question: It was noted that temp power and bypass pumps were needed on some of the lift stations. Please clarify how many will need temp temp power and bypass pumps or assume all will need the _same set up.
Answer: LS 88928 (Greenhouse) and LS 55853 (Area 59) are both repair by replacement. In both cases, the old LS must remain in operation while the new one is built and placed into operation. Therefore, temporary power will be needed for the new LS while under construction. Bypass pumps are a means and methods issue. You will have to provide CE with a step- by-step plan to pressure test the new piping, and at least one more plan to connect the new LS to the existing force main. The latter will require an outage request to be coordinated by CE with the user (Navy for 88928 and SpaceX for 55853).
For each of the other lift stations, you will need a bypass pump with a hi/low float to pump wastewater from the wet well directly into the force main unless you have an alternative method. As stated previously, plans will be need for pressure testing and force main connections. Outage requests are also required. Note: you cannot mix bilge with CHT waste.

For installation of new vertical 6 inch pipe through existing top slab of wet well.
Both (blg 79140) and (cht 79139) Will require off-set fittings to be installed. This is to avoid conflict with aluminum hatch frame when core drilling for penetration in top slab of lift station.
Please review:
Construction flag note #4 and #14 *Reference detail C-501 Lift station wet well Notice offset at bottom of lift station “(2) 45° FL bend (FBE) butted face to face adjust as necessary for pipe alignment through top slab”
Consideration:
By design these offsets should be installed as shown on page C – 501 lift station wet well. If these offsets are placed any higher on the vertical pipe a Engineer sketch and approval should be required.
RFI#. Poseidon LS. Page C-103 Question: (Same as above)
Answer to above offset questions: 45 degree elbows must be installed to clear the hatches. Further guidance will be provided if necessary after construction award.
RFI# Temporary jumper. Page C-503 Question: 1 This jumper detail is Incomplete. If new water supply is considered a Watermain then jumper needs to be installed as a tap from the water distribution pipe to the new Watermain. As stated in the AWWA standards and Florida DEP requirements. A water main Cannot be below 20 psi for longer than 30 minutes without requiring resampling. Therefore when you remove the jumper after “DEP clearance” You will be in violation of standards that Prevent Watermain contamination.
Question: 2 Are we actually doing a DEP clearance for these water services “Water Service main”. If so is the contractor required to have sampling done third-party?
Is the engineer aware that he will have to attain separate clearances for each one of these “water service mains”?
Is anybody aware that if you refer to this as a 2 inch water service. Then the DEP requirement changes?
Please advise.
Answer to above jumper questions: Clarification on each wash water service connection will be provided if necessary after construction award. A jumper is not anticipated to be required for any of the potable water connections. These connections are wet tap service laterals or extension of existing single service laterals. If the contractor anticipates requiring a temporary jumper, coordination with Contracting Officer will be requi
