Solicitation Number: FA252120QB006 Answers to Vendor Questions #3

26 Dec 19

Question #5: “Is the non-profit as the prime required to do 51% of the effort? If so, is it the case that they retain 51% of the total value of the contract?”

Answer #5: There are no specific thresholds or requirements for the prime non-profit organization other than DoDI 1025.7, Sec. 5.3.5, which states, “the STARBASE Academy may not be administered by a for-profit organization.” Per DoDI Sec. 6.5, the services of civilian personnel in the STARBASE may be procured as necessary to carry out the Program purpose of providing command, admin, training or support. Therefore, as long as the non-profit organization is the prime contractor and therefore directly responsible (under contract) to the government for the execution of overall services in adherence with the DoDI and PWS, the personnel filling the authorized positions identified in DoDI Sec. E2.1.1., Academy Manning Model, may be subcontracted out.

Question #6: We were trying to download the curriculum to review, as the start timeline is very short. However, as stated in the RFP, we need to request access through the DoD STARBASE website. However, I am not sure that we will be granted access as we do not have a current contract. Can you help with that?

Answer #6: A copy of the Standard Lesson Plans will be provided as a solicitation attachment and uploaded to beta.SAM.gov next week.

Question #7: PWS states that “The STARBASE Academy core curriculum shall include the DoD-mandatory Standard Lesson Plans. All lesson plans/topics must come from the DoD approved Lesson Plan list on the DoD STARBASE website. Contractor can request access to the secure site from www.dodstarbase.org. Login credentials were requested and approved, however the site did not provide access to “Standard Lesson Plans.” Can the Government please provide access to, or copies of the DOD Approved Standard Lesson Plans?

Answer #7: A copy of the Standard Lesson Plans will be provided as a solicitation attachment and uploaded to beta.SAM.gov next week.

Questions Previously Answered

Question #1: When will the questions be posted?

Answer #1: The questions will be posted as they are received.

Question #2: There isn’t any indication of an incumbent, yet the RFP stipulates a phase-in plan, seeming to indicate an incumbent. Is there an incumbent? Who is it?

Answer #2: There is no incumbent. Phase-in plan is required to see how the contractor will approach providing the necessary service specified in the PWS. STARBASE is Department of Defense (DoD) wide program that is governed by DoDI 1025.7 (copy located in attachment section of solicitation)

Question #3: Are PP questionnaires required?

Answer #3: Questionnaire is not required but other forms of Past Performance may be submitted as stated in solicitation (customer surveys, CPARS printouts, etc.)

Question #4: Listed in the qualifications for the Program Instructor is the requirement that “The Program Instructor shall possess the following knowledge, skills and abilities: a. Knowledge of internet-based tools as well as PTC Creo Software and Microsoft Office products.”

Will these applications be pre-installed on the computer assets identified as Government Furnished Equipment (GFE) in the PWS, or will the contractor be required to obtain licenses for these applications. If the contractor is responsible to obtain licensing, for the PTC Creo Software, please identify the desired package option/s and the number of licenses required; for the Microsoft Office products the number of licenses required?

Answer #4: All staff members will be provided training on the PTC Creo Software which is being provided by DoD.

Question #5: Does the Makerbot 3D printer, provided as GFE, include the TinkerCAD™ software application? If yes, does this negate the Program Instructors requirement regarding the PTC Creo software?

Answer #5: No. TinkerCAD and the PTC Creo software are different. TinkerCAD is a free web-based design program. DoD will provide training for PTC Creo Software.

Question #6: To enable calculating costs for Makerbot, and laser printer ink cartridges, please identify the specific models for the Makerbot 3-D Printer, and Multi-Function color laser copier/printer identified as GFM in the PWS?

Answer #6: MakerBot Replicator+ and HP LaserJet model M680Z

Question #7: Will the government consider responses from small businesses if they explicitly agree not to charge any profit to the government and implement the contract on a not-for-profit basis.

Answer #7: No, the Government will NOT consider those forms of responses. As per DoDI 1025.7, Section E1.1.8: Non-Profit organization. “A legal entity recognized or chartered by competent State authority and to which the Internal Revenue Service has given status as a 501c(3) tax exempt educational organization.” With that said a for-profit company may partner with a Non-

Profit for this STARBASE requirement, ONLY if the Non-profit organization is the prime on the contract. Leaving the for-profit company to be the subcontracted entity. The STARBASE program may NOT be administrated by a For-Profit Company.
