Solicitation Number: FA252120QB006 Answers to Vendor Questions #2

1. Listed in the qualifications for the Program Instructor is the requirement that “The Program Instructor shall possess the following knowledge, skills and abilities: a. Knowledge of internet-based tools as well as PTC Creo Software and Microsoft Office products.”? Will these applications be pre-installed on the computer assets identified as Government Furnished Equipment (GFE) in the PWS, or will the contractor be required to obtain licenses for these applications. If the contractor is responsible to obtain licensing, for the PTC Creo Software, please identify the desired package option/s and the number of licenses required; for the Microsoft Office products the number of licenses required?

Answer- All of the staff members will be provided training on the Creo Software which is provided by DoD

2. Does the Makerbot 3D printer, provided as GFE, include the TinkerCAD™ software application? If yes, does this negate the Program Instructors requirement regarding the PTC Creo software?

Answer- The TinkerCAD and the PTC Creo software are different. TinkerCAD is a free web-based design program. DoD will provide training for Creo.

3. To enable calculating costs for Makerbot, and laser printer ink cartridges, please identify the specific models for the Makerbot 3-D Printer, and Multi-Function color laser copier/printer identified as GFM in the PWS?

Answer- HP LaserJet model M680Z----MakerBot Replicator +

4. Will the government consider responses from small businesses if they explicitly agree not to charge any profit to the government and implement the contract on a not-for-profit basis?

Answer- No, the Government will NOT consider those forms of responses. As per DoDI 1025.7, Section E1.1.8: Non-Profit organization. “A legal entity recognized or chartered by competent State authority and to which the Internal Revenue Service has given status as a 501c(3) tax exempt educational organization.” With that said a for-profit company may partner with a Non-Profit for this STARBASE requirement, ONLY if the Non-profit organization is the prime on the contract. Leaving the for-profit company to be the subcontracted entity. The STARBASE program may NOT be administrated by a For-Profit Company.
