DESCRIPTION
This request is a continuation of the original sources sought dated 15 Oct 2018. Based on information presented during Instrumentation Radar Support Programing (IRSP) III Industry Day held on 18 Dec
2018, this Sources Sought is being conducted to specifically identify potential small businesses interested in proposing on this acquisition using teaming arrangements such as the “All Small Mentor-
Protégé Program (ASMPP) and Joint Venture (JV) Programs.
The IRSP supports 27 agencies across the DoD, DoE, NASA, and six foreign governments. The number of ranges and number of systems will fluctuate throughout the duration of this contract. The proposed contract would be a re-competition of the IRSP contract at Patrick Air Force Base (PAFB), FL.
Responses to this announcement are needed to help inform acquisition planning and to identify capable sources.
To efficiently and effectively deliver the required supplies/services, it is anticipated that vendors will have the following:
1 – Experience in providing warehouse management of Government owned stock warehouse.
2 – Experience in stock acquisition to maintain approved depot stock levels, respond to requisitions for components on a routine or emergency basis.
3 – Experience in providing in-house and/or vendor repair of components, fabrication of components, onsite overhauls, and on-call engineering field support on both routine and emergency basis.
4 – Experience in conducting engineering investigations and perform and/or recommend modifications to overcome problems associated component obsolescence or to meet new requirements.
5 – Experience in relocating systems, design, manufacture, install and test subsystem upgrades.
6 – Experience in providing qualified/experienced operations and sustainment personnel with Secret and Top Secret clearance.
7 – Experience building, maintaining, and operating a web-based system/interface for the ordering and tracking of goods/services for multiple users; including the ability to output real-time financial data.
8 – Experience building, maintaining, and operating a financial reporting system for contract cost data that can accurately process, track, and invoice associated costs among multiple users and contract actions.
PURPOSE
This Sources Sought notice is seeking responses from all businesses: however, specifically those small businesses that intend to respond utilizing ASMPP or JV Programs that can provide the required supplies/services under the North American Industry Classification System (NAICS) Code 334511, size standard is 1250 employees and Product Service Code (PSC) 5840.
Conflict of interest rules apply and offerors will be required to submit mitigation plans following release of the RFP.
This synopsis is encouraging responses from qualified and capable Small Businesses. Firms responding to this Sources Sought must be U.S. owned and must (1) state whether they are a small or large business based on the size standard above; (2) state if they have socioeconomic classification(s) as follows: small disadvantaged business (SDB); Section 8(a) small business; woman-owned small business (WOSB);
economically-disadvantaged woman-owned small business (EDWOSB); a Historically Underutilized
Business (HUB) Zone small business; veteran-owned small business (VOSB) or service-disabled veteran-owned small business (SDVOSB. All Small Businesses that are in or are considering Joint Ventures or
Mentor Protégé Agreements are encouraged to respond to the source sought. Responses from other than small businesses will be reviewed.
Note: If the requirement is set aside for small business, the clause FAR 52.219-14, Limitations on
Subcontracting (DEVIATION 2019-O0003), will be included in the contract. The clause requires the following for contracts for Supplies:
(e) Agreement. By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for—
(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded;
The data obtained from this notice will assist the Government in understanding the capabilities available in providing logistics sustainment support for instrumentation tracking systems supported by the Instrumentation Range Support Program (IRSP).
TERMS OF THIS SOURCES SOUGHT:
1. The Government does not intend to award a contract on the basis of this Sources Sought or reimburse any costs associated with the preparation of responses.
2. This Sources Sought is issued solely for informational and planning purposes and does not constitute a solicitation.
3. All information received in response to this notice marked "Proprietary" will be handled accordingly.
4. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
5. Responses to this Sources Sought will assist 45 Space Wing in determining the potential level of interest, competition adequacy, and technical capabilities of industry respondents (specifically small businesses) to provide the required products and services.
6. 45 SW may also use this information to assist in developing any subsequent small business subcontract participation and small business goal percentages.
7. The Government may not respond to questions posed in Industry responses
8. The Government does not guarantee any action beyond this notice.
9. Please be advised that all submissions become Government property and will not be returned.
10. Responses that are incomplete and/or not submitted per the Response Submission Instructions will not be reviewed.
SCOPE OF ANTICIPATED EFFORT
Currently the program supports 27 agencies across the DoD, DoE, NASA, and six foreign governments.
The number of ranges and number of systems will fluctuate throughout the duration of this contract.
The proposed contract would be a re-competition of the IRSP II contract at Patrick Air Force Base (PAFB), FL. The contract will provide logistics sustainment support to instrumentation tracking systems (radar, telemetry ,optics, flight termination systems (FTS), global positioning system (GPS), and data acquisition systems) for 27 (currently) test ranges worldwide. Sources are required to provide management of government owned stock in their contractor furnished warehouse, stock acquisition to maintain approved depot stock level, respond to requisitions for components on a routine or emergency basis, provide in-house and/or vendor repair of components, fabrication of components, on-site overhauls, and on-call engineering field support on both a routine and emergency basis. Conduct engineering investigations; perform and/or recommend modifications to overcome problems associated with component obsolescence or to meet new mission requirements. Ability to relocate systems, design, manufacture, install and test subsystem upgrades is also required.
The Government anticipates this requirement will consist of a base 180 day transition-in period prior to full performance start date of 1 January 2021, and a seven year ordering period with a total contract ceiling between $500M -$1B.
REQUIREMENTS
This market research effort is aimed to obtain the information detailed below. The information will be instrumental in providing the background needed to refine requirements and form a successful acquisition strategy:
Section 1 - Cover Letter. The cover letter shall include the following:
1. Company information - Include company name, 2 points of contact and contact information (name, address, phone number, website URL, if available, email address, and fax number), Cage Code, DUNS
Number, and a short description of the company (history, experience in similar service activities/supplies, etc.).
2. Company business size with socioeconomic classification based on North American Industry
Classification (NAICS) Code 334511.
3. Teaming is encouraged to ensure an effective solution. Firms are encouraged to utilize teaming arrangements which will allow full capability to perform the entire scope of this effort. The respondent is encouraged to utilize small and disadvantaged businesses in its project team. Please provide similar identifying information for any team member firms being contemplated.
Section 2 – Capability Statement: Logistics Management and Sustainment Support Experience. More detail can be found in the draft IRSP III SOW.
1. Describe your firm's experience in logistics management, warehousing and stock control supporting radar tracking, telemetry, optical systems, FTS, GPS, data acquisition systems. Describe your experience in stock acquisition, requisitioning components on a routine or emergency basis, and the quantity of stock managed. Outline best practices. Provide the supported organization's name, contract number and the dollar value of the contract.
2. Describe your firm's experience in repairing associated electronic radar tracking, telemetry, optical systems, FTS, GPS, or data acquisition systems, fabrication of components, onsite overhauls, as well as on-call engineering field support.
3. Describe your firm’s experience in conducting engineering investigations and performing/recommending modifications to solve component obsolescence associated with radar tracking, telemetry, optical systems, FTS, GPS, or data acquisition systems.
4. Describe your firms experience in relocating radar tracking, telemetry, optical systems, FTS, GPS, data acquisition systems; designing, manufacturing, installing and testing subsystem upgrades or other like equipment.
5. Outline your firm’s organizational structure and ability to provide and manage qualified/experienced operations and sustainment personnel with Secret and Top Secret clearance. Identify your firm's facility clearance, if any.
6. Identify the largest radar tracking, telemetry, optical systems, FTS, GPS, data acquisition systems,) logistics management, warehousing and stock control and/or /component manufacture/repair, engineering and modification contract your firm has managed as a prime contractor. Please include the dollar value, scope and magnitude of effort. Identify your role in the contract (prime or sub) and any key partners during performance.
7. Identify your firm’s experience in building, maintaining, and operating a web-based system/interface for the ordering and tracking of goods/services for multiple users; including the ability to output real-time financial data.
8. Identify your firm’s experience building, maintaining, and operating a financial reporting system for contract cost data that can accurately process, track, and invoice associated costs among multiple users and contract actions.
9. Identify your intentions to team or subcontract – Areas to consider: Work and what percentage of work you are capable of in your own right and what percentage you are subcontracting. Specifically identify teaming arrangements e.g. Prime/Subcontractor Teaming, Joint Ventures and All Small Mentor
Protégé Relationships.
10. Demonstrate a Financial Capability – Areas to consider: Do you have the money to fund this contract? If not, then from whom will you get your credit line? Do you already have a credit line? Can you get one big enough to support this contract? Provide your creditors name and the amount you can cover. Consider the resources needed to manage yearly expenditures ranging from $71 Million to 142
Million, (total contract ceiling between $500M -$1B divided by 7 years) or one-time expenditures in excess of $10 Million.
Section 3 - SOW Review. Identify areas within the draft SOW that may be unclear or are hindrance to your firm responding to this Sources Sought. Consider and identify by SOW paragraph those areas you feel your firm can perform as a prime contractor, independently or through another business arrangement (joint venture, mentor-protégé, etc.) Additionally identify by SOW paragraph those areas you feel your firm can perform as a sub-contractor or supplier.
ATTENTION
Although this is a Sources Sought notice only, interested parties or potential contractors must be registered with the System for Award Management (SAM) to be eligible for contract award or payment if the Government chooses to make an award. • Electronic version of your response only in Microsoft Word 2016 compatible files.
