We will not only identify the item(s) posted, but also what has changed as applicable. Please note that all documents are to be considered draft until RFP release. May 31, 2019 - Acquisition Strategy: Our acquisition strategy has been established, but can be modified based on the responses to the requests for industry comment.
Based on market research, this acquisition is a full and open competitive source selection utilizing a tradeoff source selection process. The RFP will include 23 contract line items numbers (CLIN) which includes fifteen (15) Cost Reimbursement (CR), six (6) Firm Fixed price (FFP), and two (2) Not Separately Priced (NSP) CLINs. Many of the CR CLINs will be Government provided estimates (plugged numbers) simply requiring the application of indirect rates and a fee (if permitted). Several CLINs will be sample based problems requiring significantly detailed cost information to be provided. Cost realism will be performed. The FFP CLINs will be basic and not require significantly detailed information. An indirect rates listing and labor rates listing for all years of performance will be required and ultimately incorporated into the contract.
Within Sections L and M you will see several volumes listed. Within Volume 1, the three primary technical factors and the related subfactors are established and should be studied and considered in-depth. established for several Socio-Economic categories and will require careful consideration. Volume 3 includes a past performance factor and which will be evaluated. A chart has been incorporated explaining the evaluation requirements. Your attention to these requirements is of utmost importance. Volume 4, the price/cost area with factors is currently “reserved” and is taking shape; however, several of the sample based problems need further refinement. A government developed price/cost workbook with embedded formulas (MS EXCEL) is being developed and will be tied to the Total Evaluated Priced sheet. Additional space within the workbook will be permitted to allow offerors to provide price/cost support details. All offerors will be required to use the government developed workbook. The Volume 5 administration section has been established. Consideration was given to minimizing documents and precluding lengthy narratives but permit sufficient area to address needed material. We are looking to receive, clean, concise, and to the point proposal information.

December 21, 2018 - Sources Sought Request #2: This request is a continuation of the original sources sought dated 15 Oct 2018. Based on information presented during Instrumentation Radar Support Programing (IRSP) III Industry Day held on 18 Dec 2018, this Sources Sought is being conducted to specifically identify potential small businesses interested in proposing on this acquisition using teaming arrangements such as the “All Small Mentor-Protégé Program (ASMPP) and Joint Venture (JV) Programs.

October 19, 2018 – Request for Information #2: An RFI seeking past performance information will be issue to capture potential offerors past performance on a range of work elements, dollar values, and historical performance timeframes. The notice will require potential sources to respond with information instrumental in providing industry activity needed to refine requirements and form a more successful acquisition outcome.
October 15, 2018 – Sources Sought Request #1: This Sources Sought will be conducted to identify firms interested in providing logistics sustainment support for instrumentation tracking systems supported by the Instrumentation Radar Support Programing (IRSP). The notice will require potential sources to respond with business related information, capability statements identifying experience in a range of capabilities, and socio-economic information to support acquisition decisions.
October 5, 2018 – Notice of Government Action: Notification of upcoming sources sought and RFI posting for interest of all firms that can provide the required supplies/services under the North American Industry Classification System (NAICS) Code 334511, size standard is 1250 employees and Product Service Code (PSC) 5840.
June 21, 2018 – Request for Information #1: The 45th Space Wing/45 CONS is in the process of contracting with private industry to provide serviceable components and subsystems for Instrumentation Tracking Systems (ITS), world-wide for both foreign and domestic government agencies to include radars, telemetry, optical range mission systems, Flight Termination Systems (FTS), Data Acquisition Systems (DAS), and Global Positioning Systems (GPS) located on 26 ranges in the United States and six foreign countries (United Kingdom, Germany, Republic of Korea, Norway, Switzerland and Sweden). The contractor augments the maintenance capabilities of using agencies with one-of-a-kind parts and supplies, on-site overhauls and emergency technical support. Because it is an autonomous program offering serviceable components and supplies to users without any special adaptation or interface, there are no configuration control requirements. Additionally, this is a follow-on contract to services, which are currently being rendered.
