MISSION REQUIREMENTS
1.0 Patrick AIR FORCE BASE MISSION: 45th SPACE Wing (45SW) at Patrick Air force Base (AFB), Florida is one of six wings in the Air Force Space Command (AFSPC) delivering assured space launch, range, and combat capabilities for the nation.
1.1 Reserved
1.2 SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER) ROLE: The SABER program is a tool the 45th Civil Engineering Squadron utilizes to expedite design efforts and accomplish minor construction, maintenance and repair projects in support of the mission of 45th SW at Patrick Air Force Base (PAFB), Cape Canaveral AFS (CCAFS) and other Geographically Separated Units (GSU). Because of its vital role in mission accomplishment, the contractor shall produce high quality work in a timely manner. To ensure the success of its role, the contractor shall provide all personnel (managerial, administrative, technical, etc.), equipment, tools, materials, supervision, items, and services necessary to perform SABER requirements as defined in this Statement of Work (SOW), except as specified in Section IV, Government Responsibilities. Approximately 90% of the work will be on PAFB, Florida, with provisions to include approximately 10% of the work at CCAFS, and auxiliary sites in Florida.
1.3 PARTNERING: To successfully accomplish the mission, the Government and the Contractor will develop and maintain an open relationship. This open relationship and the recognition that each partner is an expert in their own right are the keys to a successful partnership. Based on the recognition that the contractor is an expert in accomplishing SABER requirements, the government encourages the contractor to propose any innovation that may lead to increased efficiencies and/or performance.
SECTION C-II
SPECIFIC REQUIREMENTS
2.0 SCOPE OF WORK: SABER is a broad range of non-complex minimum design efforts for minor construction, maintenance and repair projects on military real property at Patrick AFB and Cape Canaveral AFS and its GSU’s. The performance of SABER requirements shall meet the standards of Technical Exhibit 1, Technical Specifications. SABER consists of two major areas: SABER Project Estimating (SPE) and SABER Construction.
2.1. Deleted.
2.2 Construction Task Catalog (CTC): The CTC consists of the Pre-Priced, Alternate Priced (which includes Non-Priced Items and Alternate Priced Items), and Trades (labor) Books that incorporates line items to be used in the execution of work under this contract.
2.2.1 Pre-Priced Book (PPB): The PPB contains pricing information for the description of work to be accomplished in the unit of measure specified, referred to as the Construction Task Catalog published by the Gordian Group Inc located at The Gordian Group, 140 Bridges Rd, Suite E., Mauldin, South Carolina 29662., 1(877) 467-3426. It is numbered under the Construction Specification Institute's (CSI) MasterFormat. Division 1 through 44 shall be used by the Government and the Contractor to develop estimates and negotiate proposals (modifications/change orders included) for each task order. The Contractor shall update yearly the Government’s cost estimating database with the most current edition and also provide hard and soft copies of the CTC. Unit prices of Pre-Priced line items in the CTC may include material, labor and equipment costs.
2.2.2 Alternate Priced Book (APB): Includes Non-Priced Items and Alternate-Priced Items.
2.2.2.1 Non-priced Item (NPI’s): NPI’s are line items that are not listed or accurately described in the CTC. The contractor shall provide a minimum of three quotes of installed costs, to include freight and delivery. Quotes must be provided on company letterhead with a point of contact to verify the quoted price to keep as a matter of record. The Contractor shall certify that the three quotes submitted are the three lowest quotes obtained for the proposed project. The unit cost shall reflect the material, labor, and equipment cost separately for that item installed, inclusive of any freight or delivery charges to the construction site. The Contractor’s pricing coefficient bid for pre-priced items will be applied to non-priced items. NPI’s shall be so noted on each task order.
2.2.2.2 Alternate-priced items (API’s): Non-Priced Items (NPI’s) that have been evaluated, negotiated, and accepted by the Government, and incorporated by modification to the contract. The line item shall be then categorized as an API for task orders. The Contractor is responsible for updating and providing the most current API database to the Government.
2.2.3 Deleted.
2.2.4 The Contractor shall not use Davis-Bacon wage rates in combination with items in the CTC that are inclusive of material only unless otherwise approved by the Contracting Officer. The only exception is the labor costs associated with an NPI. If a CTC line item includes labor, the contractor is still responsible to pay the Davis Bacon wage rates. Differences between the CTC and Davis Bacon wage rates in regards to labor will be accounted for in the contractor’s co-efficient.
2.3 Deleted.
2.4 SABER WORK PROCESS:
2.4.1 Since the primary purpose of the SABER program is to expedite the contract award of Civil Engineering requirements, Contractor responsiveness under the terms of this contract is paramount. Once the Contractor is notified by the Contracting Officer or designated representative of a project requirement in the form of a “Task Order”, they are expected to expeditiously schedule a joint scope site visit within 3 days of the formal RFP.
2.4.2 The Contractor will receive from the Government a Statement of Objectives (SOO), to describe the scope in general terms. The Contractor may also be provided as-built drawings, CADD files (if available), list of users/technical points of contact, and a list of government-provided equipment and/or materials. It is the Contractor’s responsibility to verify that as-built drawings are current and accurate
2.4.3 All dimensions and elevations indicated on the as-built drawings shall be field verified by the Contractor. The Government does not guarantee the accuracy or adequacy of existing as-built drawings. It is the Contractor's responsibility to verify all existing site conditions prior to the issuance of each task order. All Contractor-observed discrepancies between drawings, specifications and existing conditions shall be referred to the Contracting Officer before affected work is performed. Failure to make such notification shall place responsibility upon the Contractor to carry out the work in a manner acceptable to the Contracting Officer at no additional cost to the Government.
2.4.4 Coordination: When differing site conditions occurs, it shall be brought to the attention of the Contracting Officer immediately for coordination. The Contractor will be held responsible for the relocation of any items without first obtaining approval of the Contracting Officer.
2.4.5. Upon establishment of the scope of the individual requirement, the Contractor shall then prepare their proposal for accomplishment of the project. The Contractor’s proposal shall include their detailed Contractor-developed statement of work, construction drawings, materials list and cost estimate, and submittal register as required to support their bid. A typical proposal shall be submitted in ten (10) but not longer than forty-five (45) working days (or as determined by the Contracting Officer) depending on magnitude and complexity of the job order. Minutes of the site visit, design meetings, associated notes, and a detailed Contractor-developed Statement of Work shall be prepared by the Contractor and attached to the proposal.
2.4.6 Performance Period: An allowable performance period will be based upon the total labor hours associated with the project by the CTC (using the critical path method priority assigned to the project and the amount of work already in progress). As a guideline, the Contractor will be expected to have sufficient crews on-site to support approximately ten (10) projects simultaneously.
2.4.7 Upon receipt of the Contractor's proposal, the Government will review for compliance, completeness, and reasonableness.
2.4.8 The Civil Engineering SABER Project Manager shall be responsible for establishing the value of the work to be performed on a unit price basis. The CTC shall be the basis for the contractor’s proposal.
2.4.9 The Contractor is responsible for obtaining all permits necessary for construction. The Contractor shall comply with guidance contained in the section 5 of this document. The latest editions, updates, revisions and supplements as they are published and become available shall apply and be maintained at the Contractor’s office location. If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply at all times. The Contractor is also responsible for insuring all Uniform Codes, Standards, and environmental regulations are adhered to. Any Code, Standard, or regulatory deficiencies will be corrected at the expense of the Contractor.
2.5 MINIMUM DESIGN: Minimum design is defined as “A design effort that is required to professionally accomplish each task order.” Generally, minimum design would be exceeded if a typical general construction contractor would need to hire additional expertise in order to accomplish the project or there is a specific cost associated with the “minimum design.” The CTC contains line items to cover additional design cost. Incidentals related to accomplishing the required minimal design product shall include efforts such as site visits, design meetings, detailed contractor-developed statement of work, contractor’s cost proposal, detailed contractor-developed drawings, Government-Contractor negotiations, final negotiated cost proposal, and any other efforts associated with developing and executing the scope.
2.5.1 The Contractor's cost proposal by task order shall include the following documentation (as the Contracting Officer determines appropriate): Basic layout and planning of the required work, fabrication and assembly of structural elements, form fit and attachment details for installation of materials and or equipment, production of Contractor-developed detailed drawings or single line working drawings with necessary details and calculations, catalog cuts, necessary calculations, and specs, have been provided or performed.
