RAEIS QUESTIONS FOR POSTING ON FBO

1. Who is the incumbent?

The incumbent contractor on the A-E contract FA2521-08-D-0001 (TESS) at CCAFS is J2 Engineering Inc. The corporate location for J2 Engineering Inc. is 6921 Pistol Range Rd Ste 101 Tampa FL 33635-9613 and the CEO, Jose Morales may be reached at the corporate number; (813)888-8861.

2. How do we see the current contract?

A Freedom of Information Act (FOIA) request was submitted in February 2012 requesting a copy of the current contract sections A-J. The released information may be found either by navigating on the Patrick Air Force Base web page at http://www.patrick.af.mil or go directly to http://www.foia.af.mil/reading/, then click on Frequently Requested FOIA Documents (upper center of page) then click on FOIA Reading Room (left side of page) then in the search box type *FA2521-08-D-0001* click enter and the document icon will appear and you may download the file. 3. What is the relationship between this contract and LISC? Will contractual ties such as associate contractor requirements or data sharing be required with the eventual LISC contractor?

There is no relationship or contractual tie between RAEIS and LISC and will be no associate contractor requirements or data sharing.

4. Will responses to questions (such as the ones below) be posted to FedBizOpps.gov or should we monitor another site?

Questions received relevant to this acquisition and responses will be posted on Federal Business Opportunities (https://www.fbo.gov/) under the Pre-Solicitation number FA2521-12-R-0041.

5. For the information entered in the SF330 forms, we assume that we may use 10 point Arial Narrow font as a legible font—is our assumption correct?

Arial Narrow 10 point font is acceptable.

6. For graphics displays, is it permissible to use 11 inch x 17 inch pages and have these counted as one page?

Use of 11 inch x 17 inch paper is acceptable and will be counted as one page.

7. We assume that the cover letter, cover, tabs (with titles only), divider sheets (with titles only), and Acronym List are not counted in the overall page count—is this correct?

Cover letter, cover, tabs, divider sheets and acronym list are not included in overall page count.

8. We assume that the SF330 Part II Forms are not counted against the overall page limitation of 100 pages—is this correct?

SF 330 Part II forms are not included in overall page limitation of 100 pages.

9. For the Projects provided to demonstrate Specialized Experience in Section F, we assume that 10 projects are required as specified on the SF330 form. (“Present as many projects as requested by the agency, or 10 projects, if not specified. Complete one Section F for each project.”) Is this correct?

A maximum of 10 projects is requested.

10. The PPQ Part 1 Forms (one for each of the 10 projects) are to be provided in the SF330—we assume that these Part 1 forms do not count in the overall page limitation of 100 pages. Is this correct?

The Past Performance Questionnaire Part I will not be included in the overall page limitation of 100 pages.

11. When are the PPQ Part 2 forms due back to the USAF Space Command 45th Space Wing from our customers? (We understand that the PPQ Part 1 forms will be included in the SF330 submittal.)

Past Performance Questionnaire Part I are due the same date and time of the SF330 submittal.

12. May we submit completed ACASS or CCASS Performance Evaluations in lieu of the PPQ Forms for projects which have existing past performance information?

Submission of completed ACASS or CCASS Performance Evaluations in lieu of the Past Performance Questionnaires is acceptable.

13. The sources-sought for this acquisition was limited to 8(a) concerns in SBA Region IV. Did the AF receive adequate responses (2 or more qualified bidders) to the sources sought so as NOT to change the regional restriction OR to restrict it further to Florida-based 8(a) SB concerns.

The Synopsis/Request for Qualifications number FA2521-12-R-0041 is currently on FBO and it states this is a competitive nationwide 8(a) set aside.

14. The Solicitation and SOW identify this as an IDIQ contract with “project requirements outlined in the individual task order descriptions…” What will be the basis of pricing for the individual task orders? That is, will the individual task orders be FFP, CP, CP+FF, CP+AF, Etc. or is this contract some sort of level-of-effort/manpower contract since you’ve identified that the “contractor will be required to have a full time core staff located on-site at CCAFS” (SOW Section 2.1.2)? Did we want to keep this in the SOW?

The individual task orders will be Firm Fixed Price.

Statement of Work Section 2.1.2 states; “Based on the workload (see 2.1.3) and meeting requirements, the A-E contractor will be required to have a full time core staff located on-site at CCAFS”. The government expects the staff to be commensurate with the workload to meet the requirements of on-going task orders.

15. Concerning projects submitted in Section F of SF330. We assume all projects must be 100% design complete. Please confirm that this is correct. If construction is also part of a project, what percent completion requirement, if any, must be met in order to use the project in Section F?

Consideration will be given to all projects submitted.

16. We note that the current contract expires September 30, 2012 and the plan is for a new contract to be effective March 1, 2013. It is also our understanding that the current contractor will continue execution of projects awarded prior to September 30 during the interim time period between contracts. What is the government’s plan for transition from the current contract to the new one?

The transition of the on-going construction inspection services will consist of transferring information and files associated with the construction projects.

17. CIMA is an 8A firm which is qualified to respond to the above referenced solicitation. When we make up the team to include, Mechanical, Structural and Electrical engineering and Landscape Architecture, do all the sub consultants also have to be 8A certified? Can the Prime (CIMA) be the required 8A firm?

Please refer to required FAR Clause 52.219-14 - Limitations on Subcontracting (b) (1) and (c) (1, 3, 4) which will appear in the solicitation and contract.

18. The existing 45SW PPQ Instructions (on Page 4) tell the reviewers to return pages 2-4 to the 45SW. However, it they do that, the 45SW will have no way of knowing which contractor the PPQ applies to and which Team it should be scored against—there is no place on pages 2, 3, or 4 where this information is given. Therefore, re respectfully request that you modify the PPQ Instructions on Page 4 to tell reviewers to return all four pages to the 45SW so that you will be able to immediately tell which Team the PPQ should be applied to.

The Past Performance Questionnaire (PPQ) has been revised and is posted to ensure submissions are clearly identified with prospective offerors information. The changes include respondent’s submission include ALL four (4) pages instead of pages 2-4. Please add Name of Contractor to last line on page 4. The instructions within the box on page 4 also reflect the change in submission of ALL four (4) pages.
