19. For the SF330 submittal, are the Teaming Agreements required to be included as Attachments to the SF330 package?

The Teaming Agreements are not required to be included as an attachment to the SF 330 package. Proposed team members and their roles should be addressed in Part I, Section C & D.

20. If the Teaming Agreements are required as part of the SF330, we assume that they are not counted against the overall page limit of 100 pages-is this correct?

Teaming Agreements are not required and would therefore not be counted in the overall 100 page limit.

21. Paragraph 2.5.3 of the Statement of Work requires "At a minimum the Project Management personnel (Project Director and/or Engineering Manager) and the Construction Manager shall have SECRET clearances" (underlining added).

This requirement appears restrictive as our planned personnel for these positions, while fully capable of performing, do not currently hold SECRET clearances. Please advise whether or not a company competing for this contract, in order to be responsive, must propose assigning personnel who hold current SECRET clearances.

Also, in a related vein, please advise if the government would possibly award to a company without cleared key personnel and provide interim clearances for those key positions while permanent clearances are being processed Companies submitting for this contract are not required to propose personnel with SECRET clearances, but SECRET clearances will be needed during the life of the contract to gain access to various secured facilities.

22. We have assembled a team of firms to join us in this response. Is it acceptable to submit project experience and past performance information from the team member firms as long as the total number of projects does not exceed ten?

It is acceptable to submit project experience and past performance information from the team member firms as long as the total number of projects does not exceed ten.

23. Regarding the Past Performance Questionnaire, is this form to be used only by the Prime, or should/could we have our Team members also fill out a Past Performance Questionnaire as long as it doesn’t exceed the maximum of ten (10)?

The maximum of ten (10) Past Performance Questionnaires will only apply to the Prime; this does not include submission of Past Performance Questionnaires for teaming partners or subcontractors.

24. Can you please confirm if this a Pre-solicitation or a Solicitation?

This synopsis/request for qualifications (Pre-Solicitation) was posted on FBO on 17 September 2012 in accordance with FAR 5.203 (d).

25. Do you anticipate issuing any amendments or clarifications prior to October 15?

No amendments are anticipated. Questions received prior to 17 October 2012 will be answered and posted on FBO.
