RFP Question and Answer 1

Q1. On page No. 1 item No. 10 of the solicitation it states: “THIS ACQUSITION IS BEING ISSUED AS AN 8(a) SMALL BUSINESS SET-ASIDE WITHIN THE GEOGRAPHICAL AREA SERVICED BY SBA SOUTH FLORIDA DISTRICT OFFICE, AND OTHER 8(a) CONTRACUTION FIRMS WITH A BONAFIDE PLACE OF BUSINESS WITHIN THE GEOGRAPHICAL COMPETITIVE AREA, AND ASSIGNED NAICS CODE. Does this mean that an 8(a) firm through another district office can be eligible for this contract as long as they have a bonafide place of business within the geographical competitive area (Florida)?

A1. No. The geographical competitive area is identified as the SOUTH FLORIDA DISTRICT OFFICE. This means that an 8(a) firm through another district office can be eligible for this contract as long as they have a bona fide place of business within the SOUTH FLORIDA DISTRICT OFFICE.

Q2. On page No 11 item B-4 states “The offeror and all subcontractors shall be licensed by the State of Florida in all areas applicable to this contract/task order.” Does this mean that the bidder for this solicitation shall be State of Florida Certified General Contractor even though this is Federal work?

A2. Yes. The Offeror shall be a State of Florida Certified General Contractor;

Q3. Page 48 of 59. Under Volume I – Administrative paragraph b. refers to completion of SF33. Should the reference be to the SF1442? If not, please provide a copy of the required SF33.

A3. Yes. Page 48 of 49 should read SF1442 not SF33. An amendment will be made next week.

Q4. In the opening paragraph of the SOW it says the pricing is based on “Prices from a 2012 Construction Task Catalog (CTC).” How can I get a look at the CTC and can you tell me about the progen software and how it integrates with the CTC?

A4. The Construction Task Catalog (CTC) is included in the solicitation as Attachment #3. Users can register and gain access to the Free eGordian® website (http://www.egordian.com/Register.aspx) to understand the software. Note: The line item pricing included in the free eGordian website is made up of a general estimating guide and does not represent the line item prices included in attachment #3 of the solicitation.

Q5. Does the CTC go up on a yearly basis? If not how does the contractor adjust for inflation in years two and three?

A5. Refer to page 16 paragraph 3.3.1.2 of the SOW (Attachment #1) of the solicitation, which indicates that the CTC will be updated annually.

Q6. Would it be possible to send us a sample task priced with the Progen software?

A6. Refer to A4 for familiarization of the Progen Software.
