Response to questions (22 June 2012)

Text of this file

Question 1: Under the balanced paragraph on page 57 of 59, what do you mean by "explanatory notes regarding any fluctuations..."? Are you referring to fluctuations in coefficients between locations/sites? Years? Both? Also how much detail are you expecting to see? I assume a bit more than top level, but enough to explain the deviation.

Answer 1: Yes, the explanatory notes should address fluctuations in coefficients between CLINs which could be viewed as unbalanced (i.e. locations/sites, secure/non-secure areas, standard/non-standard hours). Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques. When necessary, the notes should include enough detail to allow the evaluator to understand any fluctuations in the proposed coefficients which could be determined unbalanced.

Questions 2: Regarding past performance, as a general rule, a company that has little past performance but teams with a company with past performance, that "teamed" company's past performance is considered as a part of the proposal of the lead offeror. And if there is no relevant past performance to evaluate then a neutral rating would be assessed but would be rated less than a company that had favorable past performance but better than a company that has poor past performance? I think this is right but before I venture this advice to a company I want to make sure I have it right.

Answer 2: In accordance with Section L-2, Volume III, paragraph a., “PAST PERFORMANCE WILL BE EVALUATED ON THE PRIMARY OFFEROR ONLY.” If an offeror does not have any relevant past performance than they will be assigned an Unknown Confidence rating in accordance with Table 2 in Section M of the RFP.
