About this file

This is a Request for Information (RFI) Question Response document addressing clarifications on contract requirements for a technical support services opportunity.

The responses clarify staffing and certification requirements, confirming that at least one on-site technician must hold a DSS-awarded Secret clearance at contract start, with no distinction between prime or subcontracted employees. All on-site technicians must maintain current AMAG and QVMS certifications for installed versions; the two-hour response time requirement applies exclusively to catastrophic failures and includes nights and weekend availability. Site Support Agreements (SSAs) are confirmed as current and must be included in the fixed-price proposal at annual cost. The document further clarifies proposal submission parameters: offerors may submit unlimited past performance examples for evaluation Factor 2, past performance citations do not count against the 10-page limit for Part II, cover letters are excluded from page limitations, and contractors may structure the two-part proposal (price and technical) as either separate volumes or combined in one volume at their discretion.

RFI Question Response

PWS section 3.2 requires the Contractor to have at least one employee with a DSS-awarded Secret clearance at contract start. May that person be an employee of the named performing subcontractor, with the relationship and responsibilities fully documented, or must the person be employed directly by the prime? Please confirm any separate prime facility-clearance requirement and required evidence or timing rather than our inferring one. The employee holding the clearence must be one of the on site technicians. Whether this is a prime or subcontracted employee is irrelevant.

Please also confirm that the named performing technicians must hold both AMAG and QVMS certifications for the installed versions and support the two-hour on-site response, including nights and weekends.

The technicians must hold current AMAG/QVMS certifications. The two hour response time is exclusively for catastrophic failures, but yes this includes nights and weekends.

3 Are all Site Support Agreements (SSA) current? Yes 4 If so, should the contractor include the annual cost in this FFP? Yes

Is there a limit to the number of past performance examples that the offeror can submit for Factor 2? No

6 Do past performance citations count against the 10-page limit for Part II? No 7 Does the cover letter count against the page limit? No

Should the 2-part proposal (price and technical) be two separate volumes or 2 parts in one volume? Contractor's discretion
