About this file

This is a Questions and Answers document for an Air Force plant maintenance services contract.

The requirement involves ongoing interior plantscaping maintenance services at an Air Force facility in Building 1, with a performance start date of June 1, 2026. This is a re-compete of prior contract FA251725P0023, valued at $77,940.00, with the scope remaining unchanged from the previous contract. The contractor will maintain the same facility and same plants across multiple service areas, including the 3rd Floor West, 1st Floor West Atrium, 1st Floor South Atrium, 1st Floor North Atrium, 1st Floor East Atrium, and 1st Floor Chaplain Office. Weekly maintenance tasks include watering, pruning, and general plant care to maintain the building's professional appearance. Replacement of dead or unhealthy plants will be removed by the contractor, with replacement plants to be purchased separately through the Government Purchase Card (GPC) when needed. All plants are currently in good condition and actively receiving maintenance service from the incumbent contractor. A Certified Professional Horticulturalist certification requirement that appeared in the RFQ was removed during the solicitation process. The document includes photographs of all service areas showing various sized interior plants, trees, and landscaped atrium spaces throughout Building 1.

Questions and Answers

1. Is this a new requirement, or is there an incumbent contractor currently or previously performing these services? If there is an incumbent, has the scope changed in any material way from the prior contract? Further, if an award was previously made for this requirement, would you please provide the prior contract or award number and the total contract value?

RESPONSE: This is not a new requirement and there was an incumbent previously performing services. The scope has not changed. The prior contract number is FA251725P0023 and the value is $77,940.00.

2. The PWS states that weekly maintenance tasks include replacement of expired or unhealthy plants to maintain the building’s professional appearance. Is replacement of expired or unhealthy plants expected to be included in the monthly firm-fixed-price amount, or will replacement plants be separately approved and priced? If included in the monthly price, are historical replacement quantities, replacement size/species standards, or approval procedures available for pricing purposes?

RESPONSE: Replacement Plants will be removed, and they will be purchased separately via GPC when they die.

3. Please confirm the intended base period start date and end date for pricing and performance purposes. The solicitation narrative references an anticipated performance start date of June 1, 2026; should offerors use that date when preparing the base-year pricing?

RESPONSE: Yes.

4. Is the scope the same as the last RFQ? We did a tour last time and have a good idea of the time that will go into looking after the plants, if the scope is the same. I just want to confirm that the RFQ covers the same plants.

RESPONSE: Yes, same facility and same plants.

5. Are these plants currently receiving maintenance service? We have taken over many accounts in Colorado Springs recently because of a vendor going out of business. Are the plants in question currently under maintenance care?

RESPONSE: Yes, there is a contractor currently performing services while the requirement is being solicited.

6. This RFQ is different in that it requires a Certified Professional Horticulturalist certification. This certification applies to exterior landscaping and is geared toward outdoor landscape horticulture, nursery production, turf, irrigation, arboriculture, and broader landscape management - not interior plant care. I would be surprised if you found an interior plantscaping company that holds this certification. Could provide some clarification about this? I'm wondering if it might have accidentally been copied from an exterior landscaping template. Would equivalent experience in interior plantscaping be acceptable? We have our horticultural employees do ongoing training (monthly) through National Interiorscape Network -although there is no formal certification. We are certified through the State of Colorado as Commercial Pesticide Applicators.

RESPONSE: The CPH requirement has been removed.

7. The approximate size or pot size of each plant/tree

RESPONSE: Please see pictures below.

8. The current condition/vitality of the plants and trees

RESPONSE: Everything is in good condition according to the current contractor.

9. Photos of the plants and the service areas inside Building 1

RESPONSE: Please see Photos below.
