EVALUATION
A. The Government intends to award a FFP contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose lowest priced quote conforms to the solicitation and is determined to be technically acceptable. Quotes that receive an unacceptable rating for technical acceptability will not be considered for award.
Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.
B. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
C. Compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors:
• Factor 1: Technical Acceptability:
Subfactor 1.1 – Key Personnel Qualifications: To be rated “Acceptable”, offerors shall provide a statement confirming their commitment to ensuring that all personnel assigned to this contract meet the qualification requirements detailed in paragraph 2.1 and 2.2, of the PWS. This statement should describe the offeror’s plan for:
- Verifying initial qualifications and certifications.
- Tracking certification expiration dates.
- Ensuring timely renewal of certifications.
- Maintaining documentation of employee qualifications and certification
- The following table shall be used for evaluation of subfactors listed above:
Adjectival Rating Description Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
• Factor 2: Price:
- Offerors shall complete the Attachment 3 CLIN Sheet in its entirety. The pricing sheet displays a detailed breakdown of the CLIN structure.
- The quoted price for the base period, option periods and six-month extension period will be used to determine whether the Total Evaluated Price (TEP) is fair and reasonable IAW FAR 13.106-3. Pricing for technically unacceptable quotes will not be evaluated. IAW FAR 52.217-8, pricing for the six-month extension period shall use option year four (4) pricing as a placeholder, however, should FAR 52.217-8 be enacted at an earlier period, both the executed and funded amount shall reflect the most recent year pricing.
AWARD PROCESS
1) The Government will first review all quotes for compliance then order them from Lowest TEP to Highest TEP. All compliant proposals will then be evaluated for Factor 1, Technical Acceptability, on an acceptable/unacceptable basis. Evaluation will proceed in order of price, starting with the lowest-priced quote. If the lowest priced quote is deemed technically acceptable, it will be retained for consideration. If it is deemed technically unacceptable, no further consideration will be given to that offeror, and the next lowest priced quote will be evaluated. The process will continue until the government identifies 3 technically acceptable quotes. Quotes that are technically unacceptable are ineligible for award.
2) Once three technically acceptable quotes have been identified, the Government will evaluate for Factor 2, Price, IAW FAR 13.106. The quotes TEP will also be evaluated to ensure balanced pricing IAW FAR 15.404-1(g).
If the quote is determined to be unbalanced, it will be ineligible for award. If the price is determined to be both fair and reasonable as well as balanced, the award will be made to that Offeror without further consideration to any other Offerors.
3) Provision at FAR 52.212-2, Evaluation-Commercial Items (Nov 2021) is NOT used in this solicitation as the evaluation procedures are outlined in this document.
4) The Offeror shall complete FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (May 2024).
