PETERSON SFB OSP PHASE III Q&A
1. Is an on-base laydown yard available for the duration of the project? Yes. If so, is it fenced? Yes. What are the procedures for requesting it’s use? 21CS/SCXP will coordinate access on the first day the contractor is on site.
2. Can you provide Geotech reports for the route of the direct bury areas? No. 21CS can provide the route between each manhole.
3. Do existing MH’s have cable/enclosure racks? Yes.
4. Does the open trench section between bore and vault need to be encased/protected?
No.
5. Contractor assumes exiting conduits are operational and clear of debris. If not the case, can contractor provide a field modification to clear pathway for new Fiber Optic cable? If the contractor finds a blocked conduit, this will be coordinated through Contracting Officer and 21CS/SCXP to provide a consolidated modification to the contract for corrective action.
6. The Provision and Clauses document cannot be opened. Can you please resend is a different format? See updated Attachment.
7. Is bulk non potable water available on base to support the Vac Truck, Directional Bore, and dust suppression? 21CS has in past OSP contract coordinated with Fire Department to use a fire hydrant. The contractor will have to meet 21CES requirements for use of fire hydrants.
8. How many Maintenance Holes (MH) are secured and require base coordination for access for both CLIN 1 and CLIN 2. Contractor would need to know MHs by number. Is the Government able to provide this information post award. PWS pages 19 – 22 provides manhole numbers for each.
9. How many days’ notice will the Government need prior to the Contractor needing access to any secured MHs. 5 Day notice. This can be coordinated during weekly status updates to the project with 21CS team.
10. Will any buildings require special access. No. 21CS will provide escorts into B1056, B1 and B1038.
11. Will the Government provide a laydown yard for all materials and equipment. Same answer as #1.
12. Is Peterson subject to frequent blackout periods (similar to Schreiver and other Space Force bases), and if so, how long are they and how much notice is typically given?
Contractor who wrote this question, please clarify what you mean as a Blackout Periods?

13. Is a site survey to be included, or is this (and further site provided data) expected to be sufficient for site preparation and site work? At this time a site visit is not included before quote submission. However, upon contract award the contractor will meet with the Requirement owner (21CS/SCXP) and set up an initial site survey.
14. Legends on sketches are garbled, appears from conversion. Can the government provide updated sketches? Yes, I will attach new sketches along with this document.
15. PWS indicates a direct bore into ITB 1038, TR 35. Can the government provide some additional detail regarding the layout of ITB 1038 to be able to determine the internal physical location of TR 35 (ie., floor plan)? 21CS will schedule a walk thru on day one for ITB 1038, Comm Rm 35 and MH 1038A.
16. What is the distance from the point the FOC enters Bldg ITB-1to where it will be terminated? NEC requires any OSP cables entering a building to be spliced/transitioned into an indoor rated cable within 50’ of building entry. If the distance is longer than 50’, then an indoor/outdoor rated cable can be used. 2.2.2.2 Fiber Optic Cable Installation states “The intent is to install the cable in one continuous length, to the extend that it is practical.”
17. What is the distance from the point the FOC enters Bldg ITB-1056 to where it will be terminated? NEC requires any OSP cables entering a building to be spliced/transitioned into an indoor rated cable within 50’ of building entry. If the distance is longer than 50’, then an indoor/outdoor rated cable can be used. 2.2.2.2 Fiber Optic Cable Installation states “The intent is to install the cable in one continuous length, to the extent that it is practical.”
18. Will there be an opportunity to do a job/site walk to see site conditions and get accurate measurements? Yes. Once contractor has signed the contract, 21CS/SCXP will set up a initial phone call to set up a site visit with contractor team.
16. PWS Section 2.2.2.1.5. Which diameter of EMT will be used in the building? Through how many interior walls will the EMT need to pass? 1 ¼ inch EMT in the building and 3 walls will be penetrated inside bldg. 893.
17. PWS Section 2.2.2.11.7. Is warning tape required for the directional bore sections?
See PWS 2.2.2.11.7.
18. PWS Section 2.1.5 Permits Are there any environmental or tribal permits required that would exceed the 14-calendar day submission timeline, which would cause extended delays in construction. AF Form 103 will be submitted by the contractor to 21CES 103 help
3 | P a g e desk to be routed through Environmental section, who will determine if a AF Form 813 will be required for an environmental study for the bore sites on the PWS.
19. PWS Section 2.2.2.1.1 New Maintenance Hole (MH) PWS requires the Contractor to install all new MHs with an interior dimension of (4’W x 4’L x 6’H). Is the Contractor able to use a 4’W x 4’L x 4’H in lieu. No. PWS clearly states the dimensions of new manhole.
20. PWS Project Drawing PWS requires the Contractor to place duct between MH 702 and MH 65. Previous construction covered this installation. Is this still a valid requirement.
Yes.
21. PWS Section 2.2.10.3 Geospatial Deliverables PWS requires the Contractor to provide “Geospatial Deliverables”. Previous construction projects only Latitude and Longitude coordinates have been provided. Is this acceptable by the Government? Yes.
22. PWS Section 2.2.2.1.5 Can the government provide floor plan for ITB 893 to determine the difficulty and pathway for the 200' of EMT conduit from building entry to TR? 21CS/SCXP does not have a floor plan for B893. 21CS/SCXP will conduct a site walk thru on the contractors first day on Peterson SFB to go above ceiling tiles to for best possible route down the hallway.
23. PWS Section 2.2.6 Para states "if required", can the government say if a SWPPP will be required for this project so that we can budget properly? PWS 2.2.6 clearly states the contractors responsibility in sentence 2.
24. PWS Section 2.2.1.7 Do the LC terminations need to be UPC or APC? APC.
25. PWS Section 2.2.1.11.6 Para states tracer wire will be installed but the Government has requested "detectable Maxcell". Is tracer wire to be installed or does the detectable Maxcell suffice? The Detectable Maxcell is sufficient.
26. PWS Section 2.1.2.3 References existing locking MH covers. Does the government want the vendor to provide a new locking cover for the new 4'x4'x6' MH? if so, what type of locking cover? (ie., stainless steel drop in pan) 2.2.2.3 states “The contractor will co-ordinate with the 21 CS/SCXP to ensure that any locking manhole covers are put back in place at the end of each workday.”
