PRE-AWARD RFI

PROJECT: OSP FOC UPGRADE CMSFS

PROJECT NUMBER: FA2517-24-Q-0059

CONTRACTOR RFI GOVERNMENT RESPONSE

1. Do the existing panels have splice trays?

No, contractor shall install fiber optic distribution panels based on the SOO requirement and use existing legacy patch panel were provided (3101).

2. Can we use anaerobic connectors or pigtails on the patch panel?

We prefer LC connectors. SC can be used in legacy patch panels. Any new patch panels will need to be LC.

3. What are the working hours? 7am to 2pm (5 days/week). B2000 and B3000 are 24/7. Let us know ahead of time to coordinate after hours.

4. Are the hours expandable as needed? The system owners leave at 2pm. We can adjust if needed and move manning where needed, let us know ahead of time and provide us with a work schedule.

5. Who would be on site? A safety watch will remove the locks and alarms on the bellows. I recommend doing this work during the 7am to 2pm time for full support.

After hours support will be limited.

6. Do the bellows need to be vented? They are all properly vented and have A/C.

7. Are the bellows covered under fire protection?

Yes, they are all covered.

8. What is the access between the comm rooms?

They are connected by the bellows and the wall.

There is a work order in place with CE if access through a wall is necessary.

9. Are there any other concerns with working inside the bellows?

They are a confined space. CMSFS will require proof of confined space training for each person acting as entrant, attendant, or supervisor. There is also potential lead which we have reports that can be shared with the awarded contractor.

10. For the 4’ conduits, do you require innerducts for future expansion?

It depends, if you use a multi-cell in flex then no but if you plan to use an easily cut rubber then yes.

11. Will storage be provided on site? Yes, we can provide storage. Space is limited in the Mountain. some items may need to be stored outside the facility in B308.

12. Would the supplies we ship be staged close to the worksite?

Supplies would be staged inside the Mountain;

however, space will be limited.

13. Can we ship to the site? Yes, we can coordinate to accept and inspect on-site. Ship the equipment to our warehouse where we process all shipments. 1 NORAD Road Bldg.

14. Is there a method of transporting the cable reels to other floors?

The freight elevator is currently inoperable and will not be repaired within the period of performance of this requirement. The reels will need to be transported by hand through the stairwell. Reels of the fiber cable can be stored in the tunnel and carried.

15. How would we be able to apply for Secret Clearance?

We required that the individual has a SECRET clearance already.

16. Can a Prime contractor use its subcontractor security clearance for security requirements?

Yes, CMSFS required a minimum of a SECRET clearance to perform work in the controlled area.

17. Is the process of establishing subcontractors to attend site visits a firm and only date that is available?

Work with the 21st CS POC to get a site visit date.

18. Can a quote to the Solicitation still be submitted if date is past the noted site visit date?

Attending the site visit is not mandatory. All quotes are due June 17th at 10:00am MDT.

19. Is there a plenum duct (fire-proof) required since all of the work is inside?

Standard Micro Duct or Plenum Rated?

Yes, Plenum duct and cable is required inside

CMSFS.

20. Is there a requirement for J-boxes at turn locations?

Yes, this will allow us that add to the infrastructure and grow the network of multi cell.

21. Will all pulls be done through existing conduit or will new pipe be required?

Same question for the riser pipe as well.

New pipes, we should like blown fiber for new cable installs.

22. Can a Prime contractor use its subcontractor security clearance for security requirements?

Yes, CMSFS required a minimum of a SECRET clearance for each individual.

23. We would like to know how we will be checking in tools to the facility and getting them into the Mountain for use?

You can hand carry in tools, but we will put it in an equipment authorization list for you to carry them in. All equipment is subject to inspection.

24. Are some drawings available at this time?

Most drawings are marked Controlled Unclassified Information (CUI), we cannot share it with outside agency. We will provide detail drawings to the winning vendor.

25. Can you send a soft copy of the drawings for the three floors?
