SUBJECT: Substation Site Visit Meeting Minutes
1. This meeting was held by the 21st Civil Engineering Squadron (21 CES) and the 21st Contracting Squadron (21CONS) along with vendors from industry. The purpose of the meeting was to allow industry the opportunity to view the substations and ask questions. The following individuals were in attendance:

2. The meeting began shortly after 0900. The meeting began with a walk to the substations. The substations are accessible by a staircase and sidewalk as well as an access road for equipment.
The access road does require additional coordination with security, but boom trucks and JLG lifts are able to access and operate in the provided space. When facing the substation from the West (mountain to the rear) B bus is located on the left and A is on the right. Within the breaker room, only breaker “7a” is an Eaton manufactured retrofit. All other breakers were manufactured by General Electric.
3. Several questions were asked at the site visit and were able to be answered by the high voltage tema on site. This is what was asked and answered at the visit:
Q1: Who provides switching?
A1: All switching is coordinated with Colorado Springs Utilities.
Q2: Who is reqponsible for final testing?
A2: The contractor is.
Q3: Are there a lot of emergency calls?
A3: Historically, there has only been a small handful of them, the last of which occurred roughly one year ago.
Q4: What type of switching is used?
A4: Remote switching.
4. Vendors in attendance were reminded additional questions were due 10 July at 1000 Mountain Time.
5. The site visit concluded around 0940.
