REAL PROPERTY SUPPORT SERVICES

QUESTIONS AND ANSWERS

Q1. Will the Government consider extending the quote due date to January 11, 2023? This would give Offerors ample time to respond the requirements, including any amendments, and be in alignment with guidance in the FAR.

A1. Expected performance start date is 1 Feb 2023, extending the proposal due date does not provide adequate time for the awardee to be able to obtain proper base and other access to be able to start full performance on 1 Feb 23. The Government will not be extending the deadline for submission of quotes.

Q2. Please clarify how quotes will be reviewed/evaluated. Page 5 of 9 of Amendment #1 (Solicitation Synopsis) indicates that all quotes will be reviewed to determine responsiveness, however page 6 of 9 indicates that only the lowest price offer that technically acceptable will be evaluated. What is the difference between the review of quotes and the evaluation of quotes?

A2. All quotes will be reviewed IAW FAR 13.106-2(b)(4)(i). Preliminary consideration for responsiveness (i.e. whether the quote is able to be evaluated, if all solicitation requirements have been met) will be accomplished first. The lowest priced of the responsive quotes received will then be evaluated for technical acceptability.

Q3. The solicitation indicates the place of performance to be Building 1324 Peterson Space Force Base, CO 80814. Additionally, the PWS section 12. HOURS OF OPERATION indicates the proposed staff will be required to perform onsite 100% on Government Furnished Equipment. Please confirm all work will be performed onsite and clarify if any remote work is anticipated to be authorized or required.

A3. Based on the requirements of the PWS, this requires hands-on/visual validation of many of the real property actions. Remote work, e.g. Telework will not meet the requirements of the PWS

Q4. The PWS indicates in section 12.4 SERVICE UNDER CRISIS that the contracting officer may negotiate any price change resulting from a crisis and such negotiation will be in accordance with FAR clauses for “Change”. Please identify the relevant clauses.

A4. FAR 52.212-4(c) Contract Terms and Conditions- Commercial Products and Commercial Services applies to this procurement.

Q5. The PWS indicated in section 13. SECURITY REQUIREMENTS that proposed staff will be required to obtain a Common Access Card (CAC). Please clarify what level of public trust clearance will be required for staff.

A5. The contractor will not be working in any classified systems, therefore a Tier 1/NACI clearance is adequate for this requirement. Contractor personnel will need obtain a CaC card so they can work on a Government NIPR computer and access/work on/update real property files. Q6. Page 7 of 9 of Amendment #1, Technical Sub-Factor 3 indicates that Professional Compensation Plan showing unrealistically low or high professional employee compensation may be rated unacceptable. Please clarify what basis will be used for this determination and will this determination be performed during the quote review phase or the quote evaluation phase.

A6. (a) Comparison of proposed plan with sites which may include, but are not limited to, Bureau of Labor Statistics (BLS.gov), Economic Research Institute (erieri.com) (b) The Professional Compensation Plan will be evaluated as part of the technical evaluation.

Q7. Combo- Section VIII, Pg. 2, Electronic invoicing. The WAWF system will be used as the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. Please confirm if there are any specific system requirements to interact with WAWF.

Q8. Combo- Section IX, Par. F., Pg. 2, Offeror shall submit a quotation that addresses the required items from Factors 1 and 2, detailed in FAR 52.212-2 below. Quotations shall be submitted via email to both points of contact listed in paragraph xvi. Hard copies of quotations will not be accepted. Soft Copy file formats are limited to Microsoft Excel, PDF, or Microsoft Word. The Government reserves the right to obtain information relative to present and past performance on its own. Please confirm if there is a specific version of Microsoft Excel, PDF, or Microsoft Word required.

A8. Office 2013 and newer are acceptable formats. Active versions of adobe PDF files are acceptable.

Q9. Combo- Section IX, Par. g., Pg. 3, All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer. Please submit all questions in writing via e-mail to the Contracting Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. Please confirm if additional questions to those provided by December 19 will be allowed.

A9. There is no guarantee that additional questions will be entertained beyond the initial deadline for submission of questions due to proposal due dates.

Q10. Combo- Section X, Par. l.1, Pg. 3, Technical Sub-Factor 3: Professional compensation plan: Offerors shall provide a professional compensation plan (see Addendum C) for the acquisition IAW FAR subpart 22.11 and provision 52.222-46. This provision requires that offerors submit for evaluation a total compensation plan setting forth proposed salaries and fringe benefits for professional employees working on the contract. Supporting information will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure. The professional compensation plan shall be incorporated into the resultant contract and offer shall, at a minimum, provide this compensation to their employees for the duration of the contract. Please confirm if Addendum C should be submitted as an attachment or as part of the 2 page limit for Technical Subfactor 3.

A10. 2 pages for technical sub-factor 3. Addendum C, Professional Compensation Plan will not count towards this page count and may be submitted as either an attachment or as part of one comprehensive document. This has been updated in Amendment 2.

Q11. Combo- Section XIV, Par. b., Pg. 7, Clause FAR 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000), the Government may extend the term of this contract by written notice to the Contractor within 15 days of expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years. Please confirm if these are calendar or business days.

A11. Per FAR Part 2, Day means, unless otherwise specified, a calendar day.

Q12. General - Is there a requirement to hold a facility clearance or to work with sensitive government information? Are there any requirements for contractor staff to hold security clearances above public trust? The PWS only states to comply with SFB security requirements.

A12. There is no requirement for the contractor to hold a facility clearance as there will be no work performed at the contractor site. Staff is not required to work with any information above Controlled Unclassified Information (CUI). If entry into an area that requires security clearance above Tier 1/NACI clearance, Contractor personnel will be escorted into the facility by Government personnel.

Q13. PWS- Section 3, Par 3.1, Pg. 2, The Government anticipates the need for approximately 4464 work hours per year. Workload will consist of processing and coordinating the following packages: legal instrument templates (50 each), AF Form 123 (75 each), DD Form 1354 (500 each), AF Form 300 (20 each), Existence and Completion facility site visits ACES-RP record annotation/corrections and GeoBase ArcMap hardcopy annotations/ corrections (3,000 each), Physical Inventory facility site visits ACES-RP work with facility managers, annotate space changes, customer changes, new or modified real property corrections/updates, Inventory Form and Picture Packages (600 each), Host Tenant Support Agreement (HTSA) reviews and language incorporation (80 each). Please confirm the estimated workload is for one year.

A13. This is the approx. workload per year. There is fluctuation throughout the year where workload may increase or decrease.

Q14. PWS- Section 4, Par 4.2, Pg. 3, The contractor’s workload will vary each month but will be expected to complete an average of 5-10 real property actions per month. Coordinate with other governmental personnel, as necessary, to define real property requirements, ensure compliance with Federal, State, local and Air Force regulations. Could you please clarify Section 3, Par. 3.1 workload information vs. an average of 5-10 real estate actions per month? Is the workload seasonal where spikes are predicted at certain times (i.e., end of fiscal year)? Are projects assigned electronically, perhaps using a workflow management system? How is work submitted, assigned, and tracked?

A14. Real estate transactions (In-grants/out-grants) can vary based upon timing and influx from USSF standup. Dec thru mid-May, the Existence and Completeness inspections will be the primary focus as PSFB prepares for FIAR audit. Then the associated Form 123’s and 1354’s for correction of data. PWS para 4.2 in Amendment 2 reflects updated data. Regarding how projects are assigned, the Government will either verbally or via email assign tasks/workload and the contractor then tracks those assignments IAW the PWS and monthly deliverables. No specific workflow management system is currently used.

Q15. PWS- Section 5, Pg. 4, The contractor shall submit a Project Status Report (PSR) which will include a running list of all projects programmed and prepared for acquisition. Report shall include the date project was assigned and completed, or the estimated completion date for ongoing projects. Reports shall be delivered to 21 CES COR on the first business day of the month. Contractor format is acceptable as long as it contains all required information. Paragraph states PSR should “include a running list of all projects programmed and prepared for acquisition” will need to be listed. Please clarify what else will be expected in PSR. Is there a standard Project Management tracking system?

A15. There is no specific Project Management tracking system. PWS section 5, pg 4 has been updated in Amendment 2.

Q16. PWS- Section 14, Par. 14.3, Pg. 6, ACES-RP and NexGen IT. The contractor shall submit certificates of completion for ACES-RP and NexGen IT to the COR and to the CO, within 30 calendar days after contract start date. All new employees who begin performance under this contract during the contract period of performance must submit certificates of completion within 30 calendar days of performance start date. ACES-RP and NexGen IT training is available at the following website (note requires CAC and AFNET access): https://cs2.eis.af.mil/sites/10041/CEPlaybooks/Pages/default.aspx. This paragraph states CAC and AFNET access are required but training needs to be completed within 30 days from contract start date. Please confirm that CAC and all other security processes will be completed to allow enough time for training completion in the required time.

A16. Typically, interim CACs can be received for the purpose of taking the required training to obtain a full access CAC within a few days. Once training is completed, a full access CAC can be obtained. If there are any security processes that delay access and are no fault of the contractor, an extension to the 30 days may be coordinated and approved through the Contracting Officer.

Q17: "The amendment requirement format, page 3, states that, "a page is defined as one single sided, double-spaced sheet of paper containing relevant information." We wanted to confirm that the RFQ response is supposed to be double-spaced rather than the standard single-spaced.

A17: Can be single-spaced. This has been corrected in Amendment 2.
