RFQ FA251723Q0002 Quesons

1. RFQ Paragraph v: Can you change this to an open solicitaon rather than Small Business set aside?

a. For the NAICS code selected, we do not qualify as a small business. We have decades of experience manufacturing, installing and maintaining ARFF trainers (US Military, Partner County Military & Civilian). Our previous name was Kidde Fire Trainers.

Answer: Market Research indicated that the Small Business set-aside was proper.

2. PWS: Can you clarify if we are expected to include a level of repairs in our base bid? If yes, is $2499 the amount? Or will any repairs need approval before work begins?

Answer: No, repairs are typically unforeseen. Any repairs in accordance with PWS paragraph 2 will be coordinated through the COR or Contracng accordingly. All repairs are required to be coordinated through the government regardless of cost. If repairs are less, then $2500 the GPC process can be ulized. If repairs are greater then the GPC limit a contract modificaon will be required.

3. PWS: Is a trailer required for work crews (para 2.1.1.1.24 & 2.1.1.2.21) or are we expected to have the tools and equipment we need to perform maintenance on the trainers?

Answer: The contractor is responsible for all tools and equipment required to perform maintenance on the trainers. A trailer is not mandatory, it is up to the offeror what method they choose or what equipment is required to perform the maintenance. Amendment 1 updates PWS language.

4. PWS: Paragraph 2.2 (HDPE Liner). Can you clarify the language in this paragraph? We are inspecng the HDPE liner, but not including repair costs, correct? Repairs require approval form COR, correct?

Answer: Aer inspecon of the liner, and if repairs are needed, a cost esmate will be required. All repairs are required to be coordinated through the government regardless of cost.
