PERFORMANCE WORK STATEMENT

FOR

THE INSPECTION, MAINTENANCE AND

SERVICING OF THE

AIRCRAFT FIRE TRAINING FACILITY

AT

Peterson Space Force Base

01 February 2023

PERFORMANCE WORK STATEMENT

FOR

THE INSPECTION, MAINTENANCE AND SERVICING

OF THE

AIRCRAFT FIRE TRAINING FACILITY

1. DESCRIPTION OF SERVICES. The contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to inspect, test, maintain, perform preventative maintenance to conduct spring startup (on or about) April 15 and winter shutdown (on or about) October 15. Maintain the Structural Fire Training Facility (SFTF) and the Aircraft Fire Training Facility (AFTF) at Peterson Space Force Base in a manner that will ensure its serviceability and prevent deterioration in operational effectiveness.

1.1. The contractor shall comply with manufacturer’s recommendations and procedures, Air Force Technical Order (TO) 35E1-2-13-1 Operation and Maintenance Instructions for Aircraft Fire Training Facilities, 25 June 2013 Edition with Change 2 dated 6 February 2015, and all Federal, State and local guidelines as applicable to the work involved.

1.2. Additionally, all work being performed will ensure compliance with the applicable National Fire Protection Association (NFPA) national consensus standards listed below.

• NFPA 54, National Fuel Gas Code (2021 Edition)

• NFPA 58, Liquefied Petroleum Gas Code (2020 Edition)

• NFPA 70, National Electrical Code® (2020 Edition)

• NFPA 405, Standard for the Recurring Proficiency of Airport Fire Fighters (2020 Edition)

• NFPA 1003, Standard for Airport Fire Fighter Professional Qualifications (2019 Edition)

• NFPA 1402, Standard on Facilities for Fire Training and Associated Props (2019 Edition)

• NFPA 1403, Standard on Live Fire Training Evolutions (2018 Edition)

1.3. Installation, testing and replacement of gas piping, gas utilization equipment or accessories, repair and servicing of equipment, shall be performed only by qualified personnel. In the interest of safety, all persons employed handling Liquefied Petroleum Gas (LPG) shall be trained in the proper handling and operating procedures which the employer shall document. After major maintenance or a major problem is discovered, the contractor is obligated to contact the Contracting Officer Representative (COR) at 21ces.ol-cm.servicecontracts@us.af.mil. The COR will determine if the AFTF will remain out-of-service and determine if a site visit is necessary.

Examples of major problems include: Any safety related condition that could lead to an imminent hazard such as: LPG piping or tank corrosion that has reduced the wall thickness to less than that required for the maximum allowable operating pressure. Any crack or other material defect that impairs the structural integrity or reliability of an LPG tank or piping. Any abnormal movement by environmental causes, such as earthquakes, landslides or floods that may impair the serviceability of a pipeline, tank, or controls. Any malfunction or operating error that causes the pressure of an LPG pipeline or tank to rise above its maximum allowable working pressure or a leak in the LPG pipeline or tank that constitutes an emergency.

1.4 GOVERNMENT WIDE COMMERCIAL PURCHASE CARD (GPC)

1.4.1 Accepting GPC for Payment. The Contractor is required to accept GPC as the method of payment for orders or calls valued at or below the micro-purchase threshold identified in Federal Acquisition Regulation (FAR) Part 2. Anything over $2,500 may be negotiated and added to the contract or paid via GPC. Any parts or service over $2,500 shall be approved by the Contracting Officer.

1.4.2 Waiver of Surcharges. For payments made utilizing the GPC against this contract, the Contractor shall waive any and all surcharges and taxes associated with processing the GPC through the Government Purchase Card Banking System, at the date/time of purchase.

1.4.3 GPC Purchase Receipt. All GPC purchases under the agreements shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information: (i) Name of Contractor. (ii) Contract number and building number. (iii) Date of service. (iv) Purchase number. (v) Itemized list of supplies/services furnished. (vi) Quantity, unit price and extended price of each item, less applicable discounts (unit prices and extended prices need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information). (vii) Date of delivery or shipment. (viii) Name and telephone number of the credit card holder, and the term “Credit Card”.

2. INSPECTION, TESTING AND MAINTENANCE SERVICES. The contractor shall maintain the AFTF by scheduling and conducting two semiannual inspections (not to exceed 180 days apart) in conjunction with winterization/de-winterization activities where applicable. The contractor shall perform all inspections, testing and maintenance in accordance with (IAW) the current edition of TO 35E1-2-13-1. The inspections shall be IAW Table 1 Work Package (WP) 006 and Table 3 WP 007 of the TO. The contractor shall provide a written summary of the conditions found during the inspection. The contractor shall provide a cost estimate to repair/replace all items identified as discrepancies. The estimated labor cost to repair the AFTF, shall be approved by the COR if the quote is less than $2,500 or approved by the Contracting Officer for repairs estimated at $2,500 or more before commencing any work. All repair work shall be determined fair and reasonable prior to contractor taking any action to purchase any parts or make any repairs. Any repairs will be negotiated and funded at time of repair. Materials, supplies, and parts needed for AFTF maintenance and/or repairs, which are not readily available from government stock/supply may be purchased by the contractor if approved by the contracting officer or COR.

2.1 Aircraft Fire Training Facility (AFTF) Requirements: The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to test, maintain, and perform scheduled inspections, impressed current system testing, and winter shutdown/spring startup procedures.

2.1.1 AFTF Winter Shutdown Requirements:

2.1.1.1 Service all igniters and verify proper operation

2.1.1.1.2 Winterize each igniter by cleaning with compressed air and applying non-freezing liquid to dissipate any moisture that may be collected by the igniter throughout the winter.

2.1.1.1.3 Cover and seal each individual igniter.

2.1.1.1.4 Verify that rectifier for cathodic protection system is operational.

2.1.1.1.5 Lubricate and service all switches, cabinet hinges, latches, etc.

2.1.1.1.6 Verify that the water conservation pond pump has a minimum of three feet of water for cover or remove from pond and store as directed by owner.

2.1.1.1.7 Disconnect water cooling pump in burn pit and store if applicable.

2.1.1.1.8 Remove all sprinkler heads and flush sprinkler system.

2.1.1.1.9 Employ compressed air into the water system and blow out all waterlines to keep from freezing for the winter.

2.1.1.1.10 Operate and service all valves for the water system.

2.1.1.1.11 Draining the Burn Pit to an absolute minimum and install a temporary sump pump if practicable to prevent freezing of electric, propane and nitrogen systems.

2.1.1.1.12 Verify that all automatic pumping systems are functional for winter.

2.1.1.1.13 Check all burner locations for performance and emergency shutdown.

2.1.1.1.14 Exercise thermal cycles on the propane system and perform soap test at all propane connections.

2.1.1.1.15 Purge propane system from the tank to each individual burn unit.

2.1.1.1.16 Introduce compressed air into the propane system and remove all water from propane lines and co-ax valves.

2.1.1.1.17 Perform maintenance per manufacturer’s recommendations on all propane valves and equipment.

2.1.1.1.18 Pressurize Nitrogen System and perform leak test of all Nitrogen connections.

2.1.1.1.19 Drain Nitrogen Accumulator Tank.

2.1.1.1.20 Service all Nitrogen Pilot Valves.

2.1.1.1.21 Make any minor repairs necessary. Labor is inclusive. Parts and/or materials to be supplied by others.

2.1.1.1.22 Generate a full and complete report of all work performed and minor repairs made.

2.1.1.1.23 Debrief the training chief or representative of the fire department of all work performed and findings.

2.1.1.1.24 This work will be performed by a crew who specialize in the maintenance and repair of Aircraft Fire Training Facilities. This scope of work includes all mobilization, demobilization and labor necessary. This crew will be on site with a support trailer consisting of spare parts, pumps, welders, torches, air compressors, etc. to perform all required work and make minor repairs/modifications as necessary or requested.

2.1.1.2 AFTF Spring Startup Requirements:

2.1.1.2.1 Verify that the rectifier is in service for the cathodic protection service.

2.1.1.2.2 Lubricate all electrical panel hinges, switches, etc.

2.1.1.2.3 De-winterize all igniters and assure good solid ignition.

2.1.1.2.4 Check that any applicable pumps and/or lift stations are fully operational.

2.1.1.2.5 Check and verify that all identification and warning labels are intact, clear and legible.

2.1.1.2.6 Exercise the water system and adjust to assure that all functions are operating at the proper pressures.

2.1.1.2.7 Fill Burn pit to operating level and assure that igniter coolers are adjusted properly.

2.1.1.2.8 Treat the water of the water conservation pond to help prevent algae growth.

2.1.1.2.9 Verify that the mechanical emergency shutdown valves associated with filling the propane tank are functioning properly and serviced.

2.1.1.2.10 Check that propane tank float gauge is operational.

2.1.1.2.11 Check that propane tank roto - gauge is operational.

2.1.1.2.12 Check that the propane tank pressure gauge is functioning.

2.1.1.2.13 Operate the entire propane system assuring that all burners are functioning properly and that all emergency shut down times are achieved.

2.1.1.2.14 Perform thermal cycles on the propane system and perform leak test at all connections.

2.1.1.2.15 Perform common maintenance on all propane parts and equipment as recommended by the manufacturer.

2.1.1.2.16 Perform a pressure test on the Nitrogen System.

2.1.1.2.17 Service all Nitrogen Pilot valves.

2.1.1.2.18 Generate a full and complete report of all work performed and minor repairs made.

2.1.1.2.19 Crews will also stand ready while scheduled fire training evolutions are performed to make any burner adjustments, minor repairs, etc. as training continues.

2.1.1.2.20 Debrief the training chief or representative of the fire department of all work performed and findings.

2.1.1.2.21 This work will be performed by a crew who specialize in the maintenance and repair of Aircraft Fire Training Facilities. This scope of work includes all mobilization, demobilization and labor necessary. This crew will be on site with a support trailer consisting of spare parts, pumps, welders, torches, air compressors, etc. to perform all required work and make minor repairs as necessary.

2.1.1.3 AFTF Inspection Requirements

2.1.1.3.1 This scope of work consists of performing an inspection (per T.O 35E1-2013-1, Operation and Maintenance Instruction Manual Aircraft Fire Training Facility. Developed by the Air Force Civil Engineering Support Agency) and developing a full report of all of the findings.

The report will also include recommendations to repair any found deficiencies with a cost analysis breakdown of what the recommended repairs should cost.

2.1.1.3.2 The Contractor shall maintain the AFTF by scheduling and conducting two inspections (not to exceed 180 days apart) in conjunction with winterization/de-winterization activities. The Contractor shall perform all inspections, testing, maintenance and preventative maintenance IAW T.O 35E1-2-13-1, 25 June 2013 Edition. The inspections shall be IAW Table 1 WP 006 and Table 3 WP 007 of the T.O. The Contractor shall conduct impressed current system inspections only during spring startup and winter shutdown. Results will be documented on AF IMT 491, Cathodic Protection Operating Log for Impressed Current Systems and annually inspected and documented on AF IMT 1688, Annual Cathodic Protection Performance Survey per AFI 32-1054 and UFC 3-570-06. The Contractor shall provide a written summary of the conditions found during the inspection. The Contractor shall provide a cost estimate to repair/replace all items identified as discrepancies.

2.1.2 Gas Fired Structural Fire Training Facility (SFTF) Requirements: The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to test, maintain, and perform scheduled inspections.

2.1.2.1 All annual inspections shall be conducted and documented IAW NFPA 1403. The structural integrity of the live fire training structure shall be evaluated and documented by a licensed professional engineer with live fire training structure experience and expertise, or IAW NFPA 1403. This service will include a site visit and a complete evaluation of the structural integrity of the subject facility. A debriefing will be provided to the user and full and comprehensive report will be generated of the findings. SFTF maintenance/inspection may be conducted in conjunction with winterization/de-winterization activities.

2.1.3 Non-Gas-Fired Live Fire Training Structures (Flashover Trainer) Requirements: The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to test, maintain, and perform scheduled inspections.

2.1.3.1 An annual inspection shall be conducted and documented IAW NFPA 1403, Chapter 7, 2018. The structural integrity of the live fire training structure shall be evaluated and documented by a licensed professional engineer with live fire training structure experience and expertise, or IAW NFPA 1403. This service will include a site visit and a complete evaluation of the structural integrity of the subject facility. A debriefing will be provided to the user and full and comprehensive report will be generated of the findings. SFTF maintenance/inspection may be conducted in conjunction with winterization/de-winterization activities.

2.1.4 Props, Structures, and Facilities (Car Fire Trainer/HazMat Trainer) Requirements:

The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to test, maintain, and perform scheduled inspections.

2.1.5 Annual inspection shall be conducted and documented IAW NFPA 1403, Chapter 8, 2018. The structural integrity of the props shall be evaluated and documented annually in conjunction with winterization/de-winterization activities.

2.1.6 ADDITIONAL REQUIREMENTS:

2.2 High-Density Polyethylene (HDPE) Liner Maintenance. The 80-mil thick HDPE liners are located in the water conservation pond, burn area, and trench. The liners in the trench and burn pit are buried. The contractor shall locate the liner leak and repair it IAW extrusion welder manufacturer's instructions (National Seal Company, 1245 Corporate Blvd., Suite 300, Aurora, IL 60504. Telephone (708) 898-1161 or (800) 323-3820. The contractor shall submit for Civil Engineer Quality Assurance (QA) personnel approval the repair procedures, materials, and techniques prior to the specific repair of the HDPE liner(s). Additionally, the contractor shall adhere to the following general guidelines.

2.2.1 Use yellow plastic warning tape, buried 12-inches below the surface, indicates underground wiring, anodes, grounding cells, or reference electrodes. The contractor shall properly replace the warning tape prior to backfilling.

2.2.2 Examine all seams and non-seam areas of the geomembrane to identify holes, blisters, defects, unsupervised raw materials, and any signs of contamination by foreign matter. Record repair/corrective action.

2.2.3. Will not weld or replace the geomembrane during precipitation or if excessive moisture, blowing dust, high winds, or standing water are present.

3. Response Times. The contractor shall respond to propane leak service calls by providing immediate verbal assistance and physical assistance as soon as practical (as agreed to between the government and the contractor). After the leak has been stopped, the contractor shall complete the repairs by the next workday. Liner maintenance response shall be determined by the severity of the damage. For all other repairs, the contractor shall respond within 5 workdays.

4. Reports. The Contractor shall submit a complete report of all inspections, maintenance and servicing accomplished to the Records Management (RM) Point of Contact (POC) within ten

(10) days of inspection. The reports shall include a record of conditions found, discrepancies needing repairs, repairs accomplished, recharging, and all replacement parts used. All records, files, documents, regardless of media (e.g., paper, electronic, etc.), as described in the PWS, that are the responsibility of the contractor are the property of the Government and shall remain so upon termination or completion of the contract.

5. Environmental Controls. The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. The contractor shall ensure policies and procedures are established that protect the health and safety of employees and the community and minimize/eliminate the risk of environmental pollution.

6. Notification of Environmental Spills. If the contractor spills or releases any hazardous substance into the environment, the contractor shall immediately report the incident to the QA, base fire department, and base civil engineering. The contractor shall be liable for containment and environmental cleanup of the spill or release of such substance.

7. Safety. Liquid propane used in the facility is potentially explosive. Personnel shall practice proper grounding procedures IAW the National Electrical Code (NEC). Personnel working with or near high voltage equipment should be familiar with modern methods of resuscitation.

Personnel shall wear appropriate protective clothing and be aware of emergency procedures to perform emergency shutdown and start-up procedures.

8. SERVICE SUMMARY.

Performance Objective PWS Para Performance Threshold Maintain and Repair the AFTF and

The AFTF and SFTF is operational at all times to permit Aircraft Rescue Fire Fighting (ARFF) training when needed.

Response Times.

Response to propane leaks and liner maintenance are timely.

3 Provide immediate verbal assistance and respond to propane leaks as soon as practical. Respond to liner maintenance as conditions dictate.

Environmental Controls.

Contractor shall comply with all Federal, State, and local environmental requirements.

5 & 6 “Compliance”

Safety.

Contractor shall take appropriate measures to protect personnel, property, and materials from chemical, electrical, and other mishaps.

7 Personnel, property, and materials are protected at all times.

9. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

The Government will provide access to the structural trainers, aircraft trainers.

10. GENERAL INFORMATION.

10.1. QUALITY CONTROL. The contractor shall develop and maintain a quality control program to ensure maintenance and repair services are performed IAW the TO and the manufacturer’s instructions. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Paragraph 2, Service Delivery

Summary. The government evaluator must have a specific quality control inspector to notify in case of customer complaints.

10.2. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance IAW the Quality Assurance Surveillance Plan.

10.3. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (October 2018), for contractor’s failure to correct nonconforming services.

10.4. HOURS OF OPERATION. Contractor access to perform work as outline may occur any day of the week but shall be coordinated in advance to ensure access and notifications to proper agencies. Typically, normal work week hours are 0600-1530, Monday through Friday.

10.5. SECURITY REQUIREMENTS. The Government will provide escort to secured area during period of performance.

10.6. PERFORMANCE OF SERVICES DURING A CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER.

Service will cease during the crises declared by the National Command Authority.

10.7. SPECIAL QUALIFICATIONS.

10.7.1 Contractor must have 5 years’ experience working on AFTFs (Aircraft Fire Training Facilities) and must provide proof upon government requests.

10.7.2 Contractor must provide licensed structural engineer to complete NFPA 1403 inspections.

10.7.3 Contractor offers a 90-day warranty on all inspection, repairs, and preventative maintenance provided for winterization/de-winterization and shall at no cost to Government repair, replace, and/or complete service during the warranty coverage period.
