Questions & Answers
The following are responses to common questions we are receiving from industry:
1. What is the due date for offers, is 6 Jan 2026 correct?
This notice was posted for industry to respond at anytime for about five years. Market research showed turnover of the ownership/management of local hotels is common for this region.
Having the notice open until January of 2026 was done for two primary reasons. First, it maximizes opportunity for any qualifying firm to establish an agreement. Second, this allows flexibility to establish new agreements with newly qualifying locations/firms as a direct result of a change in ownership/management that was not qualified before.
2. How often are lodging services required?
Typically, services are required monthly. See Attachment #1 – Statement of Work, Para A.
Lodging services are required for Individual Duty Training (IDT), Unit Training Assembly (UTA), Training Periods (TPs), and Readiness Management Periods (RMPs).
3. How many rooms are needed?
See Attachment #1 – Statement of Work, Para K. Actual lodging requirements varies and is required on an as needed basis. Reservations can be coordinated directly between the Government Lodging Manager or Contracting Officer and the Commercial Lodging facility.
Reservations will be made two weeks prior to the actual date of the reservation.
It is important to stress usage will be rotated amongst the pool of agreement holders.
Therefore, there can not be any guarantee of routine usage. Currently most agreement holders are blocking an average of 20 rooms each month; but as new agreements are established, the actual need could be lower based on new sources and usage rotation.
4. What days of the week are the reservations most common?
Typically, required lodging falls on a weekend, meaning Friday though Saturday night reservations would be required. However, reservations are still made on an as needed basis so reservations outside of the weekend can be scheduled between the Government Lodging Manager or Contracting Officer and the Commercial Lodging facility.
5. Are hotels selected/awarded on an ongoing basis?
Yes. All received capability statements will be evaluated. A new lodging agreement can be established if the proposed lodging facility is determined to be qualified and the capability statement receives an “Acceptable” rating. Make sure you fully review, comprehend, and capture how your lodging facility can meet the needs of all parameters specified in Attachment
#1 – Statement of Work, Attachment #2 – Terms and Conditions, and Attachment #3 – AFMAN 34-135 within your capability statement.
6. If a lodging facility’s physical address is located within the 10-mile radius but the managing company is not, can they still be considered for award?
Yes, only the lodging facility’s physical address must be within 10 miles of the installation.
7. Is a tour/inspection of facilities required prior to award consideration?
See Attachment #1 – Statement of Work, Para L. Quality surveillance inspections are required to make sure lodging facilities meet Government standards for military personnel, specifically stated in Attachment #3 – AFMAN 34-135. An initial inspection, with no noted discrepancies, will be required to be considered for award. Annual inspections can be waived if the lodging facility has a continued documented history of no discrepancies.
The quality surveillance inspections can be accomplished in-person or virtually. Virtual options may include, but are not limited to, sampling of past military guest experiences, review of lodging facility's standard operating procedures, virtual tours/meetings, review of facility or company websites, or information contained on publicly available review sites.
