11. What are the volumes of the systems? Unknown at this time.
12. There are no coupon racks present at the cooling tower systems. Are those to be included as part of this contract or will they be purchased on separate purchase order. Included in the PWS
13. Who is responsible for tower cleanings and how often are they done? HVAC Shop/Yearly or as needed. Also, what is the SOP for the tower cleanings? Cleaning follows RS Means guidelines.
14. Will OSHA-required secondary spill containment be required for the chemicals being used? This will require additional investment, since the current set-up does not meet OSHA specs. Is this expected to be supplied as part of the contract or will this be purchased through separate purchase order? Spill containment will be the responsibility of the contractor as part of the PWS.
15. Why is no biocide being used at some of the cooling towers? Contractor recommendation.
16. Appendix A Section 5.2: What is the response time expected for emergency on-call services? How does the government expect to be charge for the “approximately 12 emergency/after hour service calls per contract year.” Response time is 4 hrs. After initial call. Be charged as hours are used.
17. Could you provide the coupon reports for the last 3 years? No coupon reports on file.
18. During the site visit, it was shared that the current vendor only spends less than 2 hours per week at the property. Are all filter and pipe flushing’s being done per contract during this time period? Yes, per reports.
19. Could you provide clarification regarding the once a year inspection of stainless steel strainers to monitor corrosion? For example, how large are the strainers, how difficult to open, etc.? Also, how is corrosion quantified using this method? Strainers are 12” diameters and depending on mission requirements dictates inspection. Currently those inspections haven’t been conducted. Corrosion qualifications are conducted using coupon racks.

Observations:
1. It is obvious that cooling towers has not been taken care properly and towers show scale, bio-growth and perhaps some corrosion is going on. So, I suggest that system should be clean from existing scale and possible corrosion (Cleaning the tower will also eliminated bio-growth on these units).
2. Obviously, the inside towers are not been treated with a chemical free system, as Dan said they only using UVs, and these UVs are only design for to kill micros in the water and NOT for preventing scale and corrosion.
Questions:
1. The cooling towers need cleaning from scale, and bio-growth, this is not included in the RFQ. Will this be included? This extra costs. HVAC Shop/Yearly or as needed, Cleaning follows RS Means guidelines.
2. The indoor cooling towers do not have a chemical free system and current supplier is using chemicals. The RFQ does not include chemicals... will you change the RFQ to included chemicals? PWS States chemical or chemical free treatment.
3. About controllers, pumps, and related equipment... will these be included on this RFQ?
Have not received confirmation from current contractor for removing their equipment.
4. Will the RFQ be up dated to included chemical on inside towers and equipment need?
Yes, chemicals are part of the PWS.
5. The RFQ is due for 7/16/2021, but we are waiting for responses to the questions submitted. Will due date be extend for later date? Yes
6. The RFQ does not stay existing towers conditions, but during the visit was obvious that cooling towers are not in optimal conditions. So, cleaning these units is necessary. The PWS stay acceptable conditions for performance for new contract, but the towers conditions are "in defective conditions." So, with the extra cost of cleaning, is the RFQ be changed? Please let me know. CMAFS HVAC will conduct tower cleaning as needed.
1. What are the specifications of the equipment (cooling tower MF, type, metallurgy, tonnage, capacities, total amount of water per units, water pump spec, water volumes capacity/systems etc.? 2 exterior Baltimore Air Cool Serial No. U112059601-01/ Model No. 35520-2/0S/ 350 Tons each. 6 Main Cooling Tower Model V-100-6- 541 Tons 3 Aux towers Baltimore Air Cool Model VLF-036-31 M/DY, Serial U13642074-02, U13642074-09, U13642074-01.313 Tons each.
2. Are make-up water samples available? Not at this time.
3. Are make-up water samples available for every system? Not at this time.
4. Are current water test reports available? Yes, currently contractor is providing monthly reports.
5. Are current bio-control test reports available? See attached reports
6. Are the outside towers discharging water to a common header? Yes
7. About inside towers, how many are discharging to a common header? All towers discharge into a common header.
8. Are all the towers using make up water from the city of Colorado Springs or other sources? Makeup water for outside towers is from Colorado Springs Utilities, inside towers is from natural spring.
9. Incumbent contractor: NALCO Company LLC
10. How much is the current water treatment contract for? $150,000.00
11. What is the current cost of the existing maintenance per month?
12. Is the cooling water treatment equipment (controllers, pumps, containers etc.) owned by the current contractor? Current controllers and pumps are owned by current contractor.
There are two sand filtration system in main cooling towers 6-10 that belong to the Gov.
13. Will this facility management be interested on a true chemical free systems? The new technology is available now for chemical free solutions for cooling systems, if interested please let me know and I will provide the information - these units are tailor to the sizes the cooling systems. Chemical free systems were tried in the past and didn’t work, getting lots of scale build up and more frequent cleaning, returned to using chemicals and better results.
14. If continues using chemicals for your cooling towers, will new chemical technologies that are more environmental friendly are of interest? We have new products that are more environmental friendly and in the neutral pH. We have unique system that require delicate preventive maintenance, will it be extra cost to try different technologies?
15. Obviously, a new equipment will be need like chemical controllers, pumps and related equipment will be necessary on the new take over, will you included the cost of these equipment on this FRP?
16. What are the rules and restrictions for the delivery of products to this facility? In specifics chemicals. Chemical SDS will need to be approved before use on CMAFS. AF Form 3952 will need to be approved by Environmental section for use.
