Q
2
How many copies required to send if hard-copy(ies) of the quote is required? And which address should be used if a hard-copy is sent?
R

Maintenance

Q
3
Paragraph 1.7.1 of the PWS, states in the verbiage that cleaning the panels will take a maximum of 90 hours a quarter, 30 hours a month. In the table below the verbiage, it shows 90 hours annually for cleaning. Please verify which time allotment the Government will hold the contractor to.
R
3
Appendix A has been updated to more clearly reflect the manufacturer estimated time allotments for preventative maintenance. There are 120 panels across the installation and the manufacturer’s guidelines state each panel will take 30 minutes to clean and test, batteries included. This results in a total time of 360 hours annually. The Government will hold the contractor to the preventative maintenance outlined in PWS.
Q
4
In regards to the time allotment listed (para. 1.7.1) in the verbiage and the table, does the government include travel time to each site as part of their calculation of maximum hours per task?
R
4
Yes, travel time to each panel was factored in the estiamtes.

Parts

Q
5
States that the contractor must utilize PL1-3 Nuclear/non-nuclear approval list for parts utilized on PL4. Is the Government going to hold the contractor to this requirement?
R
5
Yes, the Government will require all parts be purchased off of the Security Forces Center’s non-nuclear approved PL 1-3 listing as this ensures compatibility and continuity with our systems.
Q
6
Is the part cost included in the quote to submit in CLIN items in Attachment 2 (Pricing Worksheet)?
Q
7
Where is the part cost included if CLIN is not the place for part cost, or is the part cost not included in the quote at all?
Q
8
How does the contractor get reimbursed for parts IAW 1.7 Parts to the PWS?

R

The resulting contract for this requirement will be a Commercial Firm-Fixed Priced (FFP) contract. Cost reimbursable CLINS for parts will not be utilized in the resulting FFP contract; therefore, contractors will not be reimbursed for parts. Anticipated costs for parts are to be included in the overall (FFP CLIN) quoted price for alarms maintenance and repairs services. See Appendix A of the PWS for the average cost of parts for these services, spent from 2015-2018; this information is also available in Table 3 of the solicitation. Attachment 1 of PWS is an inclusive list of Bench Stock replacement parts already owned by the Government to be used IAW the PWS for Alarms maintenance and repair services.

System Support Agreement (SSA)

Q
9
AMAG SSA requires solid continual purchasing of SSA as long as the product is being used, meaning that SSA should be purchased without any absence of period as long as being used. If there is a period in which no SSA purchase made before this contract, the Base year contract should cover the cost for the SSA during the absence of SSA.
Q
10
Should the cost of SSA included in the Base year CLIN if this is the case?
Q
11
And how many months/years has AMAG system been used without SSA purchasing if there has been?
Q
12
ONSSI: the same questions applies as AMAG SSA?

R

SSA's are no longer a requirement for the alarms maintenance and repair services.
