Instructions

Pavement Linear Segmentation Report Template Completion Instructions
ColumnLine ItemInstructions
GeneralThe intent of this spreadsheet is to document progress implementing OSD mandated paveement linear segmetnation for each base. This process includes creating pavement facility maps for the airfields and road and parking pavements at each installation, assigning sections from the pavement evaluation reports for airfields and roads and parking to those facilities, and updating Real Property records to reflect any changes created during this process. The primary focus is on completing this task for main operating bases with a secondary emphasis on completing this task for all GSUs. The MAJCOM/Bases are responsible for filling out the Blue and Purple Columns
A,BInstallation/MAJCOMMAJCOM and/or Base add rows for any bases or GSUs they are responsible for that are missing from the list
CReal Property Site Unique ID (RPSUID)Each MAJCOM and/or Base add RPSUID for their respective installations
D% Complete - Airfield Pavement Facility MappingThe base will input the estimated percent complete of the airfield pavement facility map for their base as outlined in the Linear Segmentation Playbook. When this task is completed it will equate to 20% of the overall effort. If a base does not have an airfield, put 100 in this column and state in comments that base does not have airfield
E# of Runway Facilities (FAC 1111)Base will input number of facilities in their Real Property Record for the specified Facility Analysis Codes (FACs). As the base creates the pavement facility map and the AFCEC Airfield Pavement Evaluation Team or their PCI Survey contractors do the segmentation, this number may change. Do not report these updated numbers until the information is updated in real property record.
F# of Rotary Wing Landing Facilities (FAC 1112)
G# of Runway Overrun Facilities (FAC 1113)
H# of Unpaved Runway Facilities (FAC 1114)
I# of surfaced Taxiway Facilities (FAC 1121)
J# of surfaced Aircraft Apron Facilities (FAC 1131)
K# of Aircraft Paved Shoulder Facilities (FAC 1165)
L# of Other Surfaced Airfield Pavement Facilities

(FAC 1161, 1163, 1164)

M% Complete Paved Road and Parking Facility MappingThe base will input estimated percent complete of the road and parking pavement facility map for their base as outlined in the Linear Segmentation Playbook. When this task is completed it will equate to 20% of the overall effort.
N# of Paved Road Facilities (FAC 8511)Base will input number of facilities in their Real Property Record for the specified Facility Analysis Codes (FACs). As the base creates the pavement facility map and the AFCEC PCI Survey contractors do the segmentation, this number may change. Do not report these updated numbers until the information is updated in real property record.
O# of Unpaved Road Facilities (FAC 8512)
P# of Paved Vehicle Parking Facilities (FAC 8521)
Q# of Unpaved Parking Facilities FAC (8522)
R# of Vehicle Staging Areas (FAC 8523)
SPavement Facility Maps Sent to AFCECBase will send copy of pavement facility map for the airfield and for the road and parking pavement in PDF format for use by the AFCEC APE Team or their contractor in preparing for the airfield pavement evalaution and/or road and parking PCI survey during which pavement segments (branches and sections) from previous evaluations will be modified and assigned to the appropriate facilities. At the completion of the pavement evaluation, the updated mapping and pavement evaluation database along with the report will be given to the base for use in updating real property records via the 1354 process as outlined in the Linear Segmentation Playbook. Enter 50 when the base sends one map to AFCEC and enter 100 when both maps are sent. When this task is complete, it will equate to 5% of the overall effort. Maps will be sent to Mr George Van Steenburg DSN 523-6083, (850) 283-6083; george.vansteenburg@tyndall.af.mil. If PDF maps are over 5 MB, use the AMRDEC file transfer site https://safe.amrdec.army.mil/SAFE/
TDate Scheduled for AFCEC Pavement Evaluation/SegmentationAFCEC/COAP will fill in this data. They have established an 8-year schedule that includes a full PCI survey every 4 years and a structural evaluation every 8 years.
U% Complete AFCEC Airfield PCI Evaluation/SegmentationAFCEC/COAP will fill in this data. The task will be considered 75% complete when the team completes the evaluation and 100% comlete when the report, mapping, and database are sent to the base. When this task is completed it will equate to 15% of the overall effort.
V% Complete AFCEC Road and Parking PCI Evaluation/SegmentationAFCEC/COAP will fill in this data. The task will be considered 75% complete when the team completes the evaluation and 100% comlete when the report, mapping, and database are sent to the base. When this task is completed it will equate to 15% of the overall effort.
W% Complete RPI UpdateThe base will input the estimated percent complete of the task to document any changes to the real property records based on the creation of the pavement facility map or issues identified by the AFCEC evaluation team as outlined in the Linear Segmentation Playbook. When this task is completed it will equate to 20% of the overall effort.
X% Total Effort Complete (incl RPI Update)This column will be computed automatically based on the input from the base for columns; D, M, S, and W as well as the input from AFCEC for columns U and V
YCommentsMAJCOM or base will enter any comments to clarify entries or provide additional information relevent to the overall effort
