Vendor Questions with Government Responses

Q - Foremost, we need to know if this is a simple a security upgrade or is it being upgraded into a SCIF? As multiple contractors advised, the room does not currently meet SCIF requirements and the upgrades in the SOW are not enough to be certified as a SCIF.

A - The room is already an accredited SCIF. The corrections are due to deficiencies that have been identified for correction to return the room to SCIF standards. Once complete, a follow up DIA Inspection will take place and the facility will gain its reaccreditation.

Q - Is a forced entry door sensor required?

A – No, High Security Switches (BMS) are required on all doors to include the primary door, emergency exit doors and the equipment doors. The BMS is what shows a forced open/held open. This is why emergency doors/equipment doors BMSs will be continuously looped regardless of the alarm status. The emergency exit and equipment doors will be alarmed 24/7 regardless of if the facility is occupied for the day.

Q - Does the LKM7003 linked crashbar/lock need to be installed? This is being installed on all SCIFs due to fire code as advised by the contractors?

A - No, the LKM7003 linked crash bar/lock bar is not required for DIA certification. The Fire Dept. requires doors have a single releasing operation on the egress side. Therefore, the addition of an emergency release button will be clarified in the SOW to ensure the door meets this requirement.

Q - Verify the motion detector by the double doors is adequate. As advised by the contractors, it would not meet SCIF requirements.

A – To ensure the motion detector by the double doors meets SCIF standards and has a tamper, the SOW will be changed to replace the 360 motion by the double doors with the existing 360 motion in the center of the room. The existing motion (in the center of the room) will not be needed once the two additional motion detectors are added by the primary and emergency exit doors.

Q - Verify requirements for the control panel, it is currently located 2 rooms over but would need to be relocated to the secure room for SCIF certification.

A - The control panel must be located inside the SCIF.

Q - The contractors advised that the main door is not compatible with a SCIF; if SCIF certification is being sought then the door upgrade must be added to the requirement.

A - The main door is adequate however there are modifications that will need to be made. The existing door latch and the X09 lock will need be removed, holes will need to be plated and the X09 reinstalled. This work will be added to the SOW.

Q - Is the security system to be connected to base Diamond II system? Verify if it should be serial or network connected?

A – Yes, the security system will be connected to the base Diamond II system. Alarm points need to be directly connected (hard lined) to the controller and networked to the alarm monitor.
