DMS-MES RFP FA2517-15-R-9022 Q&A

1.Will the Government please identify the Unclassified Technical Controlled Information and Controlled Defense Information for DMS-MES that is covered under Clause 252.204-7012 Safeguarding of Unclassified Controlled Technical Information?

Answer: The clause 252.204-7012, Safeguarding of Unclassified Controlled Technical Information, is included because the Government must have the right to protect sensitive information. Therefore, the clause just requires that the contractor get permission from the Government before release of any unclassified information, if it is required. The Government must have the appropriate authority before they can release any sensitive information to the contractor for release.

2. Both published Performance Work Statements for DMS and MES, dated December 8 and December 17, 2015 respectively (“PWS”), included for Task 4 a “Summary/Checklist of Functional Capabilities” for the MES capability. (This is found in Section 2.3 for the December 8 and Section 2.4 for the December 17 PWS). No similar Summary/Checklist of Functional Capabilities was included in a comparable PWS section for the DMS capability. Both PWS’s were based on the prior Sources Sought NORAD/NORTHCOM; Sources Sought No: FA2517-15-R-9022. That Sources Sought had an individual Summary/Checklist of Functional Capabilities for both DMS and the MES capabilities. Should the Summary/Checklist of Functional Capabilities for DMS found in the Sources Sought be considered included in both PWS’s the same way the Summary/Checklist of Functional Capabilities was actually included in both PWS’s for the MES capability?

Answer: Table will be added under task one, paragraph 2.1.1.2 on the Basic PWS and under task one, paragraph 2.1.6 of TO 1 PWS.

3. Draft RFP page 36: Subfactor 2: Exercise M&S Support requires consideration of ‘Task 3, PWS Para. 2.3’. Assuming that the offerer is to submit a proposal based on considering the requirements of attachment # 2 PWS for Task Order 1, dated 8 Dec 2015, it would appear that the reference to ‘Task 3, PWS para. 2.3’ is in error because Task Order 1 dated 8 Dec 2015 PWS para. 2.3 is Task 4 Media Emulation Support, not Task 3. Please clarify this.

Answer: Task 3 will be removed from Technical Volume 1 subfactors for Task order 1 and only applied to future task orders.

4. Reference draft RFP page 40: Subfactor 2: requires consideration of ‘Task 3, PWS Para. 2.3’. Based on the assumption that the offerer is to submit a proposal based on the requirements of attachment # 2 PWS for Task Order 1, dated 8 Dec 2015, it would appear that the reference to ‘Task 3, PWS para. 2.3’ is in error because Task Order 1 dated 8 Dec 2015 PWS para. 2.3 is for Task 4 Media Emulation Support, not Task 3. Please clarify this.

Answer: Task 3 will be removed from Technical Volume 1 subfactors for Task Order 1 and only applied to future task orders as required.

5. Reference draft RFP page 40: Subfactor 3: requires consideration of ‘Task 1 to 4, PWS paras. 2.1 to 2.4’. Based on the assumption that the offerer is to submit a proposal based on the requirements of attachment # 2 PWS for Task 1, dated 8 Dec 2015, it would appear that the reference to ‘Task 1 to 4, PWS paras. 2.1 to 2.4’ is in error, since Task Order 1 dated 8 Dec 2015 PWS para. 2.3 is Task 4 Media Emulation Support.

Answer: References will be corrected to read 2.1 through 2.3 per Task Order 1 PWS.

6. Reference Attachment 1 to draft RFP, PWS dated 17 Dec 2015 para 2.3 Task 3: Exercise M&S Support (Non-DOD). Is there a requirement to submit a technical proposal that describes how the offeror will support these exercises? If so, is there a definition of the exercises to shed light on the nature of the support required?

Answer: Task 3 does not apply to Task Order 1, will only apply to future task orders as required.

7. Software end user license agreements generally only provide for use of the software by the licensee. For modeling and simulation software, this restriction typically means that the software is authorized only for events for which the licensee is the sponsoring agency. Section 2.3 Task 3 Exercise M&S Support (Non-DOD) of the Performance Work Statement could be interpreted to indicate that the DOD license stakeholders intend to share the DMS and MES software with non-DOD stakeholders. Does the government intend to add licenses for the additional use by non-DOD stakeholders? Or, alternately, does the government intend to purchase enterprise licensing under this procurement to allow for use of the software by the intended licensee entities?

Answer: The Price List for IDIQ Task Orders under Task 3 that is to be included in Offeror's proposal captures the expected proportional cost of the requesting agency's use of DMS and/or MES hardware and software. It is at the discretion of the Contractor's scheduler which licenses are used to support which exercises, provided that a single license is not in simultaneous use for two different exercises. However, it is a basic element of the umbrella contract, and Subtask 1 in particular, to leverage idle hardware and software infrastructure more efficiently across a greater number of agencies requiring DMS-MES support, thereby allowing agencies to access such support for less than the cost of a standalone contract while also enabling standardized, compatible DMS-MES support for exercises that include both DOD and non-DOD participants.

8. For the exercises specified in the PWS and TO 1 can the Government specify which exercise events will require support from the DMS application alone, the MES application alone, and the DMS-MES application jointly, (either in the integrated configuration or side-byside configuration)?

Answer: Most exercises under Task Order 1 (DOD exercises) can be expected to employ DMS and MES jointly and in the integrated configuration, to more closely simulate the increasing interaction between disaster management and traditional and social media. The actual configuration to be used for a given exercise will depend on the exercise objectives and training objectives as determined by the exercise planning team, from which any DMS-MES support requirements will derive.

9. Can the government specify which exercise events will require deployment of the DMS-MES software on DOD networks under the applicable Authority to Operate?

Answer: Only those exercises for which a DOD network is available (generally those exercises under Task Order 1) are expected to be considered for DMS-MES deployment on the DOD network, and only where both consistent with the ATO and with coordinated concurrence and approval of the local enterprise system Approving Official (normally in conjunction with appropriate compatibility testing during the exercise planning process). A particular Offeror's DOD-network authorized DMS-MES solution may have additional ATOs applicable to non-DOD networks that allow its deployment on a non-DOD agency's network and thereby accommodate a larger set of exercises via a non-LAN configuration.

10. The RFP indicates that the procurement anticipates a budget of $35 million over the performance period of the contract (up to five years and six months). Is the work listed in Task Order 1 supposed to be all the work required of the contract over the period of performance for $35 million; or is the $35 million budget intended to be the cumulative budget cap for Task 1 AND other task orders making up the IDIQ components of the total acquisition?

Answer: The RFP is requesting only one (1) proposal for TO 1. TO 1 projected budget is estimated at $35M with a period of performance of 1 base year and 4 (1) year option periods.

The IDIQ contract will be a 5 year ordering period with a 6 month extension. Task Orders will be issued as required. No budget is stated for the overall IDIQ.

11. In Attachment 4, Tab-Pre-Priced Services, the title at the top of this page states “PREPRICED SERVICES FOR IDIQ TASK ORDERS” and refers to various parts of the PWS for each line item of which the offeror must propose a price. It can be implied that these prices are associated with the Attachment 1_Basic_PWS_for_DMS-MES_Support (IDIQ) PWS and used for any future Non-DOD Task Order pricing. However, some of the PWS sections referenced are either associated with the Attachment 1_Basic_PWS_for_DMSMES_ Support document or the Attachment 2_TO_1_PWS_for_DMS-MES_Support document. For example: Line items 1, 2, 3, 5, and possibly 8 appear to be referencing the Basic PWS, Attachment 1; Line items 6, 7, In Attachment 4, Tab-Pre-Priced Serand possibly 8 appear to be referencing the TO 1 PWS, Attachment 2; Line item #4, it references ““M&S MSEL Synchronization Support (PWS para 2.3.4); In Attachment 2, PWS for TO 1, para 2.3.4 states “The contractor shall host a Web portal replicating the look and functionality of mainstream media sites, social media sites, social mapping sites and, Government and other agency home pages” and the Basic PWS, Attachment 1, para 2.3.4 states “Estimated Exercises to be supported: (non-DOD Exercises)” with a table for the number of potential projects per year. Which applies? The Other Direct Cost line items 1 and 2 reference para 2.1.5 which must be the TO 1 PWS, Attachment 2 as there is no

2.1.5 in Attachment 1, however, para 2.1.1 of the Basic PWS matches para 2.1.5 of the TO 1 PWS. This pattern in the CONUS section is repeated in the OCONUS section of Tab 3. Is the reference at the top of the page on Tab 3, “PREPRICED SERVICES FOR IDIQ TASK ORDERS” not to be correlated to the Basic PWS, Attachment 1 only?

Answer: Changes have been made on Pre-Priced List to show correct PWS paragraphs.

12. T.O 1, para 2.2.1.4, specifically requires the following: “The contractor shall create geospatial visualizations derived from a variety of georeferenced source data to increase the fidelity of the scenario. The rapid production of detailed urban environments with building and road network infrastructure and effects of man-made or natural disasters (rubble buildings) will support the following Government provided systems: Virtual Reality Scene Generator – Multiple Unified Simulation (VRSGMUSE), Virtual Battlespace 2 (VBS2), and Joint Conflict and Tactical Simulation (JCATS).” If the government provides the systems, will the terrain databases also be provided for the required exercise(s) by the government? If not, what additional information will be provided by the government to enable the contractor to realistically and affordably establish a firm fixed price for this additional support? Information pertaining to size of the geographic area, fidelity and preparation time will all influence the level of effort and impact price.

Answer: The modeling and simulation capability necessary to satisfy the requirements of the PWS is typical of a military operational environment, that is, one that includes an appropriate operational map, compatible with the listed supporting Government-provided systems. As indicated in the original Sources Sought and subsequent draft PWS and draft RFP documents, an Offeror's DMS-MES solution must be certified and accredited for use on DOD networks, and as such, it is expected that potential Offerors are familiar with and already employ the appropriate terrain databases.
