Performance Work Statement (PWS) for Disaster Management Simulation and Media Emulation Software (DMS-MES) Support Modeling and Simulation (M&S) 3 September 2015
1.0 ORGANIZATION BEING SUPPORTED: HQ NORAD-USNORTHCOM/J7

1.1. MISSION: N-NC/J7 Training and Exercise Directorate plans and executes joint training, exercises and individual instruction programs to ensure HQ NORAD- USNORTHCOM (N-NC) is prepared to accomplish its mission in synchronization with its Service Components, the National Guard Bureau (NGB), and our civilian partners, to deter, prevent and defeat threats and aggression within its area of responsibility.
1.2. OVERVIEW OF SERVICES REQUIRED:
1.2.1. The contractor shall provide off-the-shelf and customizable Disaster Management and Media Emulation Software (DMS-MES) support Modeling and Simulation (M&S) for exercises and training events conducted by HQ N-NC, its Components and Subordinates, the National Guard Bureau (NGB), additional Department of Defense (DOD) partners, and training and exercise partners in other federal departments and agencies, states, tribal authorities, non-Government organizations, faith-based organizations, the private sector, and partner nations.
1.2.2. The contractor shall provide services to include: software licensing and maintenance, hardware configuration and maintenance, network recertification support, and Information Technology (IT) support during exercise execution; and exercise planning and execution support to include scenario development, M&S database tailoring, training audience instruction and support, minimal role-playing and simulation of non-participant organizations, and capture of M&S lessons learned. The software and hardware maintenance component of the contract is intended to support multiple Task Orders (TO) for DOD exercises as described in this Performance Work Statement (PWS) and to be expandable to support additional TOs as may be generated by the partners listed in paragraph 1.2.1.
1.2.3. The contractor shall provide software applications to include a disaster management simulation application and any related components, and a media emulator application interface capable of operating independently of the disaster management simulation or as a fully integrated function with the disaster management application. Exercises supported under this contract may employ the disaster management simulation or media emulator alone, disaster management in parallel with the media emulator, or disaster management and media emulation as an integrated capability.
2.0 SPECIFIC REQUIREMENTS.
2.1. TASK 1 Infrastructure Management: Disaster Management Simulation and Media Emulation Software (DMS-MES) Modeling and Simulation (M&S) software licensing and maintenance; user registration, credentialing, and training; annual certification and accreditation for DOD networks; and hardware configuration and maintenance, to include primary software applications and integration with related components.
Background: DMS-MES applications are used by a number of DOD and non-DOD organizations and in varying configurations to meet emergency and DMS-MES requirements for realistic training environments. This task unifies the basic, underlying infrastructure framework of existing hardware machines, servers, and software licenses. This unity of effort and efficiency of shared resources will leverage limited modeling and simulation (M&S) resources across multiple training partner organizations, while simultaneously building a common training environment that will maximize training interoperability, minimize training simulation incompatibilities, and establish a larger library of available training scenarios.
The minimum qualifications considered necessary to fulfill the requirements of this Task include:
· Experience: Two (2) years as system administrator or equivalent for a medium-size standalone network
· Education: 9-12 credit hours (3-4 courses) in intermediate or advanced network system operations

2.2. TASK 2 Exercise M&S Support (DOD): Disaster Management Simulation and Media Emulation Exercise Planning and Execution Support for DOD organizations including US Army North (ARNORTH), US Army Pacific (USARPAC), National Guard Bureau (NGB), and US Northern Command (USNORTHCOM)
Background: Each exercise program under this Task consists of one (1) or more exercises requiring DMS-MES planning and execution support. The DMS-MES hardware and software resources to be used for these events are pooled, maintained, and scheduled under Task 1 in accordance with (IAW) the PWS. The exercise programs to be supported are existing DMS-MES support for VIBRANT RESPONSE (VR) Staff Exercises (STAFFEXs), and related Chemical, Biological, Radiological, Nuclear (CBRN) exercise events (ARNORTH), exercises KERIS STRIKE and US ARMY Pacific (USARPAC) EXERCISE 2 (USARPAC), VIGILANT GUARD (VG) exercises (USNORTHCOM and NGB), and National Guard State exercises and training events (NGB). This Task covers DMS-MES exercise planning support, to include scenario development and refinement, database tailoring and update, and site survey and preparation; and DMS-MES exercise execution support, to include hardware and software setup/teardown, DMS-MES-related information technology (IT) support, DMS-MES user training, DMS-MES role player and control cell support, DMS-MES in-exercise database and scenario management, and DMS-MES-related post-exercise support.
The minimum qualifications considered necessary to fulfill the requirements of this Task include:
· Experience: Three (3) years as exercise controller for M&S supported exercises
- Education: Federal Emergency Management Agency (FEMA) courses IS-100, 200, 700, and 800b or equivalent sequence in disaster management
- Expertise: Basic certification in Database Management
2.2.1. Disaster Management Simulation and Media Emulation Support (DMS-MES) for ARNORTH and USARPAC Exercises. The mission is to provide realistic, relevant, and interdependent training environments that facilitate training through the integration of Live, Virtual, Constructive, and Gaming (LVC/G) simulations to enable the ARNORTH Commander, Commander JTF-CS, and Commander USARPAC to confirm the readiness of CBRN Response Enterprise (CRE) forces, validate Operational Plans (OPLANs), and accomplish training objectives within a Defense Support of Civil Authorities (DSCA)/CBRN and Humanitarian Assistance/Disaster Relief (HA/DR) environments.

2.2.2. Disaster Management Simulation and Media Emulation (DMS-MES) Support for VIGILANT GUARD Exercises. The contractor shall provide DMS-MES-related planning and execution support for USNORTHCOM and National Guard Bureau co-sponsored regional exercise VIGILANT GUARD (VG).

2.2.3. Disaster Management Simulation and Media Emulation Support (DMS-MES) for (non-VG) National Guard Exercises. The contractor shall provide DMS-MES-related planning and execution support for non-VIGILANT GUARD National Guard (NG) Chemical, Biological, Radiological, and Nuclear (CBRN) exercises and related training events.

2.3. TASK 3 Exercise M&S Support (Non-DOD): Disaster Management Simulation and Media Emulation Software Exercise Planning and Execution Support for non-DOD organizations including other Federal Departments and Agencies, States, Tribal Authorities, non-Government organizations, faith-based organizations, the private sector, and partner nations.
2.3.1. Task Orders added to the contract under this Task are intended to provide menu-based DMS-MES to one (1) or more exercises conducted by the tasking organization as specified in each individual TO. Each TO will include a contribution toward the pooled infrastructure and maintenance described and managed under Task 1, dependent on the number, type, and frequency of exercises to be supported; since the organization will benefit from efficiencies gained from the pooling resources, the contribution is necessarily less than that which would be required to execute a standalone support contract for the same effort.
The minimum qualifications considered necessary to fulfill the requirements of this Task include:
· Experience: Three (3) years as exercise controller for M&S supported exercises
- Education: FEMA courses IS-100, 200, 700, and 800b or equivalent sequence in disaster management
- Expertise: Basic certification in database management
2.3.2. For purposes of standardization in developing TOs under this Task, the format and coverage for DMS-MES exercise support as described in paragraph 2.2.3. above shall serve as a template for the PWS, and shall be made available in a standardized menu format that simplifies levels of support and related costs.

2.4. TASK 4: Media Emulation Support
2.4.1. Where media emulation is applied in Tasks 2 and 3 above, this Task describes how the contractor shall support the respective exercise.
2.4.2. For each unique exercise supported by media emulation, the contractor shall establish an Exercise Social Media Web Portal, a password-protected website with the ability for exercise controllers to upload and stream videos, print stories, photographs, blogs, and other posts on pages that look and function like mainstream and social media sites. The portal will serve as the primary distribution point and consumption point for exercise media products and serve as a platform for scenario-based social media discourse. The contractor shall develop and set up the portal; customize the pages for each exercise; and manage user accounts with various permission levels for each exercise. The contractor shall provide remote, year-round technical and user support. The contractor shall provide support during exercises, to include serving as mock media, role players in the simulation cell (simcell) and/or social media role players.
The minimum qualifications considered necessary to fulfill the requirements of this Task include:
· Experience: Two (2) years as exercise controller for M&S supported exercises, and two (2) years in media relations
- Expertise: Basic certification in social media system administration/monitoring
2.4.3. The Web portal shall establish, dependent on the level of integration with disaster management simulation determined for each exercise, which may include no use of disaster management simulation, use of disaster management simulation in parallel with media emulation, or use of disaster management simulation and media emulation as a fully integrated application. The contractor shall support the hosted Web portal in designing the portal, managing accounts, and providing exercise support as detailed below.
2.4.4. The contractor shall host a Web portal replicating the look and functionality of mainstream media sites, social media sites, social mapping sites and, Government and other agency home pages. The portal must be accessible via commercial internet connections. The portal shall be scalable to support exercises ranging in scope from a single-venue event with 20 user accounts up to national, multi-venue events with up to 1,200 simultaneous discrete user accounts per instance in use (note that a single discrete user account may be established for an organization, and up to 100 personnel may need to access that account simultaneously). A single user account may have as many as 10 personae ("characters" or "avatars") associated with it. Thus, the 100 personnel who may be accessing an account could be assuming the role of any of the 10 characters associated with the account. (Note: For the equivalent of a multi-instance exercise requiring more than 1,200 simultaneous discrete user accounts, the contractor shall employ the optimal combination of servers and instances that ensures the most stable and reliable system configuration during exercise execution.) The platform must be able to run, when authorized, on DOD networks for which an Authority to Connect/Authority to Operate (ATC/ATO) has been issued.
2.4.5. The various types of mainstream media, social media, and government/agency pages must allow cross-posting and sharing of content similar to the functionality of existing Web-based agency home pages, mainstream media, and social media sites. Pages will provide users the option to sign up for notifications when new content is posted. The site must be compliant with Section 508 Amendment to the Rehabilitation Act of 1973.
2.4.6. Web interface with user access controls for file management must allow non-technical personnel (Exercise Controllers and exercise participants) to upload content with minimal training, which the contractor shall provide when requested by the exercise sponsor.
2.4.7. The portal shall allow exercise controllers and exercise participants to upload content in real time in print, video, and photo formats before and during exercise execution. The portal will allow “prescheduling” of products that can “post” at predetermined times.
2.4.8. The portal shall be capable of supporting up to 1,200 simultaneous discrete, concurrent user accounts per exercise instance in use.
2.4.9. The portal shall allow upload of videos up to 200 megabytes in size up to a maximum of 200 videos per exercise. Videos must be uploadable by Exercise Controllers from venues throughout the United States and participating partner nations. Videos shall stream smoothly from the server to exercise locations via commercial internet connections. The data rate shall support buffered video no slower than the data rate of the Internet connection in use at the primary site and across all sites. Video and audio files shall not be downloadable by exercise participants.
2.4.10. The portal shall use common industry video, audio, and imagery file formats or Contractor shall provide software compatible with government computers to convert files to usable formats. The solution must use HTML 5 technology, which allows browsers to display video content without the use of Flash or any additional plugins. This is required for all modern versions of Chrome, Firefox and Safari. Older versions of Internet Explorer may not support HTML 5, in which case the solution must default to Flash to display video content.
2.4.11. The portal shall replicate the look, feel, and functionality of popular mass media and social media networking Web sites including television, radio, and print news sites; major unit/organization pages similar to fan or group pages on Facebook, microblogging capability similar to Twitter, video sharing capability similar to YouTube; and Web log capability similar to Blogger. The portal shall not infringe on copyright or other legal protections that apply to commercial sites.
2.4.12. The contractor shall adapt the portal to maintain currency with relevant real-world online communication sites in order to simulate new functionalities and replicate new Web-based sites as they become common tools for sharing information.
2.4.13. The contractor shall optimize the portal for and to be compatible with popular Web browsers and mobile devices including smartphones and tablets.
2.4.14. The portal shall include a note-taking feature accessible only to Exercise Controllers to permit entry of time-stamped observations in real time and to export observations for inclusion in After-Action Reports.
2.4.15. The portal shall be capable of supporting multiple simultaneous but separate exercises, up to the number of active licenses, ensuring data does not cross from one “firewalled” exercise to another.
2.4.16. The portal shall use industry and Government best practices to ensure security of information, including, but not limited to, hosting on an “https” server; providing password-protected accounts with password protocols as established by the exercise sponsor; and incorporating measures to prevent audio, video, and imagery content from being downloaded and distributed out of context. The contractor shall clearly label the portal and its pages as exercise support tools.
2.4.17. All content uploaded by an exercise’s sponsor shall remain the property of the exercise sponsor and shall not be shared or published for any other purpose without the consent of the exercise sponsor. When authorized by the exercise sponsor, the content may be maintained/retained for up to one (1) year post-exercise. The exercise sponsor may authorize, in writing, maintaining the information for additional periods beyond the one (1) year post-exercise period.
2.4.18. The contractor shall be based in the contiguous 48 United States to allow for ease of communication, transportation, and on-site technical support. The contractor personnel who have access to DOD-provided Web content shall be citizens of the United States in order to comply with DOD restrictions on foreign disclosure of information.

2.5. TASK 5: Monthly Status Report/Program Management Review:

- The contractor establishes and maintains portal access and functionality to the prescribed number of user accounts for each scheduled exercise, with no greater than 5% of users experiencing a denial of access lasting greater than 5% of the scheduled training time.
- The contractor successfully restores any in-execution portal outage within no greater than 5% of the scheduled live execution period (actual training time between STARTEX and ENDEX). Beginning two(2) weeks prior to an exercise and lasting until the end of an exercise, contractor begins resolving issues not later than two (2) hours after notification and continues until resolved, with no delay in STARTEX nor interruption in training that exceeds 5% of the scheduled training period.

- Prior to each exercise, contractor demonstrates portal functionality according to the prescribed list at PWS para 2.4,29. and all discrepancies are resolved such that any loss of functionality results in cancellation of fewer than 5% of the scheduled Training Objectives, with no delay in STARTEX nor interruption in training that exceeds 5% of the scheduled training period.
4.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES:
4.1. GOVERNMENT-FURNISHED PROPERTY.
4.1.1. HARDWARE: The Government will provide Automated Data Processing equipment (computers, cables, monitors, etc.) associated with the performance of this contract.
4.1.2. SOFTWARE: The Government will provide DMS-MES and related components as defined herein, and media emulation, via licenses leased or owned by the Government, including associated annual software maintenance fees, as applicable.
4.2. GOVERNMENT-FURNISHED RESOURCES.
4.2.1. FACILITIES, SUPPLIES AND SERVICES. The Government shall provide access to Government facilities as necessary in performance of the exercise planning and execution requirements IAW this PWS. The contractor will conduct Hardware and software maintenance in the contractor’s facility, except when the hardware is located in Government spaces and access is granted as noted above.
4.2.1.1. The Government will provide workspace at each Government location of performance; this includes desk space, chair, and computers connected to NIPRNet/SIPRNet access, and use of telephones, copier and fax machines.
4.2.2. INFORMATION RESOURCES. Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. The COR is the primary source of technical guidance for this contract. Designated Alternate CORs at USNORTHCOM, U.S. Army North, JTF-CS, USARPAC, and NGB/J7 will provide DMS-MES technical guidance for relevant exercise programs described under Task 2.
4.2.3. GOVERNMENT-FURNISHED INFORMATION. The Government will provide copies of reference materials cited in the PWS subparagraphs of section 2.0 to the contractor after award.
4.3. MATERIALS AND OTHER DIRECT COSTS (ODCs). The contractor may be required to purchase reimbursable items. Reimbursable purchases under $3,000 must be approved by the COR, in writing, prior to purchase. Items exceeding $3,000 shall require COR recommendation and written Contracting Officer approval. The contractor shall not break up a purchase to meet this threshold. The contractor shall provide an itemized listing of purchased items and title the listing “Contractor Acquired Property”. Material and ODCs are not subject to profit, but may include applicable indirect expenses. The contractor must support any request in excess of $3,000 with three competitive quotes. If competitive quotes are not feasible, the CO may waive this requirement after rational and justification has been received from the contractor. The CO for this contract and for administration further reserves the right to request additional supporting receipts and/or vouchers to verify any costs. The Government will pay for the cost of printing/copying of DMS-MES Training Audience training materials and the cost to transport disaster management equipment to each execution event, when required, by the most economical method that meets Government scheduling and availability requirements.
5.0. GENERAL INFORMATION.
5.1. SECURITY. All personnel assigned to this task order must possess a SECRET United States Government security clearance as identified below prior to beginning work on this PWS. Access to special access programs, activities, and or briefings may be required as part of this effort, and personnel assigned shall be capable of gaining such access. Contractor personnel shall not divulge any information about files, data, processing activities or functions, USERIDs, passwords or other information to anyone not authorized access to such information. Contractor personnel shall abide by all N-NC rules, procedures and standards of conduct. Contractor shall ensure that the versions of DMS-MES in use for each execution event include all applicable upgrades, software patches, and functional features.
5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The contractor shall be allowed non-escorted access to Government buildings on Peterson AFB/Cheyenne Mountain Air Station, disaster management storage locations, and other sites, consistent with task requirements. Contractor personnel may enter facilities where escorted access is mandatory. If so, the Government will provide or coordinate for the required escort for the facility. Access to Government facilities, documents, and systems shall be IAW with DD Form 254, and Department of Defense Contract Security Classification Specifications.
5.3. TRAVEL. The contractor shall obtain advance COR approval for travel in support of mission requirements. The contractor shall submit trip requests to the COR 30 days prior to planned travel. This may be waived at the discretion of the COR. The Government will only pay for travel expenses outside the normal commuting distance (50 miles). Travel will be required within the 50 States, three (3) Territories and the District of Columbia of the United States, may include international travel to support selected exercises, and will be required over selected National Guard Drill weekends. Travel expenses are not subject to profit, but may include applicable indirect expenses. The contractor shall provide trip reports to the COR within five (5) working days of completion of travel.
5.3.1. CONTINGENCY TRAVEL. No contingency travel is anticipated.
5.3.2. NON-CONTINGENCY TRAVEL. The contractor shall perform travel away from the normal duty location as approved by the COR.

5.4. PRODUCT OWNERSHIP. All exercise-specific work products produced by the contractor in conjunction or in support of the performance of exercises or planning events are the property of the Government.
5.5. PROPRIETARY DATA.
5.5.1. The contractor shall request Government approval prior to the use of any noncontract-related proprietary data or software tools to fulfill the requirements of this PWS.
5.5.2. The Government will provide the contractor access to information required to accomplish assigned tasks commensurate with security clearance and on a need-to-know basis.
5.5.3. During the contract period and upon expiration of the contract, the contractor shall return all data pertaining to this contract to the Government. The contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.
5.5.4. The Government has unlimited rights to all specific exercise content related deliverables developed under this PWS. The contractor shall not use such content related deliverables for business development or any other vendor strategic purposes.
5.6. HOURS OF WORK. Work hours are weekdays (Monday-Friday) from 7:30 am to 4:30 pm (Local Time irrespective of time zone). DMS-MES-supported execution events will require on-site two 12-hour work-shifts during continuous operations events and one 12-hour work-shift during non-continuous operation events. Media emulation support will be per para. 2.4.21. Requirements for this contract will require work occurring on selected National Guard Drill weekends.
Military down-days are not considered Government holidays.

5.8 . MANAGEMENT
5.8.1. The contractor shall appoint a Project Manager who shall coordinate with the COR to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of contractor's employees. The Project Manager shall ensure the contractor's employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise contractors' employees to the COR or Contracting Officer immediately. The contractor shall designate the PM and Alternate in writing and provide the information to the CO and COR within five (5) days of contract award and within three (3) days of changes thereafter. The contractor shall ensure its personnel identify themselves as contractors IAW contractual requirements as well as applicable N-NC directives and instructions. All employees should be recognizable as a contractor employee at all times by wearing, on the front of the outer clothing, a contractor badge bearing the employee’s name. All employees shall identify themselves as a contractor in meetings, over the phone, and in e-mail traffic.
The PM and Alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of the contract.
5.8.2. The contractor shall ensure its personnel do not perform any inherently governmental activities. The contractor shall ensure its personnel do not attempt to represent the Government of the United States, ARNORTH, JTF-CS, USARPAC, NGB, nor NORAD or USNORTHCOM to any other person or entity, US or foreign, except for delivering a Government-approved message or position.
5.8.3. The contractor shall be subject to the policies and directives governing the activities of all personnel at each respective location of performance.
5.8.4. The contractors shall adhere to procedures to be followed in the event of actual or simulated fires, weather advisories, natural disasters, bomb threats, terrorist activities, enemy attack, and other similar emergency type conditions posing a real or potential danger to people or property as directed by the appropriate Installation Commander.
5.9. SERVICES DURING CRISIS. The performance of these services is not considered to be mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or his representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the Contracting Officer will further notify the contractor verbally when the crisis has ended with written notification to follow.
6.0 QUALITY CONTROL PROGRAM. The contractor shall develop and maintain a quality control program to ensure contracted services are performed IAW this PWS. The contractor shall develop/implement procedures to identify and ensure non-recurrence of defective services.
