PERFORMANCE WORK STATEMENT
FOR
CONTINUITY OF OPERATIONS (COOP) REQUIREMENTS ANALYSIS
FOR
HEADQUARTERS NORAD-USNORTHCOM (N-NC) J64
2 April 2008
1.0. DESCRIPTION OF SERVICES. Advise and assist the Future Systems and Integration Directorate in identifying and documenting inter-dependencies of Command and Control (C2) capability gaps, required communications infrastructure and connectivity between HQs N-NC and Cheyenne Mountain Air Force Station (CMAFS) facilities required to support N-NC Continuity of Operations (COOP) requirements in CMAFS. Contractor shall identify shortfalls and recommend solutions to address capabilities gaps, shortfalls and requirements. In addition, the contractor shall provide a final written report documenting capability gaps and solutions.

1.2. MISSION. The J64 mission is to identify Service and Agency sponsored systems and new technology that may fulfill N-NC capability gaps and shortfalls, and deliver IT and C2 capabilities to N-NC from project initiation to in-service status. J64 supports integration of future and upgraded C2 systems to support NORAD and USNORTHCOM missions. J64 also supports Coalition Warrior Interoperability Demonstration (CWID), Joint Concept Technology Demonstration (JCTD) and architectures as requirements develop and funding becomes available.
1.2.1. J64 conducts capabilities and functional analysis, and advocates for capabilities in accordance with DoDD 8115, and NNCI16-118. As required, J64 liaises with other directorates, subordinate commands, higher headquarters, and command partners to best articulate capability gaps and shortfalls and to mature requirements to better position the Commands to complete the mission. Provides analysis to strategically align IT investments to achieve N-NC missions of Integrated Theater Warning/Attack Assessment (ITW/AA), Aerospace Defense, Aerospace Warning, Homeland Defense (HLD), and DoD Support of Civil Agencies (DSCA).
1.2.2. J64 manages all internally developed IT enterprise-wide projects (Tier I) as directed by the J6 to meet N-NC information sharing needs. This includes the management of CWID technology transfer initiatives and JCTDs.
1.2.3. J64 coordinates the integration and delivery of IT and C2 Capabilities to N-NC by advocating requirements into the Joint Capabilities Integration and Development System (JCIDS) process, and joint systems and programs. (Tier II)
1.2.4 J64, in support of the Communications and Architecture Panel discussed in NI 10-3 and the draft NI 33-18, which focuses on ITW/AA Mission Integrity, provides assessment of future and peripheral programs and policies’ potential impact to integrity requirements specified by CJCSI and other DoD directives.
1.2.5 J64, in support of the NORAD-USNORTHCOM Chief Information Officer functions, is responsible for Enterprise Architectures. Enterprise architectures integrates mission process data into architecture models that enable operational assessments for mission process improvements, and correlates IT systems that support or enable each operational mission process in order to prioritize IT Investment Management and operational IT sustainment.
1.3. OVERVIEW OF SERVICES REQUIRED. N-NC/J64 requires assistance in identifying and documenting Command and Control (C2) capability gaps, communications infrastructure requirements and connectivity required between Peterson AFB and CMAFS to support N-NC Continuity of Operations (COOP) requirements.
2.0. SPECIFIC REQUIREMENTS.
2.1. SUBTASK 1: COOP C2 Capability Gap Analysis. Contractor shall provide planner level support to develop detailed plans to execute the COOP project.
2.1.1 Contractor shall identify and document Command and Control (C2) capability gaps and interdependencies based on NORAD and USNORTHCOM COOP requirements provided by N-NC directorates.
2.1.2 Contractor shall coordinate with project managers, both Government and contractor to ensure data is current and accurate.
2.1.3 Contractor shall document all analysis and provide the N-NC/J64 program manager weekly updates.
2.1.4 Contractor shall attend and participate in COOP Integrated Progress Team (IPT) meetings as required.
2.1.5 Contractor shall provide N-NC/J64 a comprehensive C2 Capability Gap Analysis plan NLT 1 August 2008.

2.2. SUBTASK 2: COOP Communications Infrastructure Analysis. Contractor shall advise and assist the Future Systems and Integration Directorate in identifying and documenting current and future communications infrastructure requirements to support N-NC COOP requirements in Cheyenne Mountain Air Force Station (CMAFS).
2.2.1 Contractor shall coordinate with project managers, both Government and contractor to ensure data is current and accurate.
2.2.2 Contractor shall document all analysis and provide the N-NC/J64 program manager weekly updates.
2.2.3 Contractor shall attend and participate in COOP Integrated Progress Team (IPT) meetings as required.
2.2.4 Contractor shall provide N-NC/J64 a comprehensive final report upon analysis completion NLT 15 Aug 08.

2.3. SUBTASK 3: COOP Connectivity Analysis. Contractor shall provide engineering support to determine optimum architecture for critical core services (i.e. Video Teleconference (VTC), Full Motion Video (FMV) and Defense Red Switch Network (DRSN) etc…).
2.3.1 Contractor shall provide an analysis of current and future connectivity requirements between CMAFS and Bldg 2 to support COOP in CMAFS.
2.3.2 Contractor shall coordinate with project managers, both Government and contractor to ensure data is current and accurate.
2.3.3 Contractor shall document all analysis and provide the N-NC/J64 program manager weekly updates.
2.3.4 Contractor shall attend and participate in COOP Integrated Progress Team (IPT) meetings as required.
2.3.5 Contractor shall provide N-NC/J64 a comprehensive final report upon analysis completion NLT 29 Aug 08.

4.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES. Government will provide Government-controlled working space, material, equipment, services (including automated data processing), and other support for up to two contractor personnel in building 2 where this contract will be performed. Any additional required contractor personnel shall work from contractor provided facilities.
4.0.1. Government (J6) will furnish the following documentation for contractor reference: Investment Management Gate 1 & Gate 2 Templates, IT Project Templates, Quad Chart Template, N-NC J6 Operating Instructions pertaining to IT Projects, N-NC Trusted Information Exchange Environment Policy, Information Sharing Capabilities, Management Process Flow Diagram, National Response Plan, N-NC/J6 Campaign Plan N-NC/J6 500 Day Plan, NNCI16-118., NI10-3, NI33-18 (DRAFT), and DoDAF Version 1.0 Volumes 1 and 2.
4.1. MATERIALS AND OTHER DIRECT COSTS (ODC). There are no ODCs associated with this TO.
5.0. GENERAL INFORMATION.
5.1. SECURITY. Provisions outlined in the basic DD 254 apply to this task order. Contractor shall provide personnel with clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification. All personnel requiring frequent entry to Peterson AFB, Cheyenne Mountain, and Schriever AFB shall be provided access in accordance with AFI 31-101, The Air Force Installation Security Program. Access to other locations may be provided upon request for support of this contract. Based on subject matter, contractor is required to maintain a minimum security clearance of Top Secret Sensitive Compartmented Information (SCI).
5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The contractor will be allowed unescorted access to Government building 2 on Peterson AFB/Cheyenne Mountain and other sites consistent with Task Order requirements. The contractor will require a Restricted Area Badge for access to building 2. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254.
5.3. GOVERNMENT REQUIRED TRAVEL. Contractor is not required to travel under this TO.
5.3.1. CONTINGENCY TRAVEL. Contractor is not required to deploy under this TO.
5.3.2. NON-CONTINGENCY TRAVEL. Contractor is not required to perform non-contingency travel under this TO.
5.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this PWS are the property of the Government.
5.5. PROPRIETARY DATA.
5.5.1. The Contractor shall request Government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this PWS.
5.5.2. The Contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
5.5.3. During the Task Order period, all data pertaining to this Task Order shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this Task Order after the contract ends without approval of the appropriate office of primary responsibility.
5.5.4. The Government has unlimited rights to all deliverables developed under this PWS. The Contractor shall not use any materials pertaining to this Task Order for business development or any other vendor strategic purposes.
5.5.5. Contractor personnel will be required to sign non-disclosure agreements prior to start of work.
5.6. PLACE OF PERFORMANCE/HOURS OF WORK. Primary performance shall be BLDG 2 at Peterson AFB, CO and CMAFS. Based on availability of Government facilities, some of contractor’s performance may occur at the Contractor’s facility. Normal N-NC J6 duty hours are 5 days a week, 8 hours a day from Monday through Friday during the hours of 0730 - 1630.
5.7. PERIOD OF PERFORMANCE. The period of performance for this task order is:
19 May 2008 through 30 September 2008
5.8. MANAGEMENT. The Contractor shall ensure their employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise contractors' employees to the QAE, COR or contracting officer immediately. Contractor shall ensure its personnel identify themselves as contractors in accordance with applicable N-NC directives and instructions. Notwithstanding any language in this Task Order that may imply otherwise, Contractor shall ensure its personnel do not perform any inherently governmental activities. Contractor shall ensure its personnel do not attempt to represent the Government of the United States or N-NC to any other person or entity, U.S. or foreign, except for delivering a Government-approved message or position.
