PERFORMANCE WORK STATEMENT
FOR
NORAD-USNORTHCOM/J55 ADVISORY & ASSISTANCE (A&AS)
1 July 2008
1.0. DESCRIPTION OF SERVICES:

1.2. MISSION: Develop strategy, doctrine, policy, plans, program advocacy and capabilities definition for the Commander NORAD and Commander US Northern Command in support of NORAD and US Northern Command Missions.
1.3. OVERVIEW OF SERVICES REQUIRED: Procure contractor support services for NC/J55 homeland defense, defense support of civil authorities, special plans and special category deliberate and crisis action planning efforts.
1.3.1 Products shall integrate a strong working knowledge of the N-NC organization, policies, and practices and be suitable for oral and written communication to senior officer-level audiences. Deliverables shall be written with depth of insight and quality level suitable for publication in an appropriate military periodical / journal.
2.0. SPECIFIC REQUIREMENTS
2.1. SUBTASK 1: Defense Support of Civil Authorities (DSCA) (CDRL 0008, 0009, 0023)
2.1.1. Background: The Contractor will provide DSCA subject matter expertise (SME) for USNORTHCOM (NC) DSCA planning efforts by developing all levels of plans and all associated supporting documents and briefings. The Contractor will create and coordinate command position documents, and coordinate on all other DSCA related document tasks. The Contractor will provide services that will include, but are not limited to, those listed below.
2.1.2. Contractor shall develop, write, revise, and maintain on the N-NC shared drive the most current version of NC DSCA plans and the appropriate annexes and appendices. All planning shall be conducted in accordance with the current version of the Joint Operation Planning and Execution System (JOPES) and the Adaptive Planning Process. The Contractor will also develop all Microsoft PowerPoint briefing materials required to support these planning efforts.
2.1.3. Contractor shall coordinate all levels of plans internally with NC directorates and staff and externally with the appropriate commands and agencies, collect and compile all comments, conduct comment adjudication meetings, make all necessary changes, maintain records of all comments received and their adjudication for each level of coordination (Action Officer, Planner, and General/Flag Officer), and respond to all inquiries concerning plan comment adjudication.
2.1.4. Contractor shall research, analyze, write and coordinate N-NC electronic staff packages in response to N-NC TMS tasks and internal N-NC/J5 tasks IAW the N-NC staffing process and deadline provided for each project. Examples include, but are not limited to, coordination and comment on DOD Directives, OSD and Joint Staff documents, joint doctrine publications, and support to CDRUSNORTHCOM congressional testimony.
2.1.5 Contractor shall provide DSCA exercise and contingency support, to include overnight and weekend work hours, for twelve-hour shifts (13 hours total with 30 additional minutes before and after the shift for changeover), as a DSCA crisis action planner in the Operational Planning Cell and/or Joint Planning Cell, as directed. N-NC exercise and contingency operations support will be performed at N-NC/J5 designated spaces in Building 2, Peterson AFB.
2.1.6 Contractor shall create point papers, executive summaries, trip reports and other document packages IAW N-NC formats and the deadline provided for each project.
2.1.7. Contractor shall develop PowerPoint presentations to brief DSCA information or DSCA plans to N-NC training classes, visiting groups, etc.
2.1.8. Contractor shall support all phases of N-NC hosted plans conferences and working groups by providing administrative support, participant coordination, physical setup, read-aheads, briefings, or other supporting documents, and on-site support for the duration of the conference or working group.
2.1.9. Contractor shall attend conferences and working groups, both on and off Peterson AFB, in support of N-NC DSCA planning efforts.
2.1.10. Contractor shall support all phases of DV assignments, to include event book preparation, all required coordination across the N-NC staff and with the N-NC Protocol Office and the Command Group, and IAW the deadlines provided for each portion of the project.
2.1.11. Perform other tasks in support of N-NC DSCA missions, within the scope of the Overview of Services Required, during normal duty hours.

2.2. SUBTASK 2: Homeland Defense (HLD) (CDRL 0008, 0009, 0023)
2.2.1. Background: The Contractor will provide HLD SME to support N-NC HLD planning efforts by developing all levels of plans and all associated supporting documents and briefings. The Contractor will create and coordinate command position documents, and coordinate on all other HLD-related document tasks. Contractor will provide services that will include, but are not limited to those listed below:

2.3. SUBTASK 3: Special Plans and Special Category (SPECAT) (CDRL 0008, 0009, 0023)
2.3.1. Background: The Contractor will provide SPECAT Plans SME to support N-NC special plans planning efforts by developing all levels of plans and all associated supporting documents and briefings. The Contractor will create and coordinate command position documents, and coordinate on all other Special Plans or SPECAT-related document tasks. Contractor will provide services that will include, but are not limited to, those listed below.
2.3.2. Contractor shall develop, write, revise, and maintain on the N-NC shared drive the most current version of N-NC special and SPECAT plans and the appropriate annexes and appendices. 2.3.10. Support all phases of Distinguished Visitor (DV) assignments, to include Event Book preparation, all required coordination across the N-NC staff and with the N-NC Protocol Office and the Command Group, and IAW the deadlines provided for each portion of the project.
2.3.11. Perform other tasks in support of N-NC special plans and SPECAT missions, within the scope of the Overview of Services Required, during normal duty hours.

2.4. SUBTASK 4: Monthly Status Report: The contractor shall keep the QAE and Division Chief informed of all activities via frequent verbal communication and monthly status reports. The monthly reports shall include the status of resources, resolution of previously reported problems, summary of the preceding month’s accomplishments, new problems encountered (if any), plans for the following month, and the planned deliverables for the next month. Any changes in deliverable schedules for the original task plan will be noted. (CDRL 0011, 0018)

4.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES:
4.1. GOVERNMENT FURNISHED PROPERTY
4.1.1. HARDWARE: All Automated Data Processing associated equipment (computers, printers, copiers, fax, NIPR and SIPR email accounts, etc.) associated with the performance of this PWS in Government facilities will be provided by the Government, unless otherwise directed and coordinated.
4.1.2. SOFTWARE: All software associated with the performance of this PWS in Government facilities will be provided by the Government.
4.2. GOVERNMENT FURNISHED RESOURCES: N-NC/J55 will furnish workspace for up to 4 personnel in the Building 2 on Peterson AFB, including desk space, chairs, computers connected to NIPRNET access, SIPRNET access, use of telephones, copier and fax machines.
4.2.1. FACILITIES, SUPPLIES, AND SERVICES: Unless otherwise stated in this PWS, the Contractor will perform work under this PWS in government facilities at Peterson AFB Colorado Springs, Colorado.
4.2.2. INFORMATION SOURCES: Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. Quality Assurance Personnel (QAP) will be the primary source of technical guidance for this PWS.
4.2.3. GOVERNMENT FURNISHED INFORMATION: Copies of reference materials cited in PWS paragraph 2.0 and subparagraphs will be provided to the contractor.
4.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): QAP shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
5.0. GENERAL INFORMATION
5.1. SECURITY. All personnel assigned to this task order must possess a TOP SECRET United States Government security clearance prior to beginning work on this PWS. The Government (N-NC/J2) will provide the required security billets through the established approval and management processes. Access to special access programs/activities/briefings may be required as part of this effort, and personnel assigned shall be capable of gaining such access. If personnel require access to certain special access programs, a counter-intelligence polygraph may be required. Contractor personnel shall not divulge any information about files, data, processing activities or functions, USERIDs, passwords or other information to anyone not authorized access to such information. Contractor personnel shall abide by all N-NC rules, procedures and standards of conduct. Contractor personnel shall perform the required end-of-day N-NC/J5 office security check approximately once every month.
5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed non-escorted access to Government buildings on Peterson AFB/Cheyenne Mountain Air Force Station, and other sites, consistent with task requirements. Contractor personnel may also enter facilities where escorted access is mandatory. If so, Contractor personnel shall be notified before entering the facility. Access to government facilities, documents, and systems shall be in accordance with DD Form 254, and Department of Defense Contract Security Classification Specifications.
5.3 TRAVEL: Contractor shall obtain advance QAP approval for travel in support of N-NC/J55 mission requirements.
5.3.1 Contingency Travel: On occasion, when requested by QAP, the Contractor will provide quick response support to accelerated timelines for completion of the tasks described under paragraph 2.0 which may include travel to deployed locations.
5.3.2. Non-Contingency Travel: Travel away from the normal duty location shall be performed as approved by QAP. Within five business days of return, trip reports summarizing the travel will be prepared IAW the approved N-NC J5 trip report format.

5.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this PWS are the property of the Government.
5.5 PROPRIETARY DATA.
5.5.1. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this PWS.
5.5.2. The Contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
5.5.3. During the contract period, all data pertaining to this contract shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.
5.5.4. The Government has unlimited rights to all deliverables developed under this PWS. The Contractor shall not use any materials pertaining to this contract for business development or any other vendor strategic purposes.
5.5.5. Contractor personnel will be required to Government sign non-disclosure agreements prior to start of work.
5.6. HOURS OF WORK. The Contractor shall provide performance coverage to the Government from 0700-1700; N-NC core work hours are 0800-1600, and most support will be required during those hours. Requirements may arise with little or no notice (e.g. an exercise or real-world contingency) requiring work hours occurring at night and on weekends in support of directorate and Command mission requirements. A contact phone number shall be provided to QAP for short-notice night and short-notice weekend support.

5.8. MANAGEMENT: The contractor shall appoint a project manager who shall be responsible for coordinating with QAP to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of contractor's employees. The Project Manager shall ensure the contractor's employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise contractors' employees to QAP or contracting officer immediately. Contractor shall ensure its personnel identify themselves as contractors in accordance with applicable N-NC directives and instructions. Notwithstanding any language in this Task Order that may imply otherwise, Contractor shall ensure its personnel do not perform any inherently governmental activities. Contractor shall ensure its personnel do not attempt to represent the Government of the United States or N-NC to any other person or entity, U.S. or foreign, except for delivering a Government-approved message or position.
5.9. SERVICES DURING CRISIS: Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander -The performance of these services is not considered to be mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor of the revised requirements, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes

1.2. MISSION: Perform strategic analysis of national, interagency, DOD, and Joint Staff publications, instructions, and directives. Analyze, develop, and communicate strategic capabilities, force structure constructs, long-range programs, requirements, and priorities. Coordinate and integrate transformational efforts through joint concept development and experimentation, identifying joint-capability shortfalls, and advancing interoperability. Serve as executive agent for concept development and review.
1.3. OVERVIEW OF SERVICES REQUIRED: Obtain Contractor-support services for USNORTHCOM/J52 Strategy and Policy Division to develop and communicate strategic analysis of national, interagency, DOD, and Joint Staff publications, instructions, and directives. Support NC/J52 as USNORTHCOM executive agent for external and internal strategic guidance, risk assessments, concept development and experimentation. Analyze, develop, coordinate, make recommendations, and respond to DOD and Joint Staff tasks on or with respect to Secretary of Defense directed transformation initiatives. Support NC/J52 on Total Force guidance and implementation of Global Force Management Implementation Guidance to include assignment, apportionment, and allocation of forces to USNORTHCOM, components and subordinate Joint Task Forces. Analyze, conduct assessments and provide recommendations on USNORTHCOM required capabilities, capability shortfalls, plans, programs, requirements, and priorities.
1.3.1. Products shall incorporate information concerning the N-NC organization, policies, and practices. Products may be presented orally or in written format to senior officer-level audiences. Deliverables may be published in military periodicals/journals.
2.0. SPECIFIC REQUIREMENTS
2.1. SUBTASK 1: Strategic Guidance (CDRL 0008, 0009, 0023)
2.1.1. Overview: The Contractor shall support NC/J52 Homeland Defense (HD) and Civil Support (CS) planning efforts by assisting with concept development and coordination of USNORTHCOM plans and strategic planning guidance including but not limited to: the USNORTHCOM family of plans, National Response Framework, Unified Command Plan, Joint Strategic Planning System, Guidance for Employment of the Force, and Guidance for Development of the Force. The Contractor shall coordinate on National, DOD, and Joint Staff strategic documents for the NC/J52 Strategy and Policy Division. The Contractor shall prepare and coordinate command position documents such as point papers and information/decision briefs. The Contractor shall analyze, review, make recommendations on and coordinate all other strategic guidance related tasks and assess for N-NC implications as well as ensure strategic guidance reflects CDRUSNORTHCOM intent. All contractor work is prepared for Government acceptance.
2.1.2. Contractor shall analyze, develop, write, revise, update, and maintain staff actions on strategic guidance/documents including, but not limited to: National Security Strategy, National Strategy for Homeland Security, National Strategy for Maritime Security, National Defense Strategy, Quadrennial Defense Review, Quadrennial Roles and Missions Review, Quadrennial Homeland Security Review, National Military Strategy, Risk Assessments, National Military Strategic Plan – War on Terrorism, Unified Command Plan, Secretary of Defense Strategic Guidance Statements, Global Force Management Implementation Guidance, Guidance for Employment of the Force, Guidance for Development of the Force, Capstone Concept for Joint Operations, and National Response Framework.
2.1.3. Contractor shall respond to strategic guidance tasks by coordinating internally with the N-NC directorates, special staff, components, and subordinates and externally with the appropriate commands and agencies. The Contractor shall collect and compile comments, conduct comment adjudication meetings, make necessary changes, maintain records of comments received and adjudication for each level of coordination [Action Officer, Planner, and General/Flag Officer (GO/FO)], and respond to inquiries concerning comment adjudication.
2.1.4. Contractor shall review, analyze, and make recommendations concerning National, DOD, and USNORTHCOM policy and doctrine documents assigned to Directorate via the N-NC Task Management System (TMS).
2.1.5. Contractor shall assist in coordination and analysis of Campaign and Concept/Operational Plans to execute USNORTHCOM plans. The Contractor shall analyze, develop, provide recommendations and prepare briefings required to support these planning efforts.
2.1.6. Contractor shall support development of USNORTHCOM strategic planning documents. Provide input to planning efforts through concept development. Conduct mission analysis for HD and CS operations such as National Special Security Events. Support the research and identification of facts, assumptions, constraints, specified and implied tasks, and limitations required for USNORTHCOM HD and CS mission analysis such as contingency plans (CONPLANs) and National Special Security Events.
2.1.7. Contractor shall support transformational organization and reorganization initiatives of USNORTHCOM such as changes in components, subordinates, and staff.

2.2. SUBTASK 2: Concept Development and Experimentation (CDRL 0008, 0009, 0023)
2.2.1. Overview: The Contractor shall analyze, develop, coordinate and make recommendations to the Government in response to DOD and Joint Staff tasks with respect to Secretary of Defense-directed transformational initiatives found in documents such as Capstone Concept for Joint Operations, Joint Operations Concepts Development Process (Chairman of the Joint Chiefs of Staff Instruction 3010.02), Joint Operating Concepts, Joint Functional Concepts, and Joint Integrating Concepts. The Contractor shall create and assist in coordination of command position documents and coordinate on Joint Concept and Experimentation-related tasks. The Contractor shall write, create graphics, and develop briefing materials required to support these development efforts for Planner-Level, GO/FO, CDRUSNORTHCOM, CJCS, and SecDef review and approval. All contractor work is prepared for Government acceptance.
2.2.2. Contractor shall review, write, edit, prepare briefs, and prepare coordination for revisions of the DOD Homeland Defense and Civil Support Joint Operating Concept (DOD HD and CS JOC). The contractor will prepare a revised version of the DOD HD and CS JOC that will include insights from experimentation.
2.2.3. Contractor shall develop, write, revise, create and maintain (on N-NC shared drive) the most current as well as past versions of the DOD HD and CS JOC and the appropriate appendices.
2.2.4. Contractor shall prepare draft documents for coordination, maintain comment matrix and assist with adjudication of comments, post work on the N-NC shared drive, and respond to inquiries through NC/J52 Division Chief for the development of revisions to the DOD HD and CS JOC. Respond to time sensitive DOD HD and CS JOC associated tasks with updates to revision and briefs.
2.2.5. Contractor shall ensure final draft of DOD HD and CS JOC is ready for SecDef review and correctly reflects the N-NC Commander’s perspective. The SecDef is the final approval authority of the DOD HD and CS JOC. The Contractor shall transition to concept development for supporting concepts directed by the Joint Staff or Director N-NC/J5. The Contractor shall write, prepare briefs and provide administrative assistance to support these development efforts.
2.2.6. Contractor shall research, analyze, make recommendations and respond to tasks on DOD concepts to include the family of concepts such as Joint Operating Concepts, Joint Functional Concepts, and Joint Integrating Concepts.
2.2.7. Contractor shall analyze and provide comments to DOD concepts; coordinate with DOD concept developers such as USJFCOM and USSTRATCOM; provide recommendations and respond to Joint Concept and Development tasks. DOD concept analysis and coordination shall include critical review for HD and DSCA implications, assessing impact on USNORTHCOM, coordinating and communicating with appropriate stake holders, and providing recommendations for concept refinement.
2.2.8. Contractor shall maintain on the NC/J52 portal, or as requested by NC/J52 Division Chief, copies of current approved/draft versions of transformational documents such as Joint Operating, Joint Functional, and Joint Integrating Concepts.
2.2.9. Contractor shall prepare briefs on concepts for USNORTHCOM family of plans.
2.2.10. Contractor shall support NC/J52 experimentation effort for DOD and USNORTHCOM concepts. The contractor shall assist with planning, coordination, and execution of the DOD HD and CS JOC Limited Objective Campaign Plan.
2.2.11. Contractor shall analyze concepts, develop experimentation objectives, conduct liaison with USJFCOM or appropriate organization and prepare experimentation plan for identified DOD or N-NC/J5 concepts. The contractor will coordinate DOD HD and CS JOC experimentation activities with N-NC/J8.

The Contractor shall support NC/J52 by coordinate activities such as conferences/meetings/working groups within the NORAD/USNORTHCOM Staff to address command and control structure, command relationships, and levels of authority to component and subordinate headquarters and their missions and tasks. All contractor work is prepared for Government acceptance.
2.3.2. Contractor shall analyze, develop, write, revise, and maintain staff actions assigned to Directorate via TMS that are related to Service and Functional Components to include but not be limited to: US Army North, US Air Forces North , Marine Forces North, Commander US Fleet Forces Command, Joint Force Land Component Command, Joint Force Air Component Command, and Joint Force Maritime Component Command.
2.3.3. Contractor shall analyze, develop, write, revise and maintain staff actions related to USNORTHCOM subordinate commands and Joint Task Forces to include but not be limited to: Joint Task Force Alaska, Joint Task Force Civil Support, Joint Task Force North, and Joint Force Headquarters National Capital region.

Contractor shall analyze, develop, write, revise, and maintain staff actions related to Total Force initiatives to include but not limited to National Guard Joint Force Headquarters State, National Guard Joint CONUS Communications Support Environment, National Guard CBRNE Enhanced Response Force Package (CERFP), National Guard Reaction Force, National Guard Weapons of Mass Destruction-Civil Support Teams, National Guard Joint Interagency Training Center, and Critical Infrastructure Protection-Full Spectrum Integrated Vulnerability Assessment.
2.4.3. Contractor shall analyze, develop, write, revise, and maintain staff actions assigned to Directorate via TMS and related to the status of military forces, State Active Duty, US Code Title 10, Title 32 and Title 14.

2.5.1. Overview: The Contractor shall provide HD and CS subject matter expertise in support of NC/J52 Strategy and Policy Division with coordination and expertise for USNORTHCOM required capabilities. The Contractor shall prepare and coordinate command position documents such as point papers, information/decision briefs, and electronic staff summary sheets.
2.5.2. Contractor shall analyze, develop, write, revise, and maintain staff actions for Joint Capabilities Integration and Development System (JCIDS). Contractor shall, in coordination with N-NC/J8, review JCIDS documents, such as Initial Capability Documents, Capability Development Documents, and DOTMLPF Change Recommendations.
2.5.3. Contractor shall, in conjunction with NC/J55 Plans Division and N-NC/J8, link plans to resources for the entire NC family of plans.
2.5.4. Contractor shall assist N-NC/J8 in the development and refinement of the Joint Capability Areas (JCAs). Contractor shall attend meetings and conferences, frequently in the National Capital Region (NCR) on JCAs.
2.5.5. Contractor shall assist in development of and coordinate on N-NC Integrated Priority List (IPL).

2.6.1. The Contractor shall prepare and coordinate command position documents such as point papers, information/decision briefs, and electronic staff summary sheets.
2.6.2. Contractor shall analyze, develop, write, revise, and maintain staff actions for Global Force Management Implementation Guidance and the DOD Base Realignment and Closure process, to include but not limited to, support for coordination on the DOD Global Force Management document, the Integrated Global Presence and Basing Strategy.
2.6.3. Contractor shall, in support of NC/J52 as the NC lead, coordinate on the DOD Forces For Unified Commands Memorandum that assigns forces and support coordination on the DOD Force Apportionment Tables. Contractor shall develop and present briefings on the Forces For to the command, as requested.
2.6.4. Contractor shall, in support of NC/J52 as the N-NC/J5 lead, assist in coordinating with NC/J3 on issues for the quarterly Global Force Management Boards, assist in coordinating with N-NC/J8 on Multi-Service Force Deployment issues, and with N-NC/J8 on Operational Availability studies. Contractor shall attend Joint Staff-led MSFD Conferences.

2.7. SUBTASK 7: Office Automation (CDRL 0008, 0009, 0023)
2.7.1. Overview: The Contractor shall provide on-site office automation support to NC/J52.
2.7.2. Contractor shall monitor, update, and maintain TMS database for NC/J52, and notify individuals when assigned tasks affect their area of responsibility.
2.7.3. Contractor shall provide general administrative support. For example contractor would send out invitations, process and track security clearances, prepare read-ahead packets and visit requests, and support limited objective experiments.
2.7.4. Contractor shall perform an annual physical inventory of all items in the NC/J52 Automated Data Processing Equipment (ADPE) account, maintain current inventory records, ensure all accountable IT assets have AIM-generated standard product (bar code) labels affixed, obtain approval and coordinate all potential transfers of IT assets between EC accounts with the applicable ECO where practical, and associated ADPE management tasks in support of Government ADPE custodian.
2.7.5. Contractor shall provide administrative support, participant coordination, physical setup, read-aheads, briefings, or other supporting documents, and on-site or off-site support for N-NC participation in wargames, conferences and working groups for the duration of supported activity.
2.7.6. Contractor shall support Distinguished Visitor assignments to NC/J52,to include but not limited to event book preparation, required coordination across the N-NC staff and with the N-NC Protocol Office and the Command Group IAW the deadlines provided for each portion of the project.
2.7.7. Contractor shall perform the required end-of-day N-NC/J5 office security check.

The reports shall include the status of resources, resolution of previously reported problems, summary of the preceding month’s accomplishments, new problems encountered (if any), plans for the following month, and the planned deliverables for the next month. 4.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES:
4.1. GOVERNMENT-FURNISHED PROPERTY
4.1.1. HARDWARE: All Automated Data Processing equipment (computers, printers, copiers, fax, NIPR and SIPR email accounts, etc.) associated with the performance of this contract in Government facilities will be provided by the Government, unless otherwise directed and coordinated.
4.1.2. SOFTWARE: All software associated with the performance of this contract in Government facilities will be provided by the Government.
4.2. GOVERNMENT FURNISHED RESOURCES:
4.2.1. FACILITIES, SUPPLIES, AND SERVICES: N-NC/J52 will furnish workspace for up to six personnel in the Building 2 on Peterson AFB, including desk space, chairs, computers connected to NIPRNET access, SIPRNET access, use of telephones, copier and fax machines. Any additional personnel will be required to work in the Contractor’s facility.
4.2.2. INFORMATION SOURCES: Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. QAP will be the primary source of technical guidance for this contract.
4.2.3. GOVERNMENT-FURNISHED INFORMATION: Copies of reference materials cited in PWS paragraph 2.0 and subparagraphs will be provided to the contractor.
4.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): QAP shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
5.0. GENERAL INFORMATION
5.1. SECURITY. All personnel assigned to this task order must possess a TOP SECRET United States Government security clearance prior to beginning work on this PWS. Access to special access programs/activities/briefings may be required as part of this effort, and personnel assigned shall be capable of gaining such access. If personnel require access to certain special access programs, a counter-intelligence polygraph may be required. Contractor personnel shall not divulge any information about files, data, processing activities or functions, USERIDs, passwords or other information to anyone not authorized access to such information. Contractor personnel shall abide by all N-NC rules, procedures and standards of conduct. Contractor personnel shall perform the required end-of-day N-NC/J5 office security check.
5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed non-escorted access to Government buildings on Peterson AFB/Cheyenne Mountain Air Force Station, and other sites, consistent with task requirements. Contractor personnel may also enter facilities where escorted access is mandatory. If so, Contractor personnel shall be notified before entering the facility. Access to government facilities, documents, and systems shall be in accordance with DD Form 254, and Department of Defense Contract Security Classification Specifications.
5.3 TRAVEL: Contractor shall obtain advance QAP approval for travel in support of N-NC/J52 mission requirements. The contractor will write trip reports. (CDRL 0009). Government will only pay for travel expenses outside the normal commuting distance designated for Government personnel.
5.3.1 Contingency Travel: On occasion, when requested by QAP, the Contractor will provide quick-response support to accelerated timelines for completion of the tasks described under paragraph 2.0 which may include travel to deployed locations.
5.3.2. Non-Contingency Travel: Travel away from the normal duty location shall be performed as approved by QAP.

5.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this contract are the property of the Government.
5.5 PROPRIETARY DATA.
5.5.1. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this contract.
5.5.2. The Contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
5.5.3. During the contract period, all data pertaining to this contract shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.
5.5.4. The Government has unlimited rights to all deliverables developed under this contract. The Contractor shall not use any materials pertaining to this contract for business development or any other vendor strategic purposes.
5.5.5. Contractor personnel will be required to Government sign non-disclosure agreements prior to start of work.
5.6. HOURS OF WORK. The Contractor shall provide performance coverage to the Government from 0700-1700; N-NC core work hours are 0800-1600, and most support will be required during those hours. Requirements may arise with little or no notice (e.g. an exercise or real-world contingency) requiring work hours occurring at night and on weekends in support of directorate and Command mission requirements. A contact phone number shall be provided to QAP for short-notice night and short-notice weekend support.

5.8. MANAGEMENT: The contractor shall appoint a project manager who shall coordinate with QAP to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of contractor's employees. The Project Manager shall ensure the contractor's employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise contractors' employees to QAP or contracting officer immediately. Contractor shall ensure its personnel identify themselves as contractors in accordance with applicable N-NC directives and instructions. Contractor shall ensure its personnel do not perform any inherently governmental activities.
