Assess and revise for Government approval interoperability standards, policies and doctrine in support of IT programs, C4 systems assessment and planning, including PPBE, strategic C4 planning, the integration of C4 policies, processes and procedures to exercise planning (scenario and training development) and execution, and capabilities based assessments. Support the development, analysis, and implementation of Global Information Grid (GIG) and national command capability initiatives and future requirements. Air and Missile Defense
| Description |
| Support services for NC/J53, Air and Missile Defense Division, to include Air and Missile Defense policy, doctrine, concepts, plans, Concept of Operations (CONOPS) integration and development, operational architecture products, future capabilities requirements, intelligence needs, analysis and implications, logistics requirements, missile defense wargames, experiments, exercises, training, and coordination throughout the Air and Missile Defense (AMD) community to support these Integrated Air and Missile Defense (IAMD) systems for NC in support of Homeland Defense (HLD). This effort will support the USNORTHCOM/J5 in defining its role, mission, vision, strategies, and IAMD architectures required to support the USNORTHCOM IAMD mission. It will seek to improve IAMD within the command among its staff, components, and with outside organizations and agencies such as, Missile Defense Agency, Joint Theater Air and Missile Defense Organization Space and Missile Defense Command, the Joint Staff, and other government and non-government agencies with the IAMD missions. It will help baseline current requirements, identify shortfalls and strengths, and propose solutions to enhance information flow to ensure desired compatibility and strengthen overall Missile Defense (MD) capabilities. It will provide for planning and identification of current and future year MD requirements by USNORTHCOM. The USNORTHCOM/J5, furthermore, will continue to revise and validate the IAMD CONOPS consistent with Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) maturity. |

Anti-Terrorism/Force Protection (AT/FP) Critical Infrastructure Protection (CIP)
| Description |
| NC J34 requires analytical advisory and assistance services in development of FP policies and procedures, and coordinating and implementing a FP program that covers the full spectrum of FP missions. FP enhances the ability of NC to push timely and accurate threat information to the warfighting commander and provides a sound, consistent and proactive approach to ensure responsiveness to the diverse operations found in the NC AOR. Emphasizing Battlestaff integration, these tasks are required to delineate steps, processes, procedures and resources necessary to establish and maintain a FP program for the NC AOR that lends itself toward Mission Assurance (MA). FP program objectives will include a risk management process and mitigation/remediation analysis; survivability/vulnerability assessments; technical analytical support to consequence management planning; wargaming; technical analyses and studies; planning, policy and doctrine review; conference planning; technical reviews and analysis; and training. Also, NC/J37 requires advisory and assistance service for the Resources, Manpower, and Liaison support. |

| Support to N-NC/J71 for Requirements, Planning, Development, Execution and Assessment of a comprehensive joint exercise program with specific focus on CCMRF readiness, use and management of the Joint Tactical Information Management System (JTIMS) and the Joint Master Scenario Events List (JMSEL) databases, and support for inputs to the development of the Joint Training Plan (JTP). The Standing EXECUTE ORDER (EXORD) for the CCMRF specifically tasks CDRUSNORTHCOM to annually confirm CCMRF unit training and readiness, to activate, employ, and command and control (C2) CCMRF assets effectively. This is to be accomplished by annually exercising CCMRF C2 headquarters and operationally employing elements of the CCMRF. The results of this readiness assessment are to be reported to the Chairman, Joint Chiefs of Staff (CJCS), United States Pacific Command (USPACOM) and United States Southern Command (USSOUTHCOM). |
