PERFORMANCE WORK STATEMENT
FOR
PLANS AND FUTURE CONCEPTS SUPPORT
FOR
J63 COMMUNICATIONS COMMAND, CONTROL, COMPUTERS (C4) OPERATIONS
INFORMATION SYNCRONIZATION CELL (ISC)
and
J63 THEATER NETWORK OPERATIONS (NETOPS) CONTROL CENTER (TNCC)

1.0. DESCRIPTION OF SERVICES. Assist NORAD-USNORTHCOM J6, J63 ISC, SJFHQ-N cell and N-NC J4 cell to develop information sharing capabilities, Government approved policies and procedures and assist in the development, coordination and implementation of an information sharing/ synchronization to include the implementation of comprehensive procedures, processes for information sharing within and external to the Commands and inclusion of information sharing/synchronization in all key documentation of operational information sharing.
Assist ISC in the development of C4 training and evaluation capabilities, Government approved policies and procedures for C4, and training and evaluation capabilities to include the implementation of comprehensive procedures and processes for C4 training, and evaluation within and external to the Commands.
Assist the TNCC with oversight and situational awareness of Theater Information Grid (TIG) resources to ensure they are optimized to support the Combatant Commander’s assigned missions and operations.

1.2. MISSION. The Information Synchronization Cell (ISC) is the primary Information Synchronization Group (ISG) node responsible for synchronizing the missions and functions of the Information Domain and provides decision makers and mission partners with the processes and architectures that facilitate relevant, accurate and timely information and intelligence information in order to achieve decisive levels of shared and accessible knowledge. Information exchange support to SJFHQ-N cell and N-NC J4 cell directorates are included in the mission support.
The N-NC J633, TNCC, oversees C4 resources to support N-NC Combatant Commander enabling a dynamic, trusted information exchange environment in the execution of current and future operations. The TNCC provides oversight and situational awareness of Theater Information Grid (TIG) resources and ensures they are optimized to support the Combatant Commander’s assigned missions and operations.
1.3. OVERVIEW OF SERVICES REQUIRED. N-NC J4 cell, J63 ISC, TNCC and SJFHQ-N cell requires advisory and technical C4 knowledge, concepts and principles and communications support to military operations acumen in the performance of these tasks. Support is required for N-NC Headquarters, service components, Joint Task Forces, and their mission partners in the areas of: information sharing strategy, policy and doctrine, satellite communications, information technology (IT) services, information exchange, information sharing efforts, net-centric operations, and command and control and communications processes and solutions in support of IT C4 systems operations and assessments, for information synchronization and network operations (NetOps). Contractor shall support: Development and integration of operational tactics, techniques and procedures (TTP) internal and external to N-NC; Coordination of the N-NC information sharing/exchange and Trusted Information Exchange Service and Collaborative Information Environment (CIE) for the ISG; Development of Theater Net-Centric Strategies, NetOps situational awareness operations, and NetOps CONOPS; Conduct analysis on all issues associated with and required for situational awareness of N-NC systems, networks, and services.
2.0. SPECIFIC REQUIREMENTS.
2.1. SUBTASK 1: NORAD-USNORTHCOM INFORMATION SHARING SUPPORT.
2.1.1. The Contractor shall draft for Government approval and review all N-NCOM Concepts of Operation, Implementation, Execution (CONOP, CONIMP, CONEX) and Standard Operating Procedures to ensure that information sharing/synchronization policies and procedures are addressed, approximately thirty (30) per year. All plans shall be Government Performance Results Act (GPRA) compliant. (CDRL 0023)
2.1.2. The Contractor shall draft for Government approval the 5-Year Strategic Plan based on DoD and N-NC information sharing policy, procedures and standards. Development resources include N-NC Information Sharing, Knowledge Management policies and procedures, National Security Strategy, National Military Strategy, Defense Planning Guidance, Quadrennial Defense Review and applicable DoD policies (CDRL 0023).
2.1.3. The Contractor serving as Information Exchange Brokers (IEB) shall support the entire command, subordinates and mission partners with Information Sharing capabilities.
2.1.3.1 The Contractor shall serve as advisor to the N-NC battle staffs and deployed Task Forces or advisors to the Information synchronization/coordination center (Engine Room) during operations and exercises (approximately five (5) exercises per year and 4 other operations).
2.1.3.1.1 The Contractor shall maintain quarterly deployment status report/matrix of all Iambs to include next quarter deployments.
2.1.3.1.2 The Contractor shall submit to the Government a monthly deployment report/matrix of all IEBs to include current burn rate and travel expenditures (CDRL 0018).
2.1.3.2. The Contractor shall ensure proper use of collaborative tools to enable the coordination of relevant information among the N-NC staff directorates, battle staffs, assigned forces and DoD and non-DoD mission partners.
2.1.3.3. The Contractor shall identify the critical information flow policy and current inhibitors to the information flow within the staff sections.
2.1.3.3.1 The Contractor shall identify the interagency, combatant commands, components and civil and local information exchange requirements and analyze the policy that enables critical information to reach the staff directorate/agency lead. (CDRL 0023).
2.1.3.3.2 The Contractor shall determine if the staff process results in fusing all operationally relevant information across functional areas and if the information is shared expeditiously.
2.1.3.4. The Contractor shall identify the interagency, combatant commands, components and civil and local information conduits and analyze the process that enables critical information to reach the staff directorate/agency lead.
2.1.3.5. The Contractor shall synchronize the information flow process within N-NC C2 boards/groups/cells to ensure a smooth transaction of information that answers the Commander’s Critical Information Requirements (CCIR).
2.1.3.6. The Contractor shall serve as an information conduit from the staff section/agency to the Information Synchronization Cell identifying process issues, gaps and seams in the information flow.
2.1.3.7. The Contractor shall serve as resident expert of N-NC processes such as: Request for Information and Intelligence, Request for Action, CCIR methodology, staff Battle Rhythm, N-NC Concept of Operations/Concept of Employment (CONOP/CONEMP), Information Management Plan, Knowledge Management Plan, Information Sharing, and proponent feeds into the Commander's Daily Update Brief and all collaborative tools used by N-NC and primary tools used by mission partners.
2.1.3.8. The Contractor shall use the Collaborative Information Environment tools to identify gaps/issues that exist due to lack of interoperability, improper classifications, stovepipes, and improper staff actions.
2.1.3.9. The Contractor shall deploy in support of up to six (6) National Special Security Events (NSSE) to assist the operations staff at Joint Task Forces and Multi Agency Coordination Centers.
2.1.3.9.1. The Contractor shall maintain quarterly deployment status report/matrix of travel to include next quarter deployments. (CDRL 0018)
2.1.3.9.2. The Contractor shall provide staff assistance to organizations charged with NSSE planning and execution. Contractor shall deploy approximately nine (9) times per year in support of exercises and other operations and provide staff assistance ranging from training of personnel on collaborative tools to ensuring technical connectivity with the correct mission partners to assisting with the development of headquarters design (CDRL 0009).
2.1.3.10. The contractor shall sign Statements of Non-Disclosure as required.
2.2. SUBTASK 2: COLLABORATIVE INFORMATION ENVIRONMENT TRAINING.
2.2.1. The Contractor shall write, review and update approximately fifteen (15) lesson plans annually concerning the core collaborative information environment tools.
2.2.2. The Contractor shall train, four times per month, the N-NC staff on collaborative tool use, processes and procedures.
2.2.2.1. As a, or part of a, Mobile Training Team (MTT), the Contractor shall develop, schedule, plan, conduct, and evaluate training of N-NC Collaborative Information Environment (CIE) tools.
2.2.2.2. The Contractor shall provide MTT Instruction Manuals for N-NC CIE. (CDRL 0023)
2.2.2.3. The Contractor shall provide curriculum and syllabi for N-NC CIE. (CDRL 0023)
2.2.2.4. The Contractor shall provide MTT evaluation metrics and criteria for N-NC CIE. (CDRL 0023)
2.2.2.5. The Contractor shall provide curriculum and syllabi for N-NC Knowledge Management Training Program. (CDRL 0023)
2.2.2.6. The Contractor shall provide MTT Instruction Manuals for N-NC Knowledge Management. (CDRL 0023)
2.2.3. The Contractor shall conduct training on new tools for N-NC staff and battle staff, state emergency management agencies, non-DoD departments of the Federal Government and select volunteer agencies.
2.3. SUBTASK 3: INFORMATION SHARING ASSESSMENTS SPECIAL STUDIES AND ANALYSIS
2.3.1. The Contractor shall provide support to N-NC-J6 Information Sharing/synchronization in special studies and analysis requirements throughout the AOR.
2.3.1.1. The Contractor shall recommend methods to enhance or improve Information Sharing within N-NC.
2.3.1.2. The Contractor shall identify impediments/inhibitors to Information Sharing within the Commands and suggest /recommend solutions. (CDRL 0023)
2.3.2. The Contractor shall maintain quarterly deployment status report/matrix of all IEB actions to include next quarter deployments. (CDRL 0018)
2.3.3. The Contractor shall conduct analysis of N-NC Information Sharing capabilities to ensure Command processes and policies are being followed. (CDRL 0023).
2.3.4. The Contractor shall review approximately twenty (20) staff products per month to ensure they account for N-NC Information Sharing capabilities.
2.3.5. The Contactor shall develop and present General Officer (GO) level briefings, presentations and research papers, approximately two (2) per month to keep the J6 staff informed of Information Sharing status. (CDRL 0008).
2.3.6. The Contractor shall conduct training and assist in planning for collaborative tool use in support of up to six National Special Security Events (NSSE) per year (CDRL 0013).
2.3.7. The Contractor shall assess emerging Information Sharing hardware and software applications for use by N-NC.
2.3.8. The Contractor shall provide Subject Matter Expertise (SME) to meet planning, operational/headquarters staffing actions to include correspondence, data collection, and analysis for Information Sharing issues.
2.4. SUBTASK 4: ISC INFORMATION SYNCHRONIZATION GROUP/CELL COLLABORATIVE INFORMATION ENVIRONMENT (CIE) SUPPORT.
2.4.1. The Contractor shall provide technical and management support for the information sharing both internal to the command and external elements via the Information Synchronization Cell. Support includes monitoring the N-NC CIE tools.
2.4.2. The Contractor shall provide technical advice and training support for personnel on the N-NC CIE.
2.4.3. The Contractor shall synchronize Battle Staff group level assessments assisting with analysis, operational impact, and way-ahead formulation.
2.4.4. The Contractor shall coordinate with a central operations center and the Information Synchronization “Engine Room,” manned with personnel responsible for coordinating the flow of information and IEB support.
2.4.5. The Contractor shall perform as the conduit from an operational cell to the remainder of the Commands and is a facilitator between that cell and the Information Synchronization Group.
2.4.5.1. The Contractor shall monitor the Commands’ information flow and synchronization system in order to assist all Commands elements in the discovery of and removal of any impediments to smooth information and intelligence flow and synchronization. Internal chat channels are critical to close coordination among personnel.
2.4.6. The Contractor shall use the CIE to synchronize efforts among Information Synchronization Group members and across the Commands.
2.4.7. The Contractor shall train others to use collaborative processes and tools in the Collaborative Information Environment. Contractor shall maintain skill levels to include the ability to be fully capable of leading or being a member of the information sharing mobile training team, required to deploy not only within N-NC, but also to other mission partners’ locations.
2.4.7.1. The Contractor shall maintain quarterly deployment status report/matrix of all travel to include next quarter deployments.
2.5. SUBTASK 5: TNCC C4 OPERATIONS ANALYSIS SERVICES
2.5.1. The Contractor shall assist in determining mission impacts to C4 outages as per reporting Rules Of Engagement identified in the N-NC TNCC Standard Operating Procedure.
2.5.2. The Contractor shall prepare and develop draft operating procedures and other related operations documentation for Government approval. Documents will include checklists and playbooks for a variety of information interchanges among Government, civilian, and international organizations for C4 situational awareness and reporting. (CDRL 0023)
2.5.3. The Contractor shall provide technical assessments, risk analysis, mission impact assessments, and recommendations to mitigate C4 outages and degradations in compliance with N-NC IAVA policy. (CDRL 0023)
2.5.4. The Contractor shall prepare and process After Action Reviews, After Action Reports, and hot-washes, as required, following each exercise and real world event. (CDRL 0023)
2.5.5. The Contractor shall prepare and process Plans of Action and Milestones (POA&M), as required. (CDRL 0023)
2.5.6. The Contractor shall prepare and provide N-NC assessment of Information Assurance Vulnerability Assessment (IAVA) compliance. The Contractor shall maintain global situational awareness of Information Assurance events and create reports as needed. The Contractor shall report and track network changes to include INFOCON, Information Assurance Vulnerability Management (IAVM) system, CTO notification as well as tracking and reporting changes and actions taken by N-NC HQ/Subs/Comp (CDRL 0023) The Contractor shall maintain global situational awareness of Information Assurance and Computer Network Defense events and create daily reports. The Contractor shall report and track network changes to include INFOCON, IAVM system, CTO notification as well as tracking and reporting changes and actions taken by N-NC HQ/Subs/Comp. The contractor shall support 24 hour TNCC operations.
2.5.7. The Contractor shall prepare and provide characterization and assessment of C4 incidents and issues. (CDRL 0023)
2.5.8. The Contractor shall prepare and provide situation awareness reports, as required. (CDRL 0023)
2.5.9. The Contractor shall participate in online conferences and meetings, video teleconferences (VTC), pre-planning conferences, and telephone conferences as required to complete duties. The Contractor shall participate in Computer Network Event/Assessment Conference calls and Threat Working Group (TWG) and Information Operation (IO) Working Groups as needed. The Contractor shall participate in Computer Network Event/Assessment Conference calls, Threat Working Group (TWG) and Information Operation (IO) Working Groups during exercise and contingency events in order to provide an analysis of computer network defense threats.
2.5.10. The Contractor shall provide a recapitulation of discussions and topics using information papers or discussion papers within 24 hours after end of each meeting attended. (CDRL 0009)
2.5.11. The Contractor shall prepare, coordinate, and process Work Plans, TNCC NetOps Strategy and briefings, TNCC Information Assurance (IA) Implementation Plans and briefings, TNCC NetOps CONOPS and briefings, TNCC NetOps Implementation Plan and briefings and TNCC NetOps Tactics, Techniques, and Procedures (TTP) and related briefings. The Contractor shall monitor IA/CND tools and create IA/CND briefings as required. This includes generating IA/CND Items of Interest and IA/CND Incident Reports for enterprise and theater concerns and release as directed by TNCC/WO (CDRL 0008)
2.5.12. The Contractor shall monitor using the N/NC NETOPS IA/CND tools via computer software and create IA/CND briefings for the TNCC Watch Officer, Information Synchronization Chief (ISC) and the N-NC J6 during exercise and contingency events. This includes generating IA/CND Items of Interest Reports for the network enterprise and theater CND/IA concerns and release these reports via e-mail as directed by TNCC/Watch Officer.
2. 6. SUBTASK 6: ISC TRAINING.
2.6.1. The Contractor shall provide instructor lead classes for approved J6 applications for students internal to N-NC Headquarters. The Contractor shall provide instructor led courses with a maximum of twelve students, minimum of one, approximately thirty (30) times per year.
2.6.2. The Contractor shall provide business tools training to include, but not limited to, SharePoint Portal, Automatic Message Handling System (AMHS), Task Management System (TMS), Content Manager, Work Group Managers, and others.
2.6.3. The Contractor shall provide collaborative tools training dictated by Defense Information Systems Agency (DISA')s new collaborative tools.
2.6.4. The Contractor shall provide end of course student critique and class attendance data monthly. (CDRL 0018)
2.6.5. The Contractor shall incorporate past lessons learned in future training and measure effectiveness of that training.
2.6.6. The Contractor shall convert approved courses from instructor led courses to Web-based Training (Web Based Training).
2.6.7. The Contractor shall be available to train externally. The Contractor shall augment the Mobile Training Teams during contingencies and real world events.
2.6.8. The Contractor shall provide Battle Staff Training to N-NC J6 personnel.
2.6.8.1. The Contractor shall train and educate the N-NC C4 Battle Staff using the existing program. The Contractor shall maintain and update the course as required.
2.6.8.2. The Contractor shall culminate training with a qualifications assessment and certification.
2.6.8.3. The Contractor shall schedule, coordinate and manage training briefer, attendees, presentations, facilities and other logistical details.
2.6.9. The Contractor shall develop and standardize online and instructor led courseware for new J6 approved tools. This includes, but is not limited to, developing courses to support new policies, training objectives, metric and performance tracking tools, training plans, style guides/job aids, and instructor/student guides, approximately ten (10) times per year
2.6.9.1. The Contractor shall develop course syllabi, lesson plans, user guides and other courseware as needed.
2.6.10. The Contractor shall work with N-NC J64 and others to obtain project plans of action and milestones (POA&M) and insert training development and user training time requirements into each POA&M where user training is required.
2.6.11. The Contractor shall operate and maintain the J6 Enterprise Training Room.
2.6.11.1. The Contractor shall develop and publish course and room schedules monthly. (CDRL 0023)
2.6.11.2. The Contractor shall schedule and coordinate IT maintenance and upgrades within the training rooms.
2.6.11.3. The Contractor shall maintain the training room Automation Data Processing Equipment (ADPE) account.
2.6.11.4. The Contractor shall assist the J6 Learning Management System (LMS) Manager and division LMS POCs in coordinating training room usage.
2.6.12. The Contractor shall keep LMS current on J6 enterprise courses.
2.6.12.1. The Contractor shall load online courses for command use and create user accounts.
2.6.12.2. The Contractor shall interface with N-NC J7 for establishing course dates and prerequisites.
2.6.12.3. The Contractor shall track training rosters and class metrics; validate status of J6 personnel training requisites met, on time, and not met and report results to J6 staff. (CDRL 0008)
2.6.13. The Contractor shall maintain an Enterprise Training website on the NIPRNET, SIPRNET and RELCAN networks. The website is to be used for posting courseware, How-To, links and other relevant tools that assist end users in using N-NC applications.
2.6.14. The Contractor shall support new users during command exercises, as required. For example, AMHS support during ARDENT SENTRY and VIGILANT SHIELD exercises.
2.6.15. The Contractor shall assist with the management of N-NC/J6's Lessons Learned Program.
2.6.15.1. The Contractor shall collect lessons learned status updates from the assigned POC’s within the directorate and input them into the Advanced Lessons Management System (ALMS) database.
2.6.15.2. The Contractor shall prepare Lessons Learned Status reports for submission to Deputy Director and Executive Command's Corrective Action Board (CAB) every quarter. (CDRL 0023)
2.6.15.3. The Contractor shall observe exercises and real world contingencies to validate completion and recommend closure of previous lessons learned.
2.6.16. The Contractor shall provide status reports including standardization & development status reports monthly. (CDRL 0018)
2.7. SUBTASK 7: MONTHLY STATUS REPORT. Contractor shall keep the QAP and Division Chief informed of all activities via frequent verbal communication and monthly status reports. The monthly reports shall include the status of resources, resolution of previously reported problems, summary of the preceding month’s accomplishments, new problems encountered (if any), plans for the following month, and the planned deliverables for the next month. Any changes in deliverable schedules for the original task plan will be noted. (CDRL 0011, 0018)

4.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide Government-controlled working space, material, equipment, services (including automated data processing), and other support for up to ten (10) contractor personnel where this contract will be performed. Any additional contractor personnel shall work from contractor provided facility.
4.1. MATERIALS AND OTHER DIRECT COSTS (ODCs). In the event that the contractor is required to purchase reimbursable items costing less than $500, such purchases must be submitted for approval by the QAP prior to actual purchase. Items exceeding $500 shall require prior QAP and Contracting Officer approval. Purchases will not be broken up in order to meet this threshold.
5.0. GENERAL INFORMATION.
5.1. SECURITY. Provisions outlined in the basic DD 254 apply to this task order. Contractor shall provide personnel with clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification. All personnel requiring frequent entry to Peterson AFB or Cheyenne Mountain Operations Center (CMOC) shall be provided access in accordance with AFI 31-101, The Air Force Installation Security Program. Access to other locations may be provided upon request for support of this Task Order. Based on subject matter, contractor is required to maintain a minimum security clearance of Top Secret Sensitive Compartmented Information (SCI).
5.1.1. The Contractor shall comply with the Use of Government-furnished Telecommunication Equipment Policies on government property and locations, and while using at contractor facilities.
5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The contractor will be allowed unescorted access to Government buildings 1, 2, 504 and 1470/1471 on Peterson AFB/Cheyenne Mountain and other sites consistent with Task Order requirements upon completing required building security requirements. The contractor will require a Restricted Area Badge for access to buildings. Access to Government facilities, documents, and systems shall be in accordance with the contract DD254.
5.3. GOVERNMENT REQUIRED TRAVEL
5.3.1. CONTINGENCY TRAVEL. Contractor may be required to deploy in support of contingencies under this Task Order.
5.3.2. NON-CONTINGENCY TRAVEL. Travel required to fulfill the tasks in this PWS shall be performed in accordance with FAR 31.205-46, Travel Costs. Travel will include both CONUS and OCONUS and may be as much as 20 days in duration. Travel must be approved by the QAP prior to scheduling a trip. A trip report will be required by the contractor within 5 duty days of trip return. Below are the anticipated trips for each year; however actual required travel may vary based on Government requirements. (CDRL 0009)

5.3.3. The Contractor shall maintain travel and deployable status by ensuring passports, visas, and any special requirements are current and in-order.
5.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this PWS are the property of the Government.
5.5. PROPRIETARY DATA.
5.5.1. The Contractor shall request Government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this PWS.
5.5.2. The Contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
5.5.3. During the Task Order period, all data pertaining to this Task Order shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this Task Order after the contract ends without approval of the appropriate office of primary responsibility.
5.5.4. The Government has unlimited rights to all deliverables developed under this PWS. The Contractor shall not use any materials pertaining to this Task Order for business development or any other vendor strategic purposes.
5.5.5. Contractor personnel will be required to sign non-disclosure agreements prior to start of work.
5.6. PLACE OF PERFORMANCE/HOURS OF WORK. Work is to be performed at Peterson AFB, CO and Cheyenne Mountain Air Force Base, CO to include any areas of deployment and areas of operations or contractor facility as needed. Normal N-NC J6 duty hours are 5 days a week, 8 hours a day from Monday through Friday during the hours of 0730 - 1630.
5.7. PERIOD OF PERFORMANCE. The period of performance for this task order is:
Base Year – 25 September 2006 through 24 September 2007 Option Year 1 – 25 September 2007 through 24 September 2008 Option Year 2 – 25 September 2008 through 24 September 2009 Option Year 3 – 25 September 2009 through 24 September 2010 Option Year 4 – 25 September 2010 through 24 September 2011
5.8. MANAGEMENT. The contractor shall appoint a project manager who shall be responsible for coordinating with the QAP to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of contractor's employees. The Project Manager shall ensure the contractor's employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise contractors' employees to the QAP, COR or contracting officer immediately. Contractor shall ensure its personnel identify themselves as contractors in accordance with applicable N-NC directives and instructions. Notwithstanding any language in this Task Order that may imply otherwise, Contractor shall ensure its personnel do not perform any inherently governmental activities. Contractor shall ensure its personnel do not attempt to represent the Government of the United States or N-NC to any other person or entity, U.S. or foreign, except for delivering a Government-approved message or position.
5.9. PERFORMANCE OF SERVICE DURING CRISIS. The performance of these services is considered to be mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor of the need for temporary suspension of services, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
5.9.1. The Contractor shall be considered mission critical and as such be able to provide quick response support that entails providing SME on a 24-hour basis during crisis, national disaster or national security event. This may occur as many as many as six times per year.
5.9.2. The Contractor shall be subject to recall within a 4-hour period, and shall be required to work an alternate work schedule, overtime, weekends and/or holidays as well as periods of deployment during crisis, national events or exercises. This may occur as many as 25 weeks each year.
5.9.3. TNCC C4 Operations Analysis Services (Subtask 6). The Contractor shall be accessible to the Government 24 hours a day, 7 days a week. The Contractor shall support quick response actions within one hour of notification by the Government on a 24-hour basis.
5.10. CONTRACTOR FACILITY USE: The contractor shall provide conference facilities for working groups and conferences in support of this contract at no additional cost. Government use of contractor conference facilities shall be coordinated with the contractor task lead and shall be provided by the contractor on a space-available basis at the sole discretion of the contractor.

1.0. DESCRIPTION OF SERVICES. Manage Command, Control, Communications, and Computer (C4) systems and associated policy, doctrine and plans to ensure these systems are essential information superiority force multipliers for NORAD-USNORTHCOM (N-NC). Identify, assess, analyze, plan, integrate, and align future C4 concepts with N-NC missions and responsibilities. Effort supports the N-NC/J6 and their mission partners in synchronizing their C4 roles, missions, visions, strategies, and architectures required to support the N-NC missions.

1.2. MISSION. The J6 Plans and Future Concepts Branch serves as knowledge managers to aid decision-making and provides processes, tools, expertise, personnel, leadership and assistance to N-NC and J6 Divisions in order to synchronize command, control, communications and computers (C4) programs and future concepts with roles, missions, visions, strategies, and N-NC current communication systems architectures. Also, responsible for the technical and operational analysis of key DoD C4 concepts and plans in order to align them with N-NC missions and required capabilities.
1.3. OVERVIEW OF SERVICES REQUIRED. N-NC J655 requires advisory and technical communications knowledge, concepts and principles, and communications support to military operations acumen in the performance of this task. Support is required for N-NC Headquarters, service components, Joint Task Forces, and their mission partners in the areas of: information sharing strategy, policy and doctrine, satellite communications and transformational communications, architectures and integration, information technology (IT)services, information exchange initiatives, information sharing efforts, net-centric operations and initiatives and enterprise solutions, command and control and communications programs, command and control solutions. Assess and revise for Government approval interoperability standards, policies and doctrine in support of IT programs, C4 systems assessment and planning, including PPBE, strategic C4 planning, the integration of C4 policies, processes and procedures to exercise planning (scenario and training development) and execution, and capabilities based assessments. Support the development, analysis, and implementation of Global Information Grid (GIG) and national command capability initiatives and future requirements. Provide thorough analysis and input on C4 planning both Homeland Defense (HD) and Homeland Security (HLS) plans. Support the development of an implementation plan to support network operations (NetOps) concepts. Support the development of tactics, techniques and procedures (TTP) where applicable. Devise comprehensive GIG Enterprise Management, GIG Network Defense, and Content Staging tactics, techniques and procedures to support the NetOps concept of operations. Support the development and coordination of the N-NC information sharing/exchange, Trusted Information Exchange Service and Collaborative Information Environment (CIE) initiatives to include the development and maturity of the Information Synchronization Group (ISG) and Information Exchange Broker (JEB) concepts. Support the development of Theater Net-Centric Strategy and support development of a program strategy to support the Theater Network Communication Center (TNCC)/NetOps concept. Support the development of command center efforts and requirements. Support the commands in working groups to include the Joint Staff C2 and Net Centric Functional Capabilities Boards (FCBs), DoD Information Sharing Strategy, DOD C2 Roadmap and C2 Consolidation, and Senior Leaders Command, Control, and Communications Systems (SLC3S). Conduct analysis and staff positions on all issues associated with required services and working groups.
2.0. SPECIFIC REQUIREMENTS.
2.1. SUBTASK 1: C4/IT FUTURE CONCEPTS KNOWLEDGE MANAGEMENT.
2.1.1. C4 Future Concepts Knowledge Management. Contractor shall provide thorough analysis and consulting to support the development of future C4 capabilities in alignment with N-NC missions to include N-NC inputs from Planning, Programming, Budgeting, and Execution (PPBE) processes.
2.1.1.1. Contractor shall provide consulting services for Transformational Communications Architecture (TCA) by providing continual analysis of the program. Responsible for ensuring N-NC equities are addressed and that informational products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities.
2.1.1.2. Contractor shall provide consulting services for ultra high frequency (UHF), extra high frequency (EHF) and super high frequency (SHF)/defense satellite communication system (DSCS) satellite communications by providing continual analysis of DOD and commercial programs program. Responsible for ensuring N-NC equities are addressed and that informational products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities.
2.1.1.3. Contractor shall provide consulting services in support of Senior Leaders Command, Control and Communications Systems (SLC3S), National Command Coordination Capability (NCCC), GIG 2.0, N-NC/J6 Strategic Plan, Command and Control (C2), Cyberspace Operations, Net-Centric, and NetOps communications programs and concepts by providing optimal analysis and assessments. Responsible for ensuring N-NC equities are addressed and that informational products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities.
2.1.1.4. Contractor shall provide consulting services for information sharing programs to include DoD’s multinational information sharing efforts by providing continual analysis of programs. Responsible for ensuring N-NC equities are addressed and that informational products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities.
2.1.1.5. Contractor shall provide consulting services for data networks and associated DoD future efforts and communications programs to include net-centric enterprise services and message systems by providing continual analysis of the programs and systems. Responsible for ensuring N-NC equities are addressed and that informational products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities.
2.1.1.6. Contractor shall provide consulting services for Voice Network improvements and communications programs by providing continual analysis of associated programs. Responsible for ensuring N-NC equities are addressed and that informational products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities.
2.1.1.7. Contractor shall have in-depth knowledge of the Joint Staff and N-NC budget processes and capability development processes to promote Aerospace Warning, Maritime Warning, Maritime Defense, Homeland Defense and Civil Support needs. This includes participating in multiple Capability Based Assessments (CBAs) which include Functional Area Assessments, Functional Needs Analysis, Functional Solutions Analysis, Capability Portfolio Management meetings, workshops, and assessments, and Joint Capability documents. Contractor shall provide consulting services on both processes based on subject matter expertise and needed Command equities associated with paragraph 2.1 tasks. Contractor shall participate in Joint Staff C2 and Net Centric FCBs, providing thorough analysis of issues and recommended N-NC positions (4-12 times per month, CDRL 0018).
2.1.1.8. Contractor shall provide subject matter expertise on DOD concept of operations, Joint Capability and Initial Capability Documents. Contractor is responsible for staffing and providing subject matter expertise on documents. Responsible for ensuring N-NC equities are addressed and that informational and decision-making products are produced. Also, responsible for staffing Commands’ positions and providing technical and operational recommendations for improving capabilities and addressing them in the Joint Capability Development process.
2.1.1.9. Contractor shall review, analyze, and respond to related taskings and staff packages as required (average 5 to 7 monthly). Contractor will comply with the branch standards on task management and Commands’ standards with file and production of products.
2.1.1.10. Contractor shall provide a Weekly Activity Report input. Other information products as requested (2-4 times a month). (CDRL 0018)
2.1.1.11. Contractor shall provide status updates on subject matter and associated projects to ensure J655 is kept abreast of latest information. (CDRL 0018)
2.1.1.12. Contractor shall provide required analysis that links J6 communications efforts, and priorities and objectives to the Commands’ missions, goals, objectives, and priorities; develops quantifiable performance measures; identifies capability gaps, opportunities, and redundancies; identifies risks; and provides for continuous process improvement.
2.2. SUBTASK 2: PLANS SUPPORT.
2.2.1. C4 Plans Management. Contractor shall provide plans analysis and consulting to support the development of current and future C4 capabilities in alignment with N-NC missions and assist in construct of associated input and development of appropriate level of plans (CONPLANs, OPLANS including the plans of key supporting. This will include participation in working groups, conferences, conducting mission analysis, gap assessments, and articulation of seams and gaps, and incorporation into planning documents, N-NC PPBE meetings, and meetings associated with all tasks (approx. 2-4 per month) providing subject matter expertise and advocating N-NC J6 equities.
2.2.1.1. Contractor shall review and analyze information available through mission readiness reporting, exercise after action reporting, real-world operations lessons learned, etc., to determine J6 information technology and communications shortfalls in support of N-NC missions. Contractor shall consolidate findings and foster integration into the N-NC capability review and resource assessment process, which serves as the basis for development of the Integrated Priority Listing (IPL) and the Program Objective Memorandum (POM).
2.2.1.2. Contractor shall recommend communications support and strategies on N-NC homeland defense and security, Aerospace Warning, Maritime Warning, Maritime Defense, and civil support plans and directives to include contingency plans (CONPLANs) and operational plans (OPLANs). Contractor shall identify and translate capabilities in plans into the IPL process. Contractor is responsible for the review and staffing of these plans for Government approval and ensuring N-NC J6 equities are addressed and that informational products are produced. Contractor shall also staff Commands’ positions and provide technical and operational recommendations for improvement of C4 operations.
2.2.1.3. Contractor shall recommend communications support and strategies on network operations, Joint Staff (JS) and Office of the Secretary of Defense (OSD) publications/plans/directives associated with N-NC homeland defense and security, and air and maritime missions. Contractor is responsible for the review and staffing of aforementioned products for Government approval. Contractor shall ensure N-NC J6 equities are addressed and that informational products are produced. Contractor shall also, staff Commands’ positions and provide technical and operational recommendations for improvement of C4 operations.
2.2.1.4. Contractor shall recommend communications support and strategies on JS and OSD communications systems and C4 operations publications/plans/directives. Contractor is responsible for the review and staffing of aforementioned products for Government approval. Contractor shall ensure N-NC J6 equities are addressed and that informational products are produced. Contractor shall also staff Commands’ positions and provide technical and operational recommendations for improvement of C4 operations as it relates to N-NC J6 missions and tasks.
2.2.1.5. Contractor shall make recommendations and brief J6 leadership in preparation for plans working groups and meetings. This corporate process entails panel (Action Officer), group (Deputy Director), and board (Director) level deliberations to arrive at command-level recommendations to the Commander (average 3-6 times per month). 2.2.1.6. Contractor shall draft Joint Capabilities Area (JCA) programmatic details for submission to the N-NC Functional Capabilities Boards (FCB) and Command and Control FCBs Working Groups to develop roadmaps to achieve joint capability delivery in support of Combatant Command IPL submissions (approx. 2-4 times per month). 2.2.1.7. Contractor shall coordinate with J658 on their analysis of Program Review Issue Papers, Chairman’s Program Recommendation, Chairman's Program Assessment, Program Decision Memorandums, Change Proposals, Program Budget Decisions, Congressional authorization and appropriation documents, and other Office of the Secretary of Defense, Joint Staff, Air Force, or Congressional documents to determine if J6 information technology and communications equities are represented. If they are not, contractor shall address issues through J655 leadership and in directed venues. Contractor shall participate in Joint C2 and Joint Net Centric Operations (JNO) Capability Portfolio Management working groups, to include appropriate Focus Integration Teams and Focus Teams. Contractor shall provide thorough analysis of issues, relationship to N-NC capability needs and concerns, coordinate N-NC issues, and provide recommended N-NC positions (approx 4-8 times per month, CDRL 0018
2.2.1.8. Contractor shall accomplish review and analysis of communication systems and C4 related issues, proposals, taskings, instructions, and read-ahead materials (4 - 6 times per month). Some taskings are quick response and require extensive knowledge of the subject matter. Contractor shall make recommendations and/or brief J6 leadership.
2.2.1.9. Contractor shall maintain information on all tasks associated with this PWS which shall be accessible to J655 personnel.
2.3. SUBTASK 3: POLICY SUPPORT.
2.3.1. C4 Policy Management. Contractor shall provide policy analysis and consulting to support the development of current and future C4 capabilities in alignment with N-NC missions and assist in construct of associated input.
2.3.1.1. Contractor shall recommend communications support and strategies on J6 N-NC policies. Contractor shall be responsible for the review and staffing of policies for Government approval. Contractor shall be responsible for development of C4 policy and operating instructions for implementation. Contractor shall ensure N-NC J6 equities are addressed and that informational products are produced. Contractor shall also staff Commands’ positions and provide technical and operational recommendations insight for policy development.
2.3.1.2. Contractor shall recommend communications support and strategies on JS and OSD policies, joint doctrine, and other strategic documents associated with N-NC/J6 homeland defense, security, civil support, air, land, maritime, space, and cyberspace missions. Contractor shall be responsible for the review and staffing of aforementioned products for Government approval. Contractor shall ensure N-NC J6 equities are addressed and that informational products are produced.
2.3.1.3. Contractor shall provide subject matter expertise in the development of N-NC J6 policies for Government approval.
2.4. SUBTASK 4: STRATEGIC ANALYSIS SUPPORT
2.4.1 Strategic Analysis Support. Contractor shall provide recommendations on executive IT Strategy development to include PPBE products/processes within N-NC J6 Strategic Planning Group for NC Area of Responsibility (AOR). Recommendations will help shape N-NC J6 efforts to plan for integration of emerging technologies and enable effective baseline capabilities management.
2.4.1.1. Contractor shall assist in development of J6 Chief Information Officer (CIO) policy for net-centric capabilities with C4ISR and system analysis support to N-NC for Government approval. Contractor shall support the development of Theater Net-Centric Strategy and research and support development of a program strategy for a TNCC/NetOps concept.
2.4.1.2. Contractor shall create and sustain an Enterprise System IT Capabilities Integration/Development Life Cycle program. Contractor shall provide requirement, functional, design, funding, implementation, and retirement strategy for applications and services that comprise the N-NC Enterprise Baseline
2.4.1.3. Contractor shall research, examine, and evaluate N-NC/J6 through operational and technical assessments and provide recommendations and solutions founded upon net-centric based solutions knowledge decision management, and architectures to achieve Commands’ objectives.
2.4.1.4. Contractor shall develop J6 Strategic Plan / Roadmap, implementation plan, and associated documents and briefings to articulate J6 near term and long term way ahead. Contractor shall review and analyze future processes and architectures, strategic and enterprise initiatives, strategic-level documents, and provide updates and/or maintain J655 and J6 SPG portions of the J6 roadmaps to capture correlations to J6 capabilities, transition points to DOD provided capabilities, and potential gaps. Contractor shall make recommendations regarding potential impacts to the Commands’ programs.
2.4.1.5. Contractor shall identify, coordinate, and document emerging technologies that enhance N-NC’s posture and mission objectives.
