AMENDED Reference No. FA1517-09-R-6032
Technical and Advisory Support Services (TA2S)
This is a Request for Information only, and is not a Request for Proposal (RFP). The government is seeking input from interested parties on the below DRAFT relevancy areas for TA2S. The
Government requests interested parties provide feedback, concerns and insights into relevancy as soon as possible, but not later than 23 April 2010, 1300 Mountain Time. It is anticipated that these relevancy areas will be used in the past performance confidence assessment.
In addition to any feedback provided, interested parties are asked to provide a response to the following questions:
1. Which relevancy areas are the greatest areas of concern? Why?
2. How would you recommend the relevancy areas be adjusted or revised? Why?
3. How many past performance citations, per offeror (to include all subcontractors/ team-mates, joint-ventures and partners) would you recommend to respond to the below relevancy areas?
The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP.
The company’s standard format is acceptable; however, the limit for all responses is not to exceed three (3) single-sided, 12 font size, 8 ½ x 11-inch pages.
Contractors should provide feedback via e-mail to TA2S.N-NC@peterson.af.mil, the
Government points of contact for this posting are Ms. Joanna L. Green, Contracting Officer and
Ms. Stephanie VanDine, Contract Specialist. Each submission should be virus scanned prior to being sent. Electronic submission is required.
NOTE: E-mail submissions are subject to size and type restrictions (typically limited to less than
2 megabyte in size and only non-executable attachments such as .doc or .pdf files) as well as any other appropriate network security measures. It is the respondent’s responsibility to verify the e-mail was received and can be viewed.
CONTRACT MANAGEMENT
(1) a prime contract with multiple subcontractor/team members similar to the offeror's proposal for this effort
(2) a single cost-type contract or task order with a value of at least $500K annually
EXERCISES, LESSONS LEARNED, TRAINING (CONDUCT/DEVELOP)
(1) DOD and/or National/Agency (DHS, FEMA, DOJ, etc.) exercise planning and execution support
(2) Lessons learned observation, collection and reporting for real world and/or exercise activities
(3) Training, to include, requirements gathering, curriculum development and presentation formal and web-based
OPERATIONS C2/C2 SUPPORT
(1) Command and Control (C2) systems to conduct air sovereignty and integrated air and missile defense (IAMD) missions (i.e. Operation NOBLE EAGLE and similar contingencies) mailto:TA2S.N-NC@peterson.af.mil

(2) Maritime reporting systems, MILSATCOM military operations, Maritime Homeland
Defense, U.S. and Canadian Naval/Coast Guard maritime systems
SURGE – REAL WORLD/CRISIS EVENT SUPPORT
(1) short/no notice real world/crisis event surge support within 36 hours of notification
(2) short notice augmentation/adjustment of existing contract support personnel for a duration of at least 14 calendar days
RISK ASSESSMENT, MODELING AND SIMULATION
(1) Application of modeling simulation and analysis techniques and model design as related to
Homeland Defense (HLD) and Defense Support to Civil Authorities (DSCA)
(2) Modeling and simulation support to DOD exercises
(3) Risk analysis/risk management /risk mitigation and theater risk/criticality analysis (e.g.
COCOMs, OSD, Joint Staff, and major federal interagency partners)
COMPUTER NETWORK DEFENSE
(1) analytical support of Cyber threats and situational awareness within DoD
(2) strategic planning in the identification and advocacy of solutions to meet current and future requirements of Cyber
(3) NetOps.
PLANNING AND ASSESSMENT
(1) Strategic level planning (e.g. COCOMs, OSD, Joint Staff, and major federal interagency partners); including supporting documents and briefings, suitable for GO/FO/SES level decision makers
(2) Demonstrated ability to coordinate planning products across the DOD and/or numerous
Federal agencies
(3) Conduct plan assessments (e.g. Joint Combat Capability Assessments (JCCA) or other federal interagency or capabilities assessments)
