| Description |
| Provide analytic and technical support to: 1.3.1. Produce comprehensive program analysis and issue development in support of execution of the combatant commands’ responsibilities in the DoD Programming Planning Budgeting and Execution (PPBE) decision cycle and in the combatant commands’ internal programming processes. This includes linking the outcomes and decisions of the Joint Capabilities Integration and Development System (JCIDS) processes to programs and programming processes. These analyses and issue development discern and describe the interrelationship of programs, facts and issues to one another: identifies and frames arguments for and against; identifies areas of shortfalls, overlap and redundancy, advantages and disadvantages, risk and benefits or strengths and weaknesses associated with particular proposals. Assess and compare the likely impact of alternative proposals and identify, develop and evaluate various methods and strategies for implementing decisions. All analysis must be presented in a level of detail that allows the Government to review the supporting data, understand how conclusions and recommendations were reached and to independently evaluate and determine the best course of action. These analyses are presented as white papers, issue papers, briefings and like documents. Workload follows the DoD Programming Cycle and varies throughout the year. Provide and maintain finished research on specified DoD and Department of Homeland Security (DHS) programs in specified, standardized document, spreadsheet and graphical formats including background papers, program summary sheets, validated major milestones, capabilities documents, acquisition status, budget and programmatic detail including historical data and documents. Provide technical assistance with program and process management including the development and support of knowledge management and decision support tools, database input and system development and recommend information, process and system integration solutions. |

EXERCISE AND TRAINING PROGRAM
| Description |
| N-NC/J2 watch stander training. These services are aimed at a specific section of the J2 Directorate and are to be centrally controlled by the Intelligence Plans, Programs and Policy Division (J25). Before the cadre of watch standers can be fully successful at conducting all-source analysis in support of the Commands’ constantly evolving mission, personnel require in-depth training and task evaluation via multi-faceted exercises and other training opportunities to test and evaluate their ability to perform the mission in support of NORAD-USNORTHCOM assigned contingency plans and operations plans. The ultimate purpose is to improve analytic capabilities as well as ensure the overall effectiveness of the intelligence support provided by all personnel assigned to the J2. | Assist USNORTHCOM J34 in the development of Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE)/Weapons of Mass Destruction (WMD) and terrorist CBRNE/WMD consequence management policies and procedures. CBRNE/WMD policies, procedures, coordination and implementation are an integral part of NORTHCOM’s (NC) overall Force Protection (FP) full spectrum mission. This includes NC, Office of the Assistant Secretary of Defense (OASD) for Homeland Defense (HD), Joint Staff, North American Aerospace Defense Command (NORAD), other combatant commands and their components, and interagency organizations. Software Upgrade to MASC Extension for ArcGIS
| Description |
| The Model Analysis of Sensor Coverage (MASC) analyzes the line-of-sight coverage of different types of sensors in a wide variety of applications from air defense, to surveillance, to air traffic control. MASC allows the user to examine the relationships between radar coverage, terrain, and aircraft tracks using two and three-dimensional visualization. MASC is used by analysts within the United States Department of Defense and the Canadian Department of National Defence. Its products have been used to support several Canadian Forces and US Air Force military clients. This requirement will enhance the analytical and graphical capabilities of the current version of MASC, the MASC Extension for ArcGIS and improve MASC’s radar coverage and shapefile generation capabilities, giving MASC the capability to include man-made/custom terrain features to the terrain mask, and allow the user to export and disseminate MASC scenarios using the ArcGIS Publisher extension module. |

| Description |
| Support the NORAD-USNORTHCOM (N-NC) Intelligence Directorate, Intelligence Operations Division (N-NC/J23), to enable N-NC J2 to accomplish its mission for STO, IO and SC. As per applicable N-NC Instructions, provide technical assistance to support CI planning, sensitive program administration, policy and doctrine development and analysis, and administration, training, and execution of programs in support of N-NC STO, IO and SC. The technical assistance required includes Scientific and Technical Information (STI) elements. STI is a significant factor with respect to NORAD/ USNORTHCOM CI activities and includes: Development of doctrine, policy, plans and tactics to exploit major CI capabilities (collections, analysis, investigations, and operations) across tactical, operational, and strategic mission-related areas. Remain fully cognizant of and current in related N-NC missions such as Homeland Defense (HLD), Missile Defense (MD), Counterterrorism (CT) Continuity and other related programs. Will be required to travel to meet with representatives of higher headquarters and other government agencies in the Washington, DC, area, representatives of adjacent-level organizations, to include other Combatant Commands (COCOMs), subordinate commands, and servicing support entities throughout the world. |

| Provide technical, analytic, and programmatic support for Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA). Vigilant Guard (VG) Exercise Program Support
| Description |
| Provide services in support of the VG regional exercise program. Services include planning, development, coordination, facilitation, execution, and support for post event assessment of VG exercises and program events, use and management of a wide range of systems and processes to include, but not limited to Joint Tactical Information Management System (JTIMS), Defense Readiness Reporting System (DRRS), Joint Lessons Learned Information System (JLLIS), Lessons Learned Information System (LLIS), the Joint Master Scenario Events List (JMSEL) databases, the Global Force Management Process (GFM), and support for inputs into the development of the Joint Training Plan and the Commander’s Strategic Planning Guidance and other training plans. Develop and design broadcast-quality video injects that focus on issues and objectives specific to each exercise. |

N-NC HLD OPLAN & Strategic & Operational Policy
| Description |
| Provide recommendations on N-NC HLD OPLAN and all Strategic and Operational policy and planning documents addressing MD/IAMD. Recommendations shall include information concerning all supporting/supported relationships that impact MD/IAMD Mission on Homeland Defense (HLD). Recommendations shall also address capabilities and limitations of intelligence support to the MD/IAMD mission, wargames, exercises and experiments and the identification of current and future policy issues for N-NC/J2 and the development of operational requirements capability gaps. Improve IAMD within the command, among its staff, components, and with outside organizations and agencies such as Missile Defense Agency (MDA), Joint Theater Air and Missile Defense Organization, Space and Missile Defense Command, the Joint Staff, Combatant Commanders (COCOMs) and other government and non-government agencies. It will baseline current intelligence support requirements, identify shortfalls and strengths, and propose solutions to enhance information flow to ensure desired compatibility and strengthen MD/IAMD mission support. It will provide for planning and identification of current and future year CMD/IAMD requirements. |
