MEMORANDUM FOR: GENERAL SERVICES ADMINISTRATION (GSA) ONE
ACQUISITION SOLUTION FOR INTEGRATED SERVICES
(OASIS) SMALL BUSINESS (SB) POOL 6 AWARDEES

SUBJECT: DRAFT Technical and Management Advisory Services (TMAS 2) FAIR OPPORTUNITY PROPOSAL REQUEST (DFOPR), FA2486-20-F-1001, 96 Cyberspace Test Group
(96 CTG)
1. This Draft Fair Opportunity Proposal Request (DFOPR) is provided to GSA OASIS SB Pool 6 Prime Contractors and is issued in accordance with FAR 16.505-Ordering, and the GSA OASIS SB Pool 6, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This DFOPR is to support Air Force Test Center, 96 Test Wing, 96 CTG as defined in the Task Order (TO) Performance Work Statement (PWS) (Attachment 1). Your proposal is required to meet all solicitation requirements as identified in the Instructions to Offerors (ITO) (Attachment 4), and all other DFOPR attached documents. These attachments represent the Government’s requirement for GSA OASIS TMAS 2 FOPR 96 CTG. All other materials provided by the Government (Q&A’s, DFOPR’s, etc.) prior to this release may no longer be accurate. Offerors should reference this current requirement package only when responding to this draft solicitation.
2. The Government anticipates awarding a Cost-Plus-Fixed-Fee (CPFF) task order for this effort with a Firm Fixed Price (FFP) CLIN for Transition, Cost Reimbursable (CR) CLIN(s) for Travel, ODCs, Relocation and the Contact Access Fee (CAF). The Government proposed Contract Line Item Number (CLIN) Structure (Attachment 2) is provided. The anticipated period of performance for this TO is as follows:

3. This is an existing requirement, follow-on from TMAS 1. The Level of Effort (LOE) Matrix (Attachment 3) is provided for the need expressed in the PWS. Modifications to the LOE Matrix are not allowed and a proposal may be rejected if the LOE Matrix has been modified by an Offeror.
The Offeror shall propose to the Government’s required hours in the LOE Matrix.
4. The Government’s TO selection methodology will be Highest Technically Rated Offeror with a Realistic and Reasonable Price (HTRO w/ RRP), as defined in the attached TO Evaluation Criteria (Attachment 5). The Government intends to award without interchanges. Offerors are highly encouraged to submit their best offer in their initial proposal. Only one proposal per company will be accepted.
5. The attached Uniform Pricing Template (Attachment 6) shall be used when submitting cost proposals. Modifications to the Uniform Pricing Template (UPT) are allowed in accordance with ITO Section 17.2.4. Proposals may be rejected if the UPT has been modified by an Offeror beyond what is covered in ITO Section 17.2.4.
6. In accordance with FAR Subpart 9.5 and the Organization Conflicts of Interests (OCI) Mitigation Plan Letter, Briefing and Template (Attachment 7), Offerors are required to identify any potential OCIs concerning this TO requirement. This identification is to include any and all teaming/subcontractor arrangements. If OCIs are identified, the contractor shall notify the CO immediately and submit a mitigation plan as soon as possible, but no later than five (5) calendar days prior to the close of this DFOPR response date. An unmitigated OCI may make a proposal ineligible for award.
7. Along with the terms and conditions in the GSA OASIS SB IDIQ contract, additional contract provisions and clauses are applicable to this TO requirement and are included with this DFOPR (Attachment 8). Please ensure you review the provisions and clauses and complete all applicable fill-ins.
8. The attached B-Table Implementation instructions will be paired with the B-Tables which are currently imbedded within UPT. Upon contract award the B-Table will be removed from the UPT and will be established as Exhibit B. The implementation instructions will become the first page of the B-Table Exhibit (Attachment 9). Note: B-Table rates will be used to evaluate the use of the FAR Clause 52.217-8 Option to Extend Services which can be exercised at any time during the performance of the contract.
9. Contractor performance will be reviewed at the conclusion of the first 30 days after full contract performance has commenced. Failure to perform in accordance with the PWS and/or failure to maintain adequate staffing levels for services performed under the subject task order resulting from this DFOPR shall trigger the Government to take action under FAR 52.246-5, Inspection of Services -- Cost-Reimbursement (Apr 1984). Potential solutions may include terminating the task order and awarding to the next HRO w/ RRP Offeror.
10. The Contract Data Requirements List (CDRLs) that are required for this effort are provided as an attachment to this DFOPR (Attachment 10).
11. A Contract Security Classification Specification (DD Form 254) is required and is provided as an attachment to this DFOPR (Attachment 11). The DD Form 254 is only a Draft, and will be finalized when the Government has selected an Offeror for award.
12. If issues arise pertaining to this TO DFOPR that cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel the DFOPR without award. In such an event, the contractor will be notified, via letter or e-mail, of the CO’s decision and this decision shall be final and conclusive and shall not be subject to the “Disputes” clause or the “Contract Disputes Act.”
13. The Offeror is hereby notified that funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
14. Responses and questions to this DFOPR shall be sent to the Contracting Officer NLT 1700 CST on 13 November 2019. Any responses or questions received after this date will be reviewed in their entirety, but will only be addressed at the availability of the TMAS 2 team.
