CLASSIFIED APPENDIX VENDOR REQUEST INSTRUCTIONS
White Paper Submissions
For the White Paper submittal process, AFRL/RST is providing a classified appendix for each Technical Area. This information is intended to aid potential offerors in development of a fully responsive technical approach and ROM. The process to request a classified appendix is delineated below.
Please note, all classified appendix requests must go through the Technical POCs listed below.
Requests for a classified appendix must be received by 17 MAY 2024, with all the information required in paragraph 2 below. Incomplete requests or requests received after 17 MAY 2024 may not be honored. The Government intends to process all requests for release on the same date, 22 MAY 2024.
Any questions relating to the information provided within the classified appendices, shall be submitted to the Technical POCs listed below, through the method at which the vendor received their classified appendix.
NO CLASSIFIED QUESTIONS SHALL BE SUBMITTED VIA EMAIL.
Upon receipt of any questions, AFRL/RST will provide classified responses through the same delivery method. Questions and answers will NOT be posted on SAM.gov. The Government reserves the right not to answer questions that may provide an unfair competitive advantage.
Potential offerors are advised that an extension will not be granted to the White Paper submission date identified in the solicitation as a result of delays due to exchanges of information/delivery method delays.
Instructions to request Classified Appendix:
1. Requests shall be submitted via email to the Technical POCs listed below (copy both).
Requests made through other means, will not be honored. Upon receipt of a request, the potential offeror will receive, via email, information on how requested information will be transmitted:

2. Potential offerors shall include the following information in their email request. If any information is missing, AFRL/RST will be unable to provide the classified appendix.
a. Technical Area Appendix requested.

b. Copy of approved DD 2345, MILITARILY CRITICAL TECHNICAL DATA
AGREEMENT.
c. Classification level at which Potential Offeror is cleared.
d. Potential Offeror Cage Code/ Unique Entity ID.
e. Potential Offeror POC who can receive classified material.
f. Classified Mailing Address.
• Identify BOTH OF THE FOLLOWING ADDRESSES to facilitate the delivery of Classified material:
(1) An address that can be affixed to OUTER packaging. This is a central address which a standard courier (i.e. FedEx) can deliver to. This may be your firms’ security office or a corporate receiving location approved to receive classified material.
(2) An address that can be used for the INNER packaging to ensure the contents are delivered to the correct internal POC.
• BE ADVISED: P.O. BOX ADRESSES MAY CAUSE
SIGNIFICANT DELAYS IN TRANSMITTAL OF
CLASSIFIED INFORMATION
g. Cognizant Security Office.
h. Potential Offeror’s Security Officer’s Name and Telephone Number.
3. Upon receipt of the classified appendix, vendors shall return the signed AF310 to the following mailing address within 14 business days of receipt.

Instructions to submit a Classified Addendum to a White Paper:
1. As described in paragraph 5.2.1 of the solicitation, the White Paper shall be limited to 5 pages, prepared and submitted in Word format. Of the 5 pages allowed, up to 3 pages may be segregated into a classified addendum. The total White Paper submission, including any classified addendum shall not exceed 5 pages. Compact Disc (CD) delivery is the preferred method, with printed copies second.
2. If an offeror wishes to submit a classified addendum, please contact the POCs listed in paragraph
1 above for delivery address.
If you have any questions relating to the Classified Appendix request process only, please contact the Technical POC listed in this attachment. Additionally, please include a courtesy copy to the Contracting POC listed within the E-Gon Solicitation.
REMINDER: VENDORS SHALL NOT SUBMIT ANY CLASSIFIED
