About this file
This document contains a single source determination and notice of intent to sole source a contract with the Port of Seattle. The National Oceanic and Atmospheric Administration requires moorage and utility services for the NOAA Ship Fairweather at the Port of Seattle from March 8 to April 12, 2024. The pier space must be at least 250 feet with 25 feet of clearance, within a secure gated facility providing 24/7 access. A market survey found the Port of Seattle to be the only source meeting requirements based on space needs, security, and past performance providing outstanding service. Interested parties have 15 days to submit documentation showing ability to meet requirements, solely for determining potential competitive procurement; sole sourcing is at the government's discretion.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and contracting activity.
Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value).
Purchase order to provide moorage and water supplies to NOAA Ship Fairweather while in port period in Seattle, WA (05MAR-12APR24). The space for the Fairweather needs to be at least 250ft of pier space, with 25ft of clearance at Mean Lower Low Water (MLLW). The pier facility should also be gated and secure and provide 24 hour access.
3. Identification of the single source or the brand name to be solicited.
Port of Seattle P.O. Box 1209 Seattle, WA 98111
(206) 787-3751
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
X Other - Only one source is capable
USCG Base Seattle – unable to meet space requirements WRC Sand Point – There is more risk due to lock closure. Would require additional tug service.
Limited access Everett Naval Station – Cost prohibitive, higher security may impact operations including delay follow on projects.
Not cost effective to transit to other possible ports in the immediate area.
5. Market Research.
Fairweather and other NOAA Ships have used Port of Seattle piers in previous years, and moorage and services provided by Port of Seattle have been outstanding. Pier is adequate to berth the Fairweather. Water supplies are available. Pricing for moorage is at or near other moorage costs along the west coast.
