About this file

This document is a Limited Asbestos Survey for Building 1740 at Vandenberg Space Force Base. The survey was conducted by Insight Environmental, Inc. and identified asbestos-containing materials in the flooring mastic under the ceramic tile in the dining room and kitchen, which totaled an estimated 250 square feet. No other asbestos-containing materials were detected.

The related federal contract opportunity is a Request for Quote (RFQ) for Asbestos Abatement Services at Building 1740 on Vandenberg SFB. This is a 100% Small Business Set-Aside procurement under NAICS 562910 Remediation Services, with a $25M size standard. The contract will be Firm Fixed Price. Proposals are due by November 25, 2024, and a pre-proposal conference/site visit is scheduled for November 20, 2024. The contract will be awarded by the Department of the Air Force Space Command.

LIMITED ASBESTOS SURVEY

DATE: September 5, 2024

ATTENTION: 30 CES/CEIEC

SUBJECT PROPERTY: Building 1740 Fire Station 41 Vandenberg SFB, California 93437

INTRODUCTION:

On September 4, 2024, Insight Environmental, Inc. performed a Limited Asbestos Survey at the subject property. The purpose of this survey was to determine the presence or absence of asbestos containing materials in the proposed work areas of the property prior to renovation, repair, or demolition. This Survey was limited to the accessible building materials within the areas outlined areas by the retained contractor. This survey was conducted by Jacob A. Quiroga (CSST #19-6530 & CDPH Sampling Technician #LRC-00003767) under the supervision of Robert Augspurger (CAC #19-6515).

ASBESTOS GUIDELINES

According to standards established by the Environmental Protection Agency (EPA), any material that contains greater than 1% of asbestos is considered to be an Asbestos Containing Material (ACM), and is subject to regulatory provisions under 40 CFR 61.

Materials containing greater than one tenth of one percent (>0.1%) and less than one percent are considered Asbestos Containing Construction Materials (ACCM) according to Cal-OSHA.

These materials are subject to regulatory provisions under the California Code of Regulations (CCR), Title 8; Section 1529.

All material samples were forwarded to EMSL Analytical, Inc., (NVLAP #101048-0 and Cal ELAP #1877). See attached laboratory report for details.

Limited Asbestos Survey

ASBESTOS SAMPLING SUMMARY

Asbestos Containing Materials: The following materials were sampled at the subject site and found to contain more than 1% asbestos by volume:

Flooring Mastic Associated with Ceramic Tile Flooring: This non-friable damaged material was noted in the dining room and kitchen under existing ceramic tile flooring.

Analysis revealed the mastic contains 5%-7% Chrysotile asbestos.

(Estimated Affected Quantity 250 sq. ft.).

Non-Asbestos Containing Materials: According to independent laboratory analysis, no asbestos was detected in the following sampled materials:

The drywall/ joint compound wall materials sampled at three locations The rubber cove base adhesive sampled at two locations

RECOMMENDATIONS:

Insight Environmental, Inc. recommends the above referenced Asbestos Containing Materials be removed, if disturbance is anticipated, by a licensed asbestos abatement company prior to demolition.

LIMITATIONS:

The findings set forth in this survey are strictly limited to the time, date, and the scope of the evaluation. Insight Environmental, Inc. does not guarantee that all asbestos will be removed or that asbestos materials in concealed locations have been discovered or disclosed.

LA Testing maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by LA Testing. LA Testing bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore LA Testing recommends gravimetric reduction prior to analysis.

Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
