STATEMENT OF WORK (SOW)
For
INSTALLATION OF WIRELESS BROADBAND HIGH SPEED INTERNET ACCESS
DORMITORY PERMANENT RESIDENT DAYROOMS
On
VANDENBERG AIR FORCE BASE, CALIFORNIA
1.0 BACKGROUND
Recent changes in Air Force policy allows appropriated funding to provide internet access in dayrooms as a morale, welfare and recreation program. This assessment has provided an opportunity to provide wireless broadband high speed internet access at the Vandenberg AFB dormitory permanent resident dayrooms.
2.0 SCOPE
This task requires a contractor provide service to include all management, supervision, personnel, transportation, tools, materials and other items and services necessary to construct, install, operate, and maintain high-speed internet access (HSIA) for dormitory dayrooms in buildings: 13121, 13123, 13321, 13323, and 13135. All buildings are located within the dormitory superblock area and currently being serviced by a private cable television and broadband Internet service.
3.0 SCHEDULE
The contractor will provide a complete schedule as part of the proposal, with major activities and completion dates. The contractor will complete the installation and activation of all active service components of this project no later than 60-days after Authority-to-Proceed (ATP) is received.
Documentation will be completed no later than 90-days after ATP.
4.0 COST DATA
The contractor shall provide costing data detailing associated cost breakdowns as part of the proposal, or as directed by the Contracting Officer. Contractor will accept no changes to this SOW unless authorized by 30 SCS Project Manager in writing. Any changes involving cost must be approved by the Contracting Officer in writing.
5.0 TECHNICAL INTERCHANGE MEETINGS
The contractor shall conduct and/or participate in three working level Technical Interchange Meetings (TIMs). The first TIM will occur 30-days ATP. The final TIM will be a closing TIM at the end of the task. A closing TIM will replace the FCA/PCA formality and will be considered the final check of all contract items. The third TIM will be at the discretion of the 30 SCS Project Manager on an as-needed basis.
6.0 REQUIREMENTS
The contractor shall provide High Speed Internet Access (HSIA) capable of supporting up to ten (10) simultaneous users per access router. The routers shall be dual band (2.4 GHZ and 5 GHz) wireless “n” routers (IEEE 802.11n draft 2.0 and IEEE 802.11a/b/g compliant). The access will not be encrypted so that anyone with wireless capability can use the service for their general internet needs (e.g. email and web surfing).
6.1 The contractor shall provide log-in and passwords for up to 350 dorm residence/Internet customers.
The system shall allow all users to obtain Internet access from any of the router access points installed under this SOW.
6.2 The contractor shall provide written instruction on how to use the wireless internet service and provide training as outlined in para 7.0.
6.3 The HSIA shall have a firewall or other content blocking feature capable of restricting access to objectionable sites such as pornography and/or gambling with a 95% success rate.
6.4 To minimize tampering of router by dormitory residence, wireless router shall be mounted on a wall no more than 12 inches from the ceiling.
6.5 To prevent hanging wires, install cable and electrical outlets within 12 inches of router.
6.6 The following shows the building numbers where routers are to be installed. Exact location will be identified during survey.
6.7 Service calls shall be handled promptly and repair person should be on-site within 3-business days of initial contact.
7.0 TRAINING
The contractor shall provide basic operations training to Dormitory Managers as needed.
8.0 TESTING
Following successful installation and acceptance of the installed product by the 30 SCS PM, each router capabilities will be operationally tested using live data.
9.0 COMPONENT IMPLEMENTATION
The contractor shall ensure that any and all components chosen for the final design are given due consideration for existing components using Commercial-off-the-Shelf (COTS) components.

10.0 INDUSTRY STANDARDS IMPLEMENTATION
The contractor shall perform all work using industry standards, MIL-HDBKS and STDS as needed, the National Electric Code (NEC – current edition), the Uniform Building Code as modified for California.
