Question and Answer
1. Do we assume that the existing cable service/modems will be the primary ISP to the buildings or do we need to upgrade the ISP service?
ANSWER: Choosing an ISP will be up to the contractor. For example, if Company 1 gets the contract, they will "probably" provide Internet via their own network backbone but if Company 2 gets the contract, they may chose to subcontract ISP through Verizon DSL, etc.
2. Do we need to plan to fund the ISP or is that provided as GFE?
ANSWER: The contractor must fund the ISP as part of this contract.
3. Is there an existing wired LAN cabling into each dorm building connecting to a common POP or wire closet, or is it expected that the contractor will supply any needed intra-building wiring?
ANSWER: No government cable (fiber or copper) will be provided to the contractor. Installation of new cable will be the responsibility of the contractor.
4. Which building could /would wired Internet connectivity be established? Is there an administrative building where the subscription module and firewall would reside where the Internet connectivity would terminate?
ANSWER: All. Commercial communications access is currently available at each facility via Verizon or RuralWest Cable. The firewall could be installed at any of the six locations however; the most appropriate location would be the dorm manager’s office located in building 13123-Bomarc.
5. Is it feasible / desirable to use cable TV (cable modem) to provide the broadband Internet connection?
ANSWER: Choosing an ISP will be up to the contractor. As long as the end result is all dorm residence having high speed Internet access via wireless facility Access Points as outlined in the SOW.
6. What does the floor plan of the dorm buildings look like? Are they one large open space, or are there separate rooms for each person living in the dorms?
ANSWER: See attachment 1. Note that AP's are to be placed in large open spaces such as the public access day rooms.
7. What materials are the dorms constructed?
ANSWER: Cement block.
8. Do the buildings need to be wired or are they already wired for internet and just need wireless setup?
ANSWER: The buildings need to be wired.
9. Regarding hardware installation - How large (i.e. physical dimensions- sq. footage or L x W) are the 6 individual dorm dayrooms in each bldg.? Are there dropped ceilings with tiles in the rooms or are the ceilings not accessible?
ANSWER: The proposed location for each AP is the dorm cluster dayrooms. Each dayroom is of different configuration and size.
10. Is this a Total Small Business Set-A-Side?
ANSWER: Yes this is a total small business Set-A-Side.
11. Are there any expected service levels in place? What if a power outage occurs? Are the routers to be redundant?
ANSWER: a) High Speed Internet is expected to be equivalent to DSL. This system is not mission critical and does not need to have backup power or be redundant.
12. Are AFB personnel expecting to support any changes to the master access list of approximately 350 users?
ANSWER: The system will need to be maintained by the contractor for the life of the system; to include the user list.
13. How often does the master access list incur changes? Additions or deletions of access accounts?
ANSWER: As military personnel rotate. Since the average tour is 4 years, the contractor will have about 88 changes per year.
14. How long is the contract for?
Answer: The contract shall be up to a year with the possibility of 2 option years.
15. What is the radial distance of the location of all the buildings and/or from building 13123-Bomarc?
ANSWER: 235' to 13121 (Minuteman); 560' to 13135 (Titan); 595' to 13321 (Jupiter); 836' to 13323 (Snark).
16. What area in each building is wireless internet access to be provided?
Answer: Wireless internet access is to be provided in the Dayrooms of the dormitories.
17. Is ther physical accommodation (space) for a server in any of the dormitories?
ANSWER: Yes
