About this file
This is Addendum No. 1 to a competitive sealed bid solicitation issued by the State of Hawaii Department of Land and Natural Resources, Engineering Division, for construction services at the Keaiwa Heiau State Recreation Area Water System Improvements project (Job No. F48C612A) in Aiea, Hawaii. The addendum modifies key deadlines for the project, which involves the replacement of an existing water line with 4,211 linear feet of 3-inch Schedule 80 PVC pipe, installation of four 80-gallon water bladder tanks with manifolds and ball valves, construction of a new tank enclosure building, installation of new copper laterals to an existing comfort station, clearing and grubbing, asphaltic concrete pavement work, site erosion and sediment control measures, demolition of existing structures, and project signage across 27 line items. The addendum extends the questions due date to May 22, 2026 at 4:30 p.m., the answers due date to May 27, 2026 at 4:30 p.m., and the offer due date to June 1, 2026 at 2:00 p.m. Signed plans were uploaded to the Hawaii State e-Procurement System (HIePRO) on May 1, 2026, replacing the unsigned versions previously available.
The contract requires successful completion within 300 consecutive calendar days from the notice to proceed, with liquidated damages of $200 per calendar day for delays beyond this deadline. Bidders must hold a valid State of Hawaii Contractor's License classification "A" and comply with prevailing wage requirements and the Hawaii Business Requirement mandating 80 percent Hawaii resident workforce. Award will be given to the lowest responsible and responsive bidder, with consideration of a 10 percent price preference for recycled products and an additional 5 percent apprenticeship agreement preference. Bidders must provide performance and payment bonds equal to 100 percent of the total contract price, bid security of at least 5 percent, and demonstrate tax clearance and compliance certifications from relevant state agencies. The estimated project cost is approximately $700,000, with the actual award value determined by the lowest responsible bid and available funding. The Board of Land and Natural Resources reserves the right to hold bids for 180 days following opening and delay the Notice to Proceed up to 365 days without additional compensation.
