4. FUNCTIONAL REQUIREMENTS
4.1. AFSVC requires a single vendor solution for turn-key systems and the management and inspection of the infrastructure used for the support of those systems at base-level facilities as detailed in the SOW. This solution will be PCI compliant as applicable, and provide High Speed Internet Access (wired and wireless), hospitality management (such as voice mail, wake up calls, etc.), long distance/local telephony, interconnection to the Defense Switched Network (DSN), phone switch configuration and management, cable television service, and call accounting, The contractor will provide maintenance and support to resolve issues related to the use of these systems/services/infrastructure 24 hours a day, 365 days per year, via on-site technicians, a “live” call-in number, and web-based interface for guests and staff to monitor system usage, and log/ track trouble tickets for quick resolution. The offeror will serve as an integrator for an automated compliance reporting method, from a PCI Security Standards Council Approved Scanning Vendor (ASV), for all relevant portions of the service offering.
4.2. High Speed Internet Access (HSIA)
4.2.1. This system will allow for the delivery of HSIA (“wired” and/or “wireless”) to guests and staff outlined in Section 2.2 of this SOW. The contractor will put systems in place to allow connections to the Internet PoP via wired and wireless methods for all modern systems (e.g. mobile phones, tablets, laptops, personal computers, video game systems, etc.). Bandwidth allocated for each Lodging operation will be based on the number of rooms and devices the service is being provided for, as well as the information attached in the Current Bandwidth Utilization attachment in Section J (ref. the website URL in Section J). A migration path toward a meshed architecture for WiFi access points is required. The contractor will describe how and in what quantities bandwidth will be delivered to each lodging operation and/or base; this will be approved by the COR and the Contracting Officer before implementation. The contractor will also be responsible for ongoing performance of the HSIA service to include upgrading bandwidth as usage requires in order to keep the system performance optimal as described in this SOW. For our Lodging guests, a wireless solution for Internet access is the Air Force Lodging standard. Internet access point devices cannot be of residential grade, must allow for
31 December 2019 Page C-4 multiple SSIDs (both secured and open), must utilize the latest 802.11 standards, and must allow for 15-20 devices or more to be connected at any given time without a reduction in device/network performance through to the Internet. A managed migration to a “meshed” wireless solution that presents a single SSID property-wide and allows for better network utilization is necessary to continue the modernization of our current infrastructure and equipment. All installation materials/devices/methods will meet COR and Contracting Officer approval before the install proceeds. There may be other areas that require either “wireless” or “wired” Internet access as determined by the COR and the Contracting Officer. For instance: Each lodging property has a business center which will require “wired” Internet access for computers/printers, etc., as well as a front desk and back office area which may also require “wired” Internet access; in addition, “wireless” HSIA will be provided in coffee shops, the main lobby as well as the guest rooms; however, the coffee shop point of sale systems will require “wired” Internet access. There may also be other areas that require “wireless” and/or “wired” access; as each facility will have slightly differing requirements. With Contracting Officer concurrence, the contractor, local Manager, and the COR will work together to determine the best implementation of the services/infrastructure provided under this contract to fully meet the needs of the Air Force, to include the Wide-Area-Network schema This includes compliance with all applicable PCI Standards (e.g, Segmentation), relevant portions of the DoD Enterprise Architecture and JITC standards as required, and the standards set forth in this SOW and Section J attachments. The contractor will provide connection instructions for accessing their service in a format that can be posted in the rooms, in the business center, and at the front desk. These instructions must receive COR and Contracting Officer approval before distribution; will be distributed on both an initial and an as-needed basis as determined by the local Manager. These instructions will be provided at no cost.
4.2.1.1. The cost per room should be handled in a single pricing structure under this SOW. In the lodging rooms, AFSVC/SVOLT delivers HSIA to our guests utilizing a free-to-guest model. It is generally understood that the “guest-facing” Internet in other activities as defined in Section 2.3 of this SOW will also be delivered free-to-guest. Should the HSIA delivery need to evolve in the future, AFSVC/SVOLT may request the contractor provide enhanced bandwidth to individual guests over and above the free-to-guest HSIA service level provided.
If approved and implemented by the COR and the Contracting Officer, this bandwidth could be offered for an additional charge; this would be considered an optional service with the guest paying the associated costs required to deliver the service. Should enhanced bandwidth services be selected, the additional charge to the guest would be handled between the contractor and the guest at the time of purchase; however, the pricing for that enhanced bandwidth offering will be approved by AFSVC/SVOLT and the Contracting Officer before implementation. Additionally, AFSVC/SVOLT may choose to utilize Quality of Service (QoS) network configurations to “shape” Internet traffic to maximize bandwidth utilization. As part of utilizing QoS, a traffic analysis report will be provided the contractor to the COR, before any QoS rules are implemented. The contractor will ensure all relevant standards for processing payments are followed (e.g., PCI standards) and also put in place procedures for
31 December 2019 Page C-5 rejected/disputed charges which will require both COR and Contracting Officer approval before being implemented. Should any of these services be utilized, the contractor will ensure that sufficient bandwidth exists to offer them without impact to either the free-to-guest, or the staff-facing HSIA offerings in Lodging facilities. The contractor will provide an online method for installation-level personnel and AFSVC personnel to track bandwidth utilization by individual activity, and individual base. Overall bandwidth utilization, network and access point performance indicators for the network are required to be monitored by the contractor and managed to provide proactive and optimal performance to our guests.
4.3. Free-to-Guest Television Services
4.3.1. This system will allow for delivery of free-to-guest television to guests in facilities outlined in Paragraph 2.3.1 of this SOW. Adult content (content rated “X” as determined by the Motion Picture Association of America) is expressly prohibited. A wide selection of popular channels will be presented to AFSVC/SVOLT, the COR and the Contracting Officer for approval. Access to local channels at each base is required, as is access to the Commanders Access Channel content. The number and type of channels offered should be competitive or better than what "mid-level price point" commercial hotels offer for “free to guest” television. HD (High Definition) channels are required, unless channel content isn’t offered in HD or delivering HD content isn’t technically feasible. Existing on premise Cable TV systems will be upgraded as necessary to meet this requirement without additional cost. The COR and the Contracting Officer will be made aware of any limiting factors to providing HD content, and must approve before implementation of the system.
4.4. Phone Switch, Local/Long Distance/DSN Telephony
4.4.1. If existing, non-IP phone equipment is in use in AF Lodging, it may continue to be used but will be replaced as quickly as technically feasible. Replacement phone switch requirements are described in Section J, Attachment 2. Typically, these systems will be government purchased/contractor maintained when advantageous to the government.
The phone switch itself may be purchased from a separate company, but that company must consult with the contractor on the design/configuration of the system for technical recommendations regarding the service delivered on these systems. Dialing plans for long distance, DSN, local, room and base access must be standardized and must be approved by AFSVC/SVOLT and the Contracting Officer. Long distance rates (if any) charged to Lodging and FSS guests must be approved by the Contracting Officer with AFSVC/SVOLT concurrence before being implemented. At a minimum, local, “toll free”, and DSN calls will not be charged to the guest. The contractor will provide, on a recurring basis and at no cost to the government, dialing instructions and rate information in a format that can be posted in the room, both of which must be approved by the COR, AFSVC/SVOLT, And the Contracting Officer. Hospitality management functions of the system include, call accounting interface with the Lodging Property Management System, voicemail, directed voicemail broadcasts, wakeup calls, automatic call distribution, call data records, housekeeping status updates, reporting and management of call restriction and wakeup calls via the Front Desk, and express guest checkout. All
31 December 2019 Page C-6 phone systems must be 911/E911 compatible; E911 is preferred. Existing phone systems that do not comply with these standards must be replaced with an IP-based telephony solution as described in Section J, Attachment 2. Activities described in Paragraph 2.3.1 of this SOW may require aging phone switches to be modernized with IP-based telephony where technically feasible. The contractor will identify a way ahead for consulting on the upgrade/consolidation of all phone switches (modern and legacy); this will be submitted to the COR and the Contracting Officer for technical review. The offeror will work with the third party phone switch provider to ensure all systems are installed and configured in a manner which enables the service under this SOW to be provided, to include standardized configuration of the phone switch to meet all requirements in activities described in Paragraph 2.3.1 of this SOW. All phone systems put in place will be compatible and configured for Enhanced 911 (E911). If a given base isn’t E911 compatible, the 911 standard will be used until such time as E911 can be implemented. These standards do not preclude any relevant interface standards, such as Joint Interopability Test Command and PCI, and local standards. Air Force Lodging currently uses the Cisco CallManager system to meet these requirements at the majority of our bases. The version of the CallManager system may need to be updated from time-to-time by the offeror as part of providing normal maintenance/support services. All updates will be coordinated with the local Managers in the activities described in Paragraph 2.3.1 of this SOW and the COR before implementation.
4.5. Express Check Out
4.5.1. This system will allow for express guest checkout to be implemented for guests in Air Force Lodging. This system must integrate with the Lodging Property Management system (the Defense Lodging System or DLS), provide guest capability to review current charges and check out of DLS from the guest room. Applicable guest information must be displayed only for the room the guest is in. The folio information will be shown to the guest with all applicable options available for checkout when this option is selected. The guest will interface with the system and work through a menu-driven method to review their folio and check out of DLS, regardless of which technical implementation the contractor proposes (e.g., phone system, online system, mobile app, etc.) to meet this requirement. This functionality requires AFSVC/SVOLT, COR, and Contracting Officer approval before implementation.
4.6. PCI Configuration Standards
4.6.1. Air Force Lodging and the Force Support Squadron (FSS) business activities have been tasked by the PCI (Payment Card Industry) Security Standards Council, and our current credit card processor, to configure relevant portions of the network in a PCI compliant manner across the portfolio of card holder data operations; to include all relevant systems/networks in locations described in section 2.3.1 of this SOW. This initiative is crucial to help AF Services field commanders improve programs promoting readiness, esprit de corps, and quality of life for Air Force personnel. All activities are required to comply with PCI requirements; thus any technical solution provided by the contractor must take PCI network design requirements into account as applicable. An example of a PCI compliant network for Lodging can be found in Section J, Attachment 3j. Networks for other FSS business activities are required to meet a similar design standard, but should be site-adapted as appropriate. Functionality requires COR, and Contracting Officer approval before implementation. All activities as described in
31 December 2019 Page C-7
Section 2.3.1 of the SOW have requirements for PCI automated vulnerability reporting;
the contractor will provide relevant documentation to the COR and the Contracting Officer, as required by the AFSVC Cybersecurity team, based on the standards outlined in Section J, Attachment 3k. For all non-Lodging FSS activities, a delivery order with a site-adapted SOW, documenting the PCI compliant network and reporting, is required.
4.6.2. The contractor shall install/configure/maintain PCI compliant network equipment and configurations as required for those portions of the network used to process credit card information. Specific network configurations for PCI compliance will be approved with the COR and the Contracting Officer before implementation, and before changes to any existing networks are implemented.
4.6.3. The contractor will provide access to PCI documentation via a central repository.
Access to the solution will be required for AFSVC personnel, as well as for personnel at the installation-level activities described in section 2.3.1 of this SOW. This access will be controlled and limited by Role Based Access Control from within offeror’s technical solution.
4.7. Converged Communications
