I. Contracting Activity.

375 CONS, 201 East Winters Street Bldg 50, Scott AFB, IL 62225

II. Nature and/or description of the action being processed.

IV. Statutory authority permitting other than full and open competition.

This acquisition is being conducted under the authority of FAR Part 13 - Simplified Acquisition Procedures. This is a Limited Source Brand Name acquisition for Honeywell Vindicator equipment under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.

For the following reasons, the Honeywell Vindicator brand name hardware is unique and highly specialized to this acquisition:

This is an upgrade to the current Honeywell Vindicator system installed in B1700. If the customer were to go with any other system the part would not be compatible with the current system and will affect the ability of the 375th SFS to respond to an alarm situation. Honeywell Vindicator is the only system that SFS will certify on Scott AFB.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In accordance to FAR 6.302-1 , Honeywell Vindicator is the existing system used across Scott AFB, under an existing maintenance contract via the AF Security Forces Center, and is the only system SFS will certify. The price benefits of

If the Government were to purchase a different brand intrusion system, SFS would have to purchase compatible hardware with installation across the installation and go through the process of certifying the new brand, This would cause a duplication of cost and unacceptable mission impact. This requirement can be satisfied by any certified Honeywell Vindicator installer.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought was posted on SAM.gov, notice ID F3ST784219A001, from 5-11 September 2024. 3 vendors who were all small businesses responded they are interested and capable to provide this requirement in accordance with the Statement of Work.

Based on the market research, the Contracting Officer anticipates receiving quotes from at least three offerors. Because of this, the anticipated cost to the Government will be fair and reasonable based on adequate pricing competition.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

1. An AbilityOne search was conducted with no results found.

2. A GSA search was conducted with no results found.

3. Previous 375 CONS Honeywell Vindicator purchases were reviewed, they had a brand name justification and were solicited on SAM.gov with a 100% total small business set aside.
