About this file
This document is a Questions and Answers (Q&A) file for a United States Air Force (USAF) solicitation for MAAS (Mobile Aerospace Ancillary Support) trailers and associated tool kits. The solicitation requires four MAAS Trailer Tool Kits (System #15196-101) with specific requirements including foam-filled tires, universal kits for installation on various surface types, and first article testing (FAT) approval from Warner Robins Air Logistics Complex. Vendors must contact Mr. John N. Dunn for detailed technical information, including technical data packages, interface control documents, and specific test criteria.
Key points include: OEM-assigned part numbers with government approval, requirement for OEM-specific tools, and the need for vendors to submit FAT applications. The procurement is an overseas (OCONUS) requirement, and small business subcontracting plans will not be evaluated. Interested vendors must provide contract numbers demonstrating past performance and meet all solicitation requirements. The government will provide additional technical details through Warner Robins Air Logistics Complex, and vendors must follow specific protocols to validate their proposed trailers and tool kits.

Q and A – 2
1. Availability of USAF-Owned Technical Data Package (TDP)
1.1. We are aware of a USAF-owned Technical Data Package (TDP) for MAAS trailers that may support fabrication of functionally equivalent systems. This TDP is not referenced in the solicitation.
1.1.1. Can the Government confirm whether a government-owned TDP exists for this requirement, and if so, can it be made available to interested vendors?
Yes. Please contact Mr. John N. Dunn at 1-850-283-6902.
1.1.2. If this TDP is not the basis of the procurement, what data rights limitations or technical justification preclude its use for this acquisition? Not Applicable.
2. Clarification of “Brand Name or Equal” Language and Evaluation
2.1. The solicitation incorporates FAR 52.211-6 but includes specific part numbers (e.g., 9D01164- 907, 15196-101) that appear to be proprietary and tied to legacy sources.
2.1.1. Can the Government provide minimum physical, functional, and performance characteristics that would allow a vendor to justify an “equal” product? Yes.
Interested vendors should contact Warner Robins Air Logistics Complex for this information.
2.1.2. What criteria will be used to evaluate equivalency in the absence of publicly available performance specifications or interface control documents (ICDs)?
This information is available through the Air Force Life Cycle Management Center and the Service Engineering Support Activity; both located at Warner Robins Air Logistics Complex.
3. ESA FAT Approval and Qualification Path
3.1. The Statement of Need requires vendors to be First Article Testing (FAT) approved by the Service Engineering Support Activity (ESA) at Warner Robins Air Logistics Complex.
3.1.1. Can the Government clarify whether a vendor outside the incumbent OEM can obtain ESA authorization independently? No. Interested vendors should submit application for the First Article Testing (FAT) process through Warner Robins Air Logistics Complex.
3.1.2. If so, what is the formal process and timeline for pursuing ESA FAT approval, and can a point of contact be provided? Please contact Mr. John N. Dunn at 1-850- 283-6902.
4. MAAS Trailer Tool Kit – Definition and Bill of Materials
4.1. The solicitation calls for four (4) MAAS Trailer Tool Kits (System #15196-101), but no detailed breakdown of contents or configuration is provided.
4.1.1. Can the Government supply a bill of materials (BOM) or line-item list of required components within each tool kit? Yes.
4.1.2. Are the tools required to be OEM-specific, or may functionally equivalent commercial tools be proposed? OEM-Specific.
5. Anchor Hardware Configuration by Surface Type
5.1. The tool kits are required to support installation and removal on asphalt, concrete, and soil. However, quantities or configurations of hardware per surface type are not defined.
5.1.1. Can the Government clarify the number and type of anchor assemblies required per kit for each surface type (asphalt, concrete, soil)? The kits are identified in the requirement, but the government can provide information through Warner Robins Air Logistics Complex.
5.2. Are vendors expected to provide universal kits, or site-specific configurations?
“Universal Kits” not site-specific.
6. Use of Technical Order References (T.O.: 35E8-2-10-4)
6.1. Attachment 2 references a USAF Technical Order (TO 35E8-2-10-4) and proprietary part numbers tied to a specific CAGE code. This TO is not publicly accessible.
6.1.1. Can the Government clarify whether this TO is the source of technical requirements and whether access to it will be granted to potential offerors via FOIA, JCP, or other secure methods? Yes. Please contact Mr. John N. Dunn at 1-850- 283-6902.
6.1.2. If not, how does the Government intend to support “open competition” under FAR 6.1 using non-public, controlled data? The government supports Open Competition and encourages interested vendors to apply for First Article Testing (FAT) approval through Warner Robins Air Logistics Complex.
7. Prior Awards and Incumbent Knowledge
7.1. The referenced part numbers and configurations may be based on prior contract efforts.
7.1.1. Can the Government confirm whether any vendor has previously delivered trailers or kits under these part numbers? Yes, the government procures these items from multiple vendors
7.1.2. If so, can the Government provide the relevant contract numbers or redacted award information to ensure equal footing for offerors seeking to validate equivalency? No. The Government cannot provide contract numbers or award documentation through this solicitation. Publicly available award information may be accessed through SAM.gov
8. Acceptance of Alternate Internal Configurations
8.1. Vendors may be able to produce trailers functionally identical to the requested configuration but with differing commercial part numbers or internal component sourcing.
8.1.1. Will the Government accept alternate internal configurations that meet all functional and operational requirements, even if part numbers or BOMs differ from the legacy source? Yes, if it is approved by Warner Robins Air Logistics Complex.
8.2. If so, how should vendors document such equivalency in their proposals? This information will be provided by Warner Robins Air Logistics Complex.
9. Part Number Origins and Data Rights
9.1. Several part numbers (e.g., 9D01164-907) appear to originate from a proprietary design.
9.1.1. Can the Government confirm whether these part numbers are government-assigned or OEM- assigned? OEM-assigned with government approval.
9.2. If OEM-assigned, has the Government secured sufficient data rights to allow open competition and alternate manufacturing? Yes.
10. Tire Specification – “Rubber-Filled” vs. “Foam-Filled”
10.1. The Statement of Need specifies “puncture-proof/rubber-filled tires.” Based on industry-standard MAAS configurations, foam-filled tires have been traditionally required for mobility, airfield safety, and durability.
10.1.1. Can the Government confirm whether “rubber-filled” was intended to mean “foam-filled”? Foam-Filled.
10.1.2. If not, can technical justification be provided for this change, and will alternate tire types that meet or exceed the operational performance be considered acceptable? Not Applicable.
We appreciate your attention to these questions and your support in ensuring all qualified vendors have a clear and fair opportunity to participate in this important requirement.
11. Installation Interface and Compatibility
11.1. Will the government provide interface control documents (ICDs) or dimensional callouts for how the trailer must integrate with existing MAAS components such as pendant systems, EAU mounting, and anchor points? Yes. Interested vendors should submit application through Warner Robins Air Logistics Complex.
