Statement of Work (SOW) For
USSTRATCOM B989 Secure Room
Access Control System/Intrusion Detection System

PROJECT TITLE:
1.0 USSTRATCOM B989 Secure Room Access Control System and Intrusion Detection
System
1.1 OBJECTIVE: Installation of an Intrusion Detection System (IDS) in B989, Secure Room
(R101).
2.0 BACKGROUND
2.1 USSTRATOM requested a Top Secret, Controlled Area facility to relocate Command functions from Offutt AFB, NE to Tinker AFB, OK. Two (2) former crew quarters will be converted to a secure area. Since these room will become one (1) secure area, there must be an
IDS installed to meet IC Technical Specifications for ICD/ICS 705, Chapter 7.
3.0 REQUIREMENTS
3.1 Scope. Provide and install an IDS to monitor the room for malicious activity and issues alerts when such activity or an intrusion is discovered. Provide and install a self-contained, integrated access control system, to include motion detection, server, and Balanced Magnetic
Door Sensor.
3.1.1 The Contractor shall provide all parts and labor required install new equipment in accordance with IC Technical Specifications for ICD/ICS 705, DOD 5105.21, AFI 31-101, NFPA, UL 2050, and TAFB Electrical Standards requirements.
3.1.2 The Contractor shall install Honeywell Vindication Model IDS with Fiber Media converter that must provide for communication with 72 SFS Security Monitoring System.
3.1.3 The Contractor shall install with an Extent 3 Installation as referenced in UL 2050, Standard for National Industrial Security Systems for the Protection of Classified Materials.
3.1.4 The Contractor shall identify the process and timeline for installation and address any issues that they may have with installation.
3.2 Tasks:
Install AE SAW Workstation and VSC Site Commander
Install Tamper Switches, BMS and Passive IR
Mount IDS panels in the communication room or the secure room Install
AES Encryption Wire, Cisco Switch and Transceiver Modules Provide server rack, system monitor, keyboard and mouse
Provide Batteries, Battery Pack for SMART UPS
4.0 GOVERNMENT FURNISHED INFORMATION
4.1 All completed construction in bldg. 989, room 101 will meet requirements of IC Technical
Specifications for ICD/ICS 705.
4.2 The 72 ABW/CE shall provide the dedicated single-mode fiber-optic line from bldg. 989 to bldg. 7017.
4.3 The 72 SFS/S5 shall provide system testing as defined by IC Technical Specifications for
ICD/ICS 705.
5.0 SECURITY.
5.1 Security Clearances: The Contractor personnel must be U.S. Citizens and must be able to gain access to Tinker AFB and will be escorted during the install. The driver’s credentials should be reviewed and approved in advance of delivery.
5.2 Contractor Consent to Background Checks: The Contractor/subcontractors shall not use delivery persons for work on this contract if they cannot meet mandatory base entry requirements. Employee of Contractor/subcontractors will be required to submit to Law
Enforcement Agency Data System (LEADS) checks through the National Crime Information
Center. Personnel identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, will not be granted access.
Delivery persons under this contract who have an outstanding criminal warrant as identified by
Law Enforcement Agency Data System (LEADS) will not be allowed access and will be turned over to local law enforcement as required.
5.3 Information required conducting a LEADS check includes: full name, driver’s License number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The Contractor shall provide this information, Contractors Consent for Background Check, and shall submit it in conjunction with the
Contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when Contractor or subcontractor personnel are working within controlled or restricted areas.
5.4 Contractors shall ensure their delivery personnel and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with these provisions.
6.0 DELIVERY REQUIREMENTS
6.1 The contractor will provide status updates to 552 ACW/SSO (Mrs. Toni Greenfield) as related to changes in delivery and installation timelines
6.2 The Contractor shall mark all documentation, drawings, spreadsheets, and word documents
“Unclassified//FOUO”.
6.3 The Contractor shall provide all documentation, drawings, spreadsheets, and word documents of the installation of the ACS and IDS.
6.3 The Contractor shall ensure delivery and installation personnel are able to gain access to the installation.
